Q1. Will the number of monthly washes and fleet services decrease due to base realignments?

A. Yes, see Schedule B of the solicitation.

Q2. Does the current contract handle Transient Aircraft, Corrosion Control (wash), and Fleet Services?

A. Yes

Q3. Is the current contract part of a Collective Bargaining Agreement (CBA)?

A. No Q4. Do static display aircraft have a water source nearby?

A. There is a water source at the front gate which is adjacent to the static aircraft.

Q5. Will the SF 1449 be revised to include CLINS for Fleet Services?

A. No – Fleet Services are incorporated in the “Service During Normal Hours” CLIN.

Q6. Paragraph 1.3.1 of the PWS states the contractor along with other services, is required to fill the clean water tank on aircraft as required and/or requested. We have not seen a potable water truck or trailer mounted tank listed as part of the Government furnished property list. Is this an item that must be contractor furnished?

A. This is in reference to transient aircraft having contained toilet systems requiring water. Potable water is not handled through this contract.

Q7. If it is decided that vehicles are to be contractor provided, will the government agree to let the contractor use GFE until their equipment arrives in a reasonable time frame?

A. The government would expect the contractor be able to assume duties on start date of the contract.

Q8. What does the Government expect as a reply to 52.212-1 paragraph 2a, 2b, and 2c? For example in (3) the RFP states that personnel must be certified and licensed to operate equipment. What is the Government looking for in a response to that statement?

A. The government expects the offeror to show evidence that they meet the technical requirement as stated in the addenda to 52.212-1.

Q9. In what format does the government expect to receive the information requested in addenda 52.212-1-C.2 (a)?

A. Determined by offeror

Q10. Please clarify the page limit for the submitted technical proposal listed in agenda 52.212-1?

A. This is to be determined by the offeror, but a concise document that clearly shows the information requested is in everyone’s best interest.

Q10. How many copies of the Past performance Information are required?

A. 3 copies please.

Q11. What type of parts will the contractor be required to order from base supply as referenced in paragraph 1.2.1.8?

A. This paragraph is in error and will be deleted in its entirety.

Q12. Who is the incumbent?

A. The incumbent is Trailboss Enterprises, Inc Q13. What are the current manning levels?

A. This is not releasable information.

Q14. What is the awarded schedule B amount or the previous months invoiced amount.

A. The estimated Forth Option amount $612,718.00

Q15. Will it be the contractor’s responsibility to replenish toilet paper and paper towels on the aircraft and will these supplies be contractor provided?

A. Yes on both.

Q16. How many drag chutes were recovered for the period of January 2007 to December 2007?

A. None for that time period.

Q17. Please identify the number of aircraft by type that were deiced and in what month.

A. 2 – KC-135 / March

Q18. Are the quantities of TA aircraft shown in Appendix 1, table 1 included in the quantities shown in table 2?

A. No, table 1 is just TA flights and table 2 is fleet service for TA plus assigned aircraft.

Q19. We respectfully request that annual aircraft washes listed in the PWS of Appendix 1, Table 3 be broken down by aircraft and wash types.

Q20. What is the estimated number of man-hours required to support emergency services and are the majority of these hours required after normal operating hours?

A. The hours needed to support an emergency cannot be determined until it presents itself.

Q21. How many man-hours were required to support special situations in 2007?

A. None were used in 2007 but see CLIN 0003 for estimated man-hours.

Q22. As mentioned in the footnote of paragraph 4.16, will the contractor be permitted to use the government owned “follow me” signs on the contractor provided vehicles?

A. Yes, at contractor expense.
