MEMORANDUM FOR PROSPECTIVE OFFERORS

SUBJECT: FA4659-08-R-0002 – Transient Aircraft Ground Services, Grand Forks AFB, ND

1. The following guidance is provided to your company in an effort to clarify the award process utilizing best value practices. This acquisition is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). Our expectation is that each contractor perform a detailed analysis of the solicitation and addressed any issues and concerns regarding the solicitation to the Contracting Officer prior to proposal submission in accordance with Federal Acquisition Regulation (FAR) 52.212-1.

2. Award shall be made to the offeror who submits the best value considering technical evaluation, past performance and price. Technical evaluation will be on a pass/fail basis. An assessment shall be conducted on performance risk based on the offeror's recent and relevant performance; hence, an award may be made to other than the lowest evaluated price based on the performance risk assigned. The solicitation is a Request for Proposal (RFP), a process by which the government may or may not conduct negotiations or discussions. No formal bid opening will be held, and the results will be released after award.

3. In addition to implementing the best value process, environmental compliance has been an ongoing consideration. Below guidance has been established outlining the standards that must be complied with:

Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforcement agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statutes and regulations can subject the contractor to criminal and civil penalties and/or contractual sanctions including, but not limited to, termination, suspension, debarment and adverse past performance assessment.

4. Contractors must be registered in the Central Contractor Registration to be considered for award. Registration may be accomplished at web site: www.ccr.gov.

5. Please be advised two (2) proposals will be required to be submitted. As noted in Appendix 5 of the Performance Work Statement the government may or may not make available the vehicles as listed for use in Transient Aircraft Ground Services, therefore; two separate proposals must be submitted, one including the vehicles and one excluding the vehicles. The decision to include the vehicles is not related to the proposals received. All proposals will be separated into two groups, government furnished vehicles provided and government furnished vehicles not provided. Both groups will be evaluated separately. When a decision is made on whether the vehicles will or will not be furnished, this will dictate which group will be used for making an award.
