BUILDING 1705 DEMOLITION
FA4626-22-Q-0012
06 July 2022
(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-22-Q-0012.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05.
(iv) This procurement is being solicited as a 100% small business set-aside. The North
American Industry Classification System (NAICS) code is 238910 with a small business size standard of $16.5M.
(v) Requirement: When submitting your quotation, please structure your Contract Line Item
Numbers (CLINs) to the following format:

0001 Mobilization: All costs related to general contract requirements, administration, and overhead shall be merged and included in the contract costs for “Mobilization”. The cost of all insurance, permits, safety, fees and licenses, shop drawings and samples, general administration and overhead, movements of equipment, tools, and other incidental work shall be merged and included in the contract price for “Mobilization”.

(vii) Period of Performance: Due to the winter exclusion, the project should be completed before November 2022.
(viii) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Nov 2021), applies to this acquisition.
FAR 52.212-1 Addenda:
A. Offerors’ quotation shall conform to the required specifications as referenced in paragraph
(vi) above and as attached to this solicitation. Any offeror not conforming to the required specifications shall be deemed incomplete and therefore ineligible for award. The Government shall limit quotation reviews to the three lowest priced quotations that also conform to the required specifications.
B. Offerors shall submit:
Volume I: Offerors shall complete the workbook at Attachment 2, Bid Schedule, in accordance with (IAW) associated Specifications Sheet.
Volume II: Attachment 3 - Past Performance Worksheet
Please note, requests for such information do not constitute a contract award. The
Government reserves the right to cancel this RFQ at any time.
C. For either the site visit (if required) or submission of proposals, all personnel requesting access to Malmstrom Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to
Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

D. Prospective offerors shall be registered in the System for Award Management (SAM) database when submitting an offer or quotation, and shall continue to be registered until time of award, during performance and through final payment of any contract, basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102.
E. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation until funds are available. The Government reserves the right https://www.dhs.gov/current-status-states-territories to cancel this solicitation, either before or after the closing date. In the event the
Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

G. Your quotation must remain valid through 30 September 2022. The expiration date of your quotation must be clearly marked.
(ix) The provision at FAR 52.212-2, Evaluation—Commercial Items (Nov 2021), applies to this acquisition. Specific evaluation criteria is included in paragraph (a) of that provision.
FAR 52.212-2 Addenda
A. The Government seeks to award to the responsible offeror with whom provides a complete quote and resume which conforms to the requirements of the Specifications Sheet and solicitation herein. Offerors are cautioned to provide all information requested under the
Addenda to FAR 52.212-1. Failure to provide a complete quote may result in an unacceptable determination and therefore rendering the quote ineligible for award.
B. Evaluation shall be conducted as follows:
i. Completeness – does the offer conform and provide all requirements outlined within the solicitation. This includes but is not limited to completing FAR 52.212-3
Representations and Certifications within the System for Award Management.
ii. Factor 1: Price – Offerors submitting an acceptable quote shall be sorted by price in ascending order from lowest priced to highest priced. The burden of proof for credibility of proposed pricing rests with the offeror.
iii. Factor 2: Past Performance Assessment
a. Offerors shall submit up to three (3) past performance contacts using the Past
Performance Worksheet (Attachment 3), and will be evaluated on recency and relevancy. Each Offeror will receive an integrated overall performance rating.
Performance will be evaluated as a measure of Offeror’s ability to successfully perform based on previous and current contract efforts. Past Performance will only be evaluated for the three lowest priced technically acceptable offerors.
b. Verification of performance information will be handled by any means available to include Contractor Performance Assessment Reports (CPARs). In the event the 341st
Contracting Squadron is unable to verify data submitted within the Past Performance
Worksheet, the Offeror will receive a performance rating of neutral for that reference as neither favorable nor unfavorable.
c. For the purpose of this evaluation, “recent” is defined as performance occurring within the last three (3) years from the date of release of this RFQ. “Relevance” is defined as past or current contracts (including Federal, State, and local government and/or private) for efforts similar to this Government requirement. The following is the description of the rating scale for Past Performance.
PAST PERFORMANCE ASSESSMENTS

Exceptional The Contractor’s past performance meets evaluation requirements and exceeds many (requirements) to the
Government’s benefit. The contractual performance may have been accomplished with few minor problems.
Very Good The Contractor’s performance meets evaluation requirements and exceeds some (requirements) to the
Government’s benefit. The contractual performance may have been accomplished with some minor problems.
Satisfactory The Contractor’s performance meets evaluation requirements. The contractual performance contained some minor problems.
Marginal Performance does not meet some evaluation requirements. The contractual performance may reflects a serious problem.
Unsatisfactory Performance does not meet most requirements and recovery is not likely in a timely manner.
Neutral Unable to assess or validate the reference.
iv. Best Value Determination – The Government will conduct an integrated assessment of the complete, acceptable offers to determine best value on a minimum of three (3) offerors from lowest to highest priced, unless fewer are received. As such, this may result in award to a higher priced, greater past performance rated offeror.
(x) The provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial
Items (Oct 2018), applies to this acquisition. All firms or individuals submitting a quote shall be registered in the System of Award Management (SAM) website. SAM must be current at the time of award and have completed the annual representations and certification section.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor
Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the
Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The
Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
