Dear Mr. Anacker, In accordance with our Agreement for Engineering Services, Thomas, Dean, & Hoskins, Inc.
(TD&H) performed a pre-demolition asbestos and lead paint inspection of MAFB Building 1705 in October and November 2012. The entire building is proposed for demolition.
PROJECT DESCRIPTION
The building is an approximately 13,166 square foot, single story building. The building consists of offices, storage areas, truck loading docks, and maintenance rooms. The interior walls of the building are drywall, concrete and CMU block with wall panels in the rest rooms, ceilings are drywall or drop-in panels. The flooring is sheet vinyl flooring, tile, or carpet over concrete. The exterior consists of CMU block or concrete walls with concrete sidewalks and foundation. The roofing consists of a membrane over the majority of the building with some asphalt shingles over the entryway to the office area.
ASBESTOS INSPECTION
Administrative Rules of Montana (ARM) 17.74.354 requires an asbestos inspection be completed for all building materials prior to scheduled demolition activities to determine if asbestos-containing building materials (ACBM) are present. The National Emissions Standards for Hazardous Air Pollutants (NESHAP – 40 CFR 61) and the ARM regulate asbestos due to the respiratory hazard that airborne asbestos fibers present. The inspections were performed by
Montana-accredited asbestos inspectors in accordance with the Environmental Protection
Agency (EPA) – Asbestos Hazards and Emergency Response Act (AHERA) regulation 40 CFR
763. Documentation of accreditation is provided in Appendix A.

Building materials were identified, categorized, numbered, and placed into homogeneous areas for sample collection and laboratory analysis. The number of samples collected from building materials identified in the inspection is based on the following:
Surfacing Materials: three samples for surfacing materials between 1 and 1,000 square feet (SF), five samples for surfacing materials between 1,000 and 5,000 SF, seven samples for surfacing materials over 5,000 SF.
Thermal System Insulation: three samples from each homogeneous area (HA) of thermal system insulation, which may include boiler insulation, mudded fittings, and/or expanded vermiculite insulation.
Miscellaneous Materials: At least three samples from each homogeneous area of miscellaneous material, such as ceiling tile, plaster, sheetrock (drywall), cove base, electrical wiring insulation, concrete, roofing, and brick and mortar.
Patching Materials: At least one sample from each homogeneous area of patching material, such as replacement floor tiles or patching plaster, or materials of less than 3 SF in total area.
A total of twenty-seven suspect building materials were identified during the inspection. Bulk samples were collected from the building in accordance with the currently recognized standard protocol developed under AHERA. Bulk samples were placed into containers and shipped to
Pace Analytical in Billings, Montana, for analysis using Polarized Light Microscopy (PLM) in accordance with the EPA Method 600/R4-93-116. Pace Analytical is accredited through the
National Institute of Standards and Technology’s (NIST) National Voluntary Laboratory
Accreditation Program (NVLAP). The limit of detection for this method is approximately 1% by volume.
Four homogenous areas (HAs) sampled during the inspection were determined by laboratory analysis to contain asbestos in quantities greater than 1% and are shown in Table 1. Also listed in Table 1 are two materials that contained measurable concentrations of asbestos that were less than 1% by volume. These Has are not an asbestos-containing material (i.e. non ACM) and requires no special treatment for disposal, but does require additional measures to comply with
Occupational Safety and Health Administration (OSHA) regulations.

All other HA’s are listed as “None Detected” and are shown in Table 2. The analytical reports provided by Pace Analytical are provided in Appendix B. Sample identification and locations are shown on the figure in Appendix C.
Following receipt of the laboratory report, the building materials containing asbestos were placed into one of the following three categories using NESHAP criteria:
Category I: non-friable asbestos-containing packings, gasket, resilient floor covering, and asphalt roofing products – all containing more than 1% asbestos.
Category II: All non-friable materials containing more than 1% asbestos except those found in Category I.
Regulated Asbestos-Containing Materials (RACM): friable materials, Category I non-friable materials that will or may be subjected to sanding, grinding, cutting, or abrading; or Category II non-friable materials that have a high probability of becoming or have become crumbled, pulverized, or reduced to powder by forces expected to act on the material in the course of demolition operations.

According to the NESHAP regulation 40 CFR 61.145 (c)(1)(i) and ARM 17.74, any Category I or II ACM that may be rendered friable during demolition must be properly abated prior to demolition. However, NESHAP also requires that when ACM is present, there must be no visible dust caused by general demolition activities. All building materials should be adequately wetted to prevent release of particulate. Depending on the type of demolition planned, OSHA and state regulations may require personal air monitoring and the use of engineering controls.
It is also a requirement under the NESHAP regulation that at least ten working days prior to an asbestos abatement project, a written notification must be provided to the EPA. In the State of
Friable means able to be crushed or reduced to powder by hand pressure when dry, or similarly broken or pulverized mechanically.

Montana, notification of asbestos abatement is sent to the Montana Department of
Environmental Quality (MDEQ), Permitting and Compliance Division – Asbestos Control
Program.
LEAD-BASED PAINT INSPECTION
Lead-based paint (LBP) surveys were conducted to identify painted components that may require specialized handling to comply with the requirements of OSHA or special disposal under the
Resource Conservation and Recovery Act (RCRA), which is administered by the EPA. The surveys were performed by an experienced technician with training as a LBP risk assessor.
Lead-Based Paint
Lead-based paint (LBP) is of concern both as a source of direct exposure through ingestion of paint chips and as a contributor to lead in interior dust and exterior soil. Regulatory agencies, which have addressed lead-based paint, include the Environmental Protection Agency (EPA), Department of Housing and Urban Development (HUD), OSHA, and the Consumer Products
Safety Commission (CPSC). There is no state program for lead.
HUD guidelines define lead-based paint as:
Paint in liquid form which contains 0.06%, by weight, calculated as lead metal in total nonvolatile content of the liquid paint, or
Paint already applied which tests equal to or greater than 1.0 milligrams per square centimeter (mg/cm ) when using X-Ray Fluorescence (XRF) technology, or 5,000 milligrams per kilogram (mg/kg) (0.5% by weight) when using atomic absorption spectroscopic analysis (AA).
Lead-Containing Paint (LCP)
The term “lead-containing paint” is used for paint that has lead concentrations at less than the
HUD guidelines or EPA disposal regulations. The OSHA standard for lead in the construction industry does not recognize a minimum safe concentration of lead. If any painted surface has any detectable level of lead, it must be presumed to present an occupational exposure to lead for
OSHA-regulated construction work until a negative exposure assessment or exposure monitoring establishes otherwise.
Methods
A Niton X-ray fluoroscope (XRF) was used to test paint for lead. The XRF instrument provided a real concentration of LBP based on the generated spectra and an algorithm programmed into the instrument. The XRF was standardized prior to the start, mid-day, and after the conclusion each day of LBP surveying against lead-based paint standards provided by the manufacturer of the XRF.
Results
Forty-five painted surfaces tested positive for lead-based paint and are listed in Table 3 below.
Thirty-three surfaces were analyzed as lead-containing. Results of all painted surfaces analyzed

RECOMMENDATIONS
The following recommendations for materials containing asbestos or lead are based on our observations and the anticipated scope of demolition.
Asbestos
Four areas of ACM and two materials contaminated with asbestos were identified. The Category
I ACM are nonfriable materials and if maintained in a nonfriable state may be removed in an unregulated fashion under state and federal law and disposed of as general construction waste.
Any grinding, sawing, abrading, or pulverizing of the asbestos containing material will render those materials friable and regulated (RACM).

Asbestos abatement for RACM must be performed by an EPA certified abatement contractor. All personnel involved in the disturbance or removal of building components assumed to contain asbestos or identified as asbestos-containing must be trained according to the requirements set forth in 29 CFR 1926.1101 (k)(9) and 75-2-511, Montana Code Annotated (MCA).
Asbestos removal for ACM in a nonfriable “intact” condition must be overseen by a “competent person” holding current Montana accreditation as an Asbestos Contractor/Supervisor. If these materials are removed in a nonfriable manner, asbestos abatement permitting will not be required. Limited air monitoring may be necessary for OSHA compliance.
While federal law permits disposal of Category I and II nonfriable ACM in a Class II landfill as general waste, all categories of ACM must be segregated from the general demolition waste for disposal in the designated asbestos disposal area at the High Plains Sanitary Landfill located north of Great Falls. RACM materials must be double-wrapped in 6 mil plastic sheeting; non-
RACM may be single-wrapped. All material must be wrapped “burrito style” with taped seams.
The name and contact information of the owner must be provided in each waste package. We recommend that contractors contact Montana Waste Systems for clarification prior to bidding.
Lead
Work involving components covered with paint containing lead is governed by regulations of the
Occupational Safety and Health Administration (OSHA). Disposal of lead, paint containing lead, or building materials covered with paint containing lead is governed by regulations of the
U.S. Environmental Protection Agency (EPA).
Environmental Protection Agency. EPA’s Lead-Based Paint Renovation, Repair and Painting
Program Rule contained in 40 CFR Part 745, Subpart E, requires workers to be trained to use lead-safe work practices and requires renovation firms to be EPA-certified; these requirements became effective April 22, 2010. Since the building involved in the demolition is not a child occupied facility or pre 1978 housing, only the EPA regulations described below will apply.
EPA Regulations for Disposal of Lead-Based Paint Components. If a waste stream with a concentration of 5 milligrams per liter or more when tested using the Toxicity Characteristic
Leaching Procedure (TCLP) exceeds the Resource Conservation and Recovery Act (RCRA)
TCLP Rule (40 CFR261.24) regulatory standard for hazardous waste disposal, then disposal of lead-based painted components requires special handling and disposal in landfills classified to accept the hazardous waste.
Occupational Safety and Health Administration The lead-based/lead-containing surfaces found in this survey are intact and if not disturbed do not present a hazard to employees involved in the renovation. If these components are disturbed in a manner such as described below, then a hazardous condition may result and will need to be addressed according to OSHA regulations.
The OSHA standard for Lead in Construction, 29 CFR 1926, does not recognize a safe level of lead in dried paint to which workers may be exposed in an occupational setting. Consequently, J:\2012\12-270 Architects Design Group\INDUSTRIAL HYGIENE\BLDG 1705\073 Building 1705\MAFB Bldg 1705 Asbestos_Lead Report any disturbance to painted surfaces which contain a measurable quantity of lead must be considered as having the potential to create a risk to workers.
The OSHA standard cites a Permissible Exposure Level (PEL) of 50 micrograms of lead per cubic meter of air (μg/m ) and an Action Level (AL) of 30 μg/m
. Any amount above these levels triggers several safety and health provisions, including, but not limited to:
1. A respiratory protection program
2. Personal protective clothing and equipment
3. Changing areas including segregated storage of work and non-work clothing
4. Hand-washing facilities
5. Blood testing
6. Employee training
If an employee is performing any of the following tasks:
1. Manual demolition, dry scraping, or dry sanding
2. Heat gun applications
3. Power tool cleaning
4. Other industrial operations involving lead as specified in the OSHA standard, then all of the above-mentioned safety items must be provided to the employees. If it is found that either the AL or the PEL is being exceeded, then other safety requirements must be met.
A negative exposure assessment (NEA) should be completed on employees that are performing the work. The NEA would ensure that good work practices may prevent employee exposure to elevated concentrations of airborne lead. The NEA should be performed on the same employees, using the same methods, and using the same tools that will be used for the duration of the project.
Recommended Response Actions. The level of hazardous materials for the composite waste stream from the project can be lowered by separating all painted metal components from all other waste. Recycling of the metal will result in a scrap metal waste stream requiring no further segregation or treatment in respect to lead; however, LPB surfaces should not be sanded or handled in such a way that lead could be liberated from the painted surfaces. Most steel recyclers are equipped to properly recycle lead-painted components. The recycler should be informed of the test results reported herein before transporting the materials to the recycling center. A receipt must be obtained from the recycling facility that is detailed enough to explain what was delivered to the facility.
TCLP sampling of the remaining waste stream will be required by High Plains Sanitary Landfill which serves the Great Falls area. Wooden or other components with LBP that fail TCLP testing are generally more difficult to deal with than steel. The LBP may be removed from these substrates to reduce the amount of hazardous waste generated. Chemical fixation of the LBP may be feasible to render the components nonhazardous. If neither of these solutions is practical, the components must be disposed of in a Class I landfill.

Any work with LBP and LCP that has the potential to expose workers to airborne lead at or above the PEL should be performed by a certified lead abatement contractor.
LIMITATIONS
This asbestos and lead paint inspection report was prepared based on information gathered during several site visits and interpretations of laboratory analytical results provided by Pace
Analytical. The inspection report has been prepared to provide information concerning the various types of building materials that were considered suspect for containing asbestos and lead paint and to inform the owner of the building materials that tested positive.
Most building components were visible and accessible at the time of our site visits with the exception of Room #8 which was locked and not available for inspection. However, additional suspect materials may be encountered during demolition. This asbestos and lead paint inspection report is intended for use by the Architect Design Group and their clients. The scope of services performed by Thomas Dean & Hoskins, Inc., may not be appropriate to satisfy the needs of other users, and any use or re-use of this document, or the findings presented herein is at the sole risk of the user.

On November 2, 2012, our laboratory received 6 bulk material sample(s) from the client. The asbestos analysis was performed in accordance with EPA 600/M4-82-020 and EPA/600/R-93/116 official test methods as outlined in 40CFR763.109 appendix A.
The samples will be held for sixty (60) days from the date of this report.
A < sign indicates the value reported was the practical quantitation limit for this sample using the method described.
Concentrations of analyte, if present, below this were not quantifiable.
Pace Analytical Services, Inc. is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for conducting asbestos analysis (NVLAP Lab Code 101292-0).
