QUESTION(S) & ANSWER(S)

SOLICITATION NUMBER: FA4626-16-Q-0022, Radio Relocation

Q1. Do you want an option for connecting the UPS system presently located at the Belgian Hill

Site. This system is designed with Ethernet connectivity that can be connected to a LAN for access, alerts, configuration settings and health settings of the UPS.

A1. This option is not needed at this time.

Q2. Please confirm that contractor will have access during business hours to both the Garneill and Belgian Hill sites. Business hours defined as 07:30 – 18:30 M-F and if required on Sat/Sun.

A2. Access will be available Monday - Friday 0730 to 1630. It must be coordinated with our office. Saturday and Sunday will not normally be supported.

Q3. Please confirm that access includes gate codes/combinations and keys as well as a base escort if required.

A3. Access will be arranged so that the project can be completed.

2.1 Q1. What is the means of access including notification, approvals, security process and procedure for accessing the AFB to get to “building 500” where the MW transport terminates?

A1. Very minimal access to building 500 will be required by contactor personnel. This should include only repatching cross connects to redirect T1 traffic currently coming from Belgian Hill site to instead come from Garniell site.

Q2. What are the hours of access?

A2. Hours of access are Monday through Friday 0730 to 1600.

Q3. Is there parking directly at building 500?

A3. Yes.

Q4. Is there light, power and access to cellular, wifi or other types of communication at this location?

A4. Yes

2.3.2.3 Q1. Who is providing the Polyphaser IS-NEMP-C1? Is this government supplied or contractor supplied?

A1. This should be contractor supplied.

Q2. What testing standard do you want for the “Ground resistance testing…10 Ohms or less?

For example do you require a Megar Test, or is a volt/ohm meter test and notation sufficient?

A2. Megger ground testing is preferred.

2.3.3.1 Q1. Please provide measurements and all equipment dimensions and interior photographs with a scale as to the size of the existing equipment at Belgian Hill as access to the interior of the shelter was not available during the site visit.

A1. See attached photos and drawing (Attachment 1).

Q2. Please provide dimensions including the

b. Diagonal access that may be required to relocate through the door into the Belgian Hill shelter for relocating both racks from the Garneill site.

A2. See supplied drawings (Attachment1).

a. Please confirm that these racks from the Garneill site will fit into the Belgian Hill shelter.

A2. Refer to supplied drawing and pictures (Attachment 1).

2.3.3.2 Q1. Site personnel is referenced here. We assume site personnel are not the contractor, subcontractors or personnel supplied by the contractor. Is this correct?

A1. If this question pertains to paragraph 2.3.2.2 then Site personnel does not mean contractor, subcontractor or personnel supplied by the contractor.

2.3.4 Q1. Please advise what the existing and desired RF coverage zone is.

A1. This information will be provided upon award.

Q2. Please advise as to what the access is to Malmstrom AFB and to the Barksdale/Peterson sites.

A2. Malmstrom has a contractor verification process. It can usually be accomplished within a two week period and can be made for the duration of the effort.

Q3. Are security clearances required?

a. If so which clearances?

A3. No, security clearances are not required.

Q4. How long will it take to access the base on a daily basis (is there a wait time in excess of 15 min to gain base entry if approved and scheduled)?

A4. After the base pass is processed there is no wait time other than ID verification at the appropriate gate. Generally wait times do not exceed 15 minutes.

a. Are appointments to access the base and sites required?

i. If so how far in advance do we need to make such an appointment?

A4. See answer to number 2 and number 4 above.

b. Do technical ‘onsite’ personnel need to be identified and cleared prior to accessing the base?

A4. Please provide a more detailed question. As asked, an accurate answer cannot be provided.

c. Is any test or recording equipment prohibited from the base (Spectrum analyzers, measurement equipment, cameras and other recording devices)?

A4. No, not in the areas needed for this effort.

Q5. Is there cell coverage and or wifi coverage in and around the Barksdale/Peterson sites?

A5. Does not apply. Contractor may need to coordinate with those sites but should not need to be there physically.

Q6. Is any special equipment needed for access to these sites (ladders, lifts, rigging)?

A6. Other than that equipment needed for tower work to install antennas there should be no other special requirements.

Q7. Please provide existing provisioning for the “existing Barksdale Zone Core and the DSR core at Peterson.

A7. This effort should not involve any change to the Barksdale or Peterson Zone Core.

Q8. Please define what a talk-in/talk-out map is.

A8. A validated coverage map using both hand held and vehicle mounted radios for testing.

Q9. Please provide a sample of the preceding map.

A9. Standard coverage maps should be sufficient.

Q10. If this is a non standard (IEEE, R56 or other) then please advise if an RF coverage map is sufficient?

A10. Standard coverage maps should be sufficient

Q11. Please advise and provide the existing frequency pairs (for RF coverage planning).

A11. This information will be provided upon award.

Q12. Please provide a map, coverage area and desired coverage area as well as any RF planning

(heat maps, pathloss profiles etc.) and maps that are going to be in use from other RF sources such as other repeaters, base stations etc.

A12. This information will be provided upon award.

Q13. Please provide a schematic and or single line diagram of T-1 links to and from building 500 including the location of any channel banks, X-connects, panels that the contractor is required to connect to.

A13. There will only be two cross-connect or patching moves required.

Q14. Please define and show on a map the “Governments designated circuit demarcation point”.

A14. Demarcation point is readily accessible and should provide no barrier to installation.

Location will be provided on contract award if necessary.

Q15. Please confirm that there is sufficient power and available circuits including load protection, breakers, UPS capacity including generator circuits at the Belgian Hill site since this was not accessible during the site visit.

A15. See provided pictures (Attachment 1). There are power pigtails already routed to the location of the new racks. Power is sufficient.
