Questions and Answers FA462519R0001 – Pavements IDIQ
29 January 2019
1. Question: Is it acceptable for contractors to include Contractor Performance Assessment Reports (CPARS) or Past Performance Questionnaires (PPQ) that they have on file;
in lieu of having Contracting Officers complete the PPQ included in the solicitation documents?
Answer: Offerors must follow the instructions provided within the solicitation, Section L:
Instructions, Conditions, and Notices to Offerors.
2. Question: Item A027 Typar Filter Cloth: What specifications must the material conform to? Where is the cloth to be used?
Answer: Any standard Geotech fabric will work. It is used between the in situ soils and the base course.
3. Question: What type of restrictions or inspection process will dump trucks go through to enter the installation? What is an estimated amount of time it takes to enter the gates through the delivery truck gate?
Answer: Standard dump trucks will go through the same process as any other commercial vehicle entering the installation. Time sensitive deliveries (Asphalt, concrete) are coordinated in advance, and usually are inspected at the loading facility, and just have a short inspection at the gate. However, we are unable to estimate the time to enter the gates due to unknown variables.
4. Question: Item A021, Backfill Utility Trench & Compact in 6” lifts; will payment be made for each 6” lift of backfill, regardless of trench depth? If payment is not per 6” lift, what is the depth of the trench?
Answer: Yes, you will be paid per 6” lift regardless of the depth of the trench.
5. Question: Will the government make adjustments to unit pricing throughout the 5 years to account for the AC oil index and fuel pricing fluctuations? These are unknown conditions out of our control. If the contractor is forced to take the risk, unit pricing will be inflated whereas, if these are indexed the government will only be paying for actual market fluctuations.
Answer: The solicitation does not provide for economic price adjustments except with the provision DFARS 252.216-7008 Economic Price Adjustment – Wage Rates or Material Prices Controlled by a Foreign Government-Representation. However, if market inflation becomes so significant that it can be justified in writing, the Contracting Officer may review the cost and pricing data provided by the Contractor and make a determination. Potential Offerors are encouraged to account for inflation rates within the base year and four option periods.
6. Question: Would the government provide a more defined forecast of the task orders expected over the 5 year period?
Answer: No additional information will be provided for quantity of delivery orders.
7. Question: There is no mobilization line item, will all task orders be issued simultaneously for each year and be completed during 1 mobilization to the site per year? If not, how many mobilizations need to be included for each item?
Answer: Delivery orders will be issued as required by the Government and may or may not be issued simultaneously. It is unknown the number of mobilizations needed for each delivery order. Minimually, you should plan for one mobilization/demobilization per delivery order.
8. Question: Is item A024, Rotomilling (2” Max) intended to include trucking and disposal of the milled asphalt? Or is the trucking and disposal to be covered in line item A002 Remove & Dispose Asphalt?
Answer: The rotomilling line item includes trucking to a local dumping point on base. No disposal fees as the milled material remains the property of the government.
9. Question: Paragraph 3.3 of Section 02964 Removal of Milled Material states: “Material that is removed shall remain the property of the government and be transported to a location on base to be determined.” Where is that location?
Answer: There are various points on base we store the millings. The one used would be dependent on the project location, as we would use the closest drop site to the project.
10. Question: Item A023, 8-inch Lime Stabilization: Is a geotechnical report available? Lime requirement is based on existing soil conditions; if existing conditions not available, what percent of lime should be included for bidding?
Answer: No geotechnical reports are available. Plan for 2-4%
