Q & A
Q: Do you require ISPM-15 lumber for the pallets or is standard raw-cut lumber acceptable?
A: The requirement will be FOB Destination, therefore the liability of successful delivery resides with the awardee.
All shipping laws, regulations, and standard procedures shall be followed to accomplish this. No preference on shipping material exists. Inspection and Acceptance will be done upon arrival to verify successful shipping of the requirement.
Q: Both inboard and outboard wings need to have steps on both ends as well as one stairway in the middle (referenced as the dark blue blocks on the below drawing) Is there a requirement for a ladder in the “elbow” of the system as well?
A: Yes
Q: Stands need to be inter-lockable so as not to move apart from one another --If platforms are aligned and raised onto outriggers is a mechanical latch required to keep the platform in-line?
A: Yes a mechanical latch is required to stabilize the platform
Q: Stands will be on 8” diameter casters having solid rubber tires or rim coverings --Is a polyurethane tire over an aluminum wheel ok?
A: Yes that acceptable
Q: Casters need to be retractable so that once the stand is in place the stand is lowered to the ground --Are deployable outriggers that slightly lift the standoff of the casters, rather than retracting the casters acceptable?
A: Yes as long as they are stable.
Q: Stands will be corrosion resistant—Structural members are to be made from 6061 aluminum except where necessary to use harder material --Is the specification for 6061 Aluminum solely for structural components? Are other metals acceptable to be used for handrails, cabinetry, and other non-structural components?
A: Yes, the vision is for the stands to be light as possible for movement, but still be structurally sound.
Q: Are the stairs to be separate rolling structures or can they be permanently attached to the stand modules?
A: Stairs shall be a separate structure
Q: Is there a maximum length for each stand module? Or a preferred number of individual stands?
A: Measurements were taken so that they would be able to be broken down and stored in a designated section of the phase hangar. The stands need to be broken down into 2 designated areas, one measuring 24’ x 27’ and the second area measuring 16’ x 20’. So the measurements in the drawings do not have to be exact, but they have to be able to fit within these measurements when stowed when not in use. The long and short segments of the stands in the reference drawing represent 13’ sections that if manufactured identically would fit into the aforementioned spaces for storing. Each stand would have a total of five (5) 13’ segments (10 total for both stands).
Q: Is epoxy coating and/or galvanized steel an acceptable material for the stand structure and deck?
A: The premise was to keep the weight down as much as possible so that 2 people can easily move and place the stands as needed. The decking must have an anti-skid coating of some sort.
Q: Can the handrails be painted steel?
A: Yes, however the stands need to be as light as possible so that 2 people can move and place the stands as needed. As more dense material is used, I fear the weight may increase, reducing maneuverability.
Q: Can the shelving be painted steel?
A: Please see previous question and answer.
Q: Are there any special paint requirements and/or color?
A: Handrails/cabinetry Yellow and everything else Grey
Q: Does the deck need to be a self-draining non-skid surface? Is there a preferred deck surface type?
A: Yes the deck needs to be self-draining, non-skid surface as stated in previous questions. No preference on surface type.
Q: I understand the leading edge cabinets have two shelves 24” and 42” from the deck. The top of the cabinets also has a 3” lip on all sides, how far from the deck should the top of the cabinets be?
A: *CORRECTION* The outboard section of the stands need to have 1 cabinet on the forward side. The top of the cabinet will measure 42” from the decking (flush with railing) and bottom of the cabinet will be 24” from the decking (18” of height within the cabinet from the bottom to the top of the cabinet).
The top of the cabinet must have a 3” lip around it. The cabinet will be encased on 3 sides with a 3” lip on the opening. Cabinet opening will face the deck. Cabinets will be in 13’ long segments to match the length of each stand segment when disconnected for storage.
