STATEMENT OF WORK
(SOW)
FABRICATE AND PURCHASE
B-2 WING MAINTENANCE WORK STAND SET
FOR
WHITEMAN AIR FORCE BASE, MISSOURI
509th MXS/MXMT
Whiteman AFB, MO

1. INTRODUCTION. The 509th MXS/MXMT requires the construction, fabrication, delivery, assembly, and utility hook up of 1 set of comprehensive modular B-2 maintenance work stands, that will consist of 2 stand modules, 1 for each wing.
for use in phase inspection of the wing areas. The design will incorporate features described in Appendix 1, and provide access to the wing areas of the aircraft comparable to the stand currently in use. Contractor shall provide the complete turn-key, fabrication, inspection, testing, documentation, training, delivery, tools, equipment installation, work stand assembly, labor, and other incidentals necessary to provide such work stands in accordance with this statement of work (SOW).
1.1 Stand Design. The stand design shall be based on and compliant with work requirements in the maintenance docks at Whiteman AFB, Missouri.
1.2 Scope. The contractor shall provide for the, fabrication, delivery, and assembly, of wing stand set. The work stand set are to each facilitate one aircraft dock and be capable of being moved and used in any of the other aircraft docks at Whiteman AFB where phase inspection maintenance is required. Contractor shall provide complete fabrication, inspection, testing, documentation, training, delivery, tools, installation/assembly, labor and other incidentals necessary to make the work stand set operational and usable. The proposed work stand set will meet as a minimum the requirements of similar equipment as established for the B-2 PDM contract as well as the design used on the SOW, with any mods, for the use of future procurements if required.
1.3 Impact Statement. If existing maintenance support stands used for phase maintenance are not supplemented with stands with an improved design Whiteman AFB B-2 phase inspection process will continue to be less efficient and less productive the than it could be. In addition, these maintenance stands will be safer, and increase production, eliminate other aerospace generation equipment due to the panel storage configured within the new design and extend out further to access other inspected areas where we currently need other stands to access. Exposure to worn out or inappropriately configured stands, and poor design can cause low productivity.
2. Requirements. Contractor shall provide all necessary qualified personnel, management, non-personal administrative and technical services, materials and contractor facilities in support of the requirements of this SOW.
2.1 Task Description. The contractor shall provide turnkey fabrication, construction, and delivery of one set of B-2 Phase wing maintenance stands and delivered to Whiteman AFB, as well as any design modifications on the contract, and any modifications in design required by this SOW or work stand specification. The U.S. Government shall own any changes to the stand design.
2.1.1 Program Management. The contractor shall provide a program plan describing work task, schedule, cost and deliverables. A program kickoff meeting shall be conducted after task is awarded and prior to delivery of the program plan to ensure all parties fully understand requirements and are ready to proceed. Additionally, a Technical Interchange Meeting (TIM) shall be convened at a suitable time to be determined by the contracting officer’s Technical Representative (COTR), the contractor shall prepare the agenda and minutes of the TIM as required. The contractor shall also prepare and deliver monthly status reports.
Informal communication via face-to-face, phone, and e-mail throughout the project is encouraged.
2.1.2 Baseline Requirements. The contractor shall provide complete fabrication, inspection, testing, documentation, training, delivery, tools, installation, labor, and other incidentals necessary in accordance with this SOW. The contractor shall take given dimensions and other information necessary to incorporate into a drawing and data package that will allow the contractor to manufacture and assemble one set of maintenance work stands and ensure the completed stands fit the aircraft in a manner that allows personnel to perform all desired maintenance operations safely and efficiently, and effectively incorporates functions specified herein.
2.1.3 The entire B-2 work stand set will be fully functional upon completion of installation. All work stand components shall be capable of a total one hour set-up time by 4 aircraft workers
2.1.4 Fabrication. The contractor shall procure the equipment and hardware necessary to support the fabrication of the B-2 work stand set. All equipment and hardware shall be off the shelf items to the fullest extent possible.
Contractor shall perform all fabrication activities at the contractor location for assembly at Whiteman AFB.
2.1.5 Shipment. The contractor is responsible for work stand preservation, packaging, loading, and shipping to Whiteman AFB. Contractor shall coordinate delivery arrival dates with Whiteman AFB for approval. The entire work stand should be shipped and arrive within a three day time period.
Whiteman AFB will not provide storage for intermittently shipped equipment outside of the three day window.
2.2 Assembly
2.2.1 General Assembly. Safety equipment shall be used during work stand assembly and must be in working condition. Where items of assembly cannot be assembled properly as a result of errors in fabrication or deformation due to handling or transportation, remediation shall be the responsibility of the contractor. Contractor shall immediately report the discovery to the ACO.
Repair method must have prior approval by the COTR before any work is performed. The straightening of steel base frames, tubing, angles, connecting devices, casters, or other components shall be done by methods approved by the industry. The contractor shall replace items damaged too badly for repair.
2.2.2 Matching Fit. All components shall be installed in a manner to provide expansion and contraction: prevent shearing of bolds, screws, and other fasteners ensure rigidity of all close fitting sections and components.
2.2.3 Commercial Off The Shelf (COTS Manuals. The contractor shall furnish a copy at completion
a. Operation Manuals include assembly procedures.
b. Maintenance Manuals. The contractor shall supply his recommendations for an on-going maintenance program for their work stand set. Program recommendations shall include recommended inspection criteria, intervals and periodic and long-term maintenance operations. As built drawings provided shall include illustrated parts breakdown showing part numbers for replacement parts. Recommendations shall also include quantities and frequency for repair parts to be kept on hand for frequent repairs.

2.2.4 Spare Parts and Proprietary Tools. The contractor shall provide a spare parts kit based on the contractor’s recommended spare part list. Proprietary or uncommon tools required for maintenance or assembly shall be provided with the stand set.
2.2.5 Warranty. The contractor shall provide a warranty period equal to standard industry practice for the entire work stand set, components and tools. No component of this warranty shall have a duration of less than one year from the date the work stand is ready for service.
B-2 Phase Inspection Wing Work Stand Specifications
Moveable maintenance stands will follow the basic configuration sketch and meet the following basic specifications.
1. Stand working weight capacity (Minimum):1200 lb
2. Stands need to measure 312” on inboard wing, with a 110° angle, 468” outboard wing, and a width of 66”
3. Decking needs to be a nonslip surface
4. Outboard wing need to have cabinets the length of the forward side
5. Each stand module needs to have 5, ¼”compressed female air receptacles. The receptacles need to be evenly spaced throughout the stand module and have a single point connection to connect shop air.
6. Each stand module needs to have 5, 120v 2 plug electrical plug ins evenly spaced throughout the stand module and have a single point connection for electricity source
7. Outboard wing cabinets need to have a depth of 17 inches
8. Cabinets need to be enclosed on three (3) sides. Cabinets shall have two shelves with a 3” lip on the opening. The top of the cabinets shall have a 3” lip on all 4 sides as well. All shelves must be load rated for 50lbs
9. Inboard wing needs to have three (3) drawers enclosed on three (3) sides that pull out from the forward side measuring 100 inches long and 50 inches in depth and have a load rating of 150 lbs. Drawers should have a 3” lip surrounding the drawers on all sides.
10. Both inboard and outboard wings need to have steps on both ends as well as one stairway in the middle (referenced as the dark blue blocks on the below drawing)
11. Inboard and outboard wings need to have safety rails 42 inches high (rails not required where cabinets installed.)
12. Safety railing assembly will incorporate a toe board for safety—maximum gap between toe board and platform shall not exceed .25 inch
13. Stands need to be sectional for easy storage.
14. Stands need to be inter-lockable so as not to move apart from one another
15. Steps on each end of the stands need to be inter-lockable to the stands
16. Stands will be on 8” diameter casters having solid rubber tires or rim coverings
17. Casters need to be retractable so that once the stand is in place the stand is lowered to the ground
18. Stands will be corrosion resistant—Structural members are to be made from
6061 aluminum except where necessary to use harder material
19. Stands will meet all applicable OSHA safety standards
