STATEMENT OF WORK (FY18)
509 SFS Shoot House Creation
DESCRIPTION OF SERVICES:
1. The 509th Security Forces Squadron (509 SFS), Bldg 711 Vandenberg Ave., Whiteman AFB
65305, requires a complete creation of a Shoot House. This includes placing walls rated for dye marking cartridges in the shape of a building. The contractor shall provide all tools, supplies, equipment, transportation, and labor necessary to perform the installation. All work shall occur
Monday-Friday between the hours of 7:30 AM - 4:30 PM. Federal Holidays will not be a workday.
Work must be completed within 120-calendar days from the date of contract award. The contractor shall assign a project manager to serve as the focal point for all activities concerning this project.
The project manager shall coordinate travel and all other contract related items with the 509th
Contracting Squadron (509 CONS) and 509 SFS.
REQUIREMENTS:
2. Dye Marking/Low Velocity Round Resistant Walls. Approximately 1800 sq. ft.
2.1. Stability – Function
2.1.1. Structure must be able to stand alone without the need to anchor into walls or ceiling. Anchor bolts into the concrete floor are acceptable as long as they have the ability to be removed.
2.1.2. Walls must be stable enough to withstand a 250lb individual from bumping/falling into it.
2.1.3. Plywood is acceptable as the foundation of the wall, but it must be covered with a more resilient material to prevent/delay wear and tear from dye marking cartridge impact. Examples of acceptable materials include but are not limited to a strong polymer wall, PVC wall panels, High Density Polyethylene sheets or solid plastic lumber.
2.1.4. The exterior walls of the shoot house may be static, but the interior walls must be moveable.
2.2. Hallway width
2.2.1. All hallways must be between 3.5’-5’ feet wide
2.2.2. There must be “T,” “X,” and “L” shape hallway in the building
2.3. Hallway/Wall height
2.3.1. Hallway’s and walls must be between 7.5’ and 8.5’ tall
2.4. Outside of shoot house corridors
2.4.1. Because the shoot house will be within another building, there must be at least 5 feet corridors between the exterior walls of the building and the shoot house to maneuver around.

2.5. Doors
2.5.1. There are 15 required doors based on current floor plan design.
2.5.2. All doors must be able to be secured in the closed position.
2.5.3. Doors will be a standard 3 feet wide
2.5.4. 5 doors will be placed in the corner of the rooms.
2.5.2.1. Of these 5 doors, 4 doors need to open into the room and 1 door will open out.
2.5.5. 8 doors will lead into the middle of the rooms.
2.5.5.1. Of these 8 doors, 3 doors will open into the room, and 5 doors will open out.
2.5.6. 2 doors will be in the center of the room to create a double door.
2.5.6.1 Both doors will open into the room.
2.5.7. Modified alternative floor plan must be approved by a SFS Project
Representative before contract award.
2.5.8. No alterations to real-property, such as digging, drilling, and modifications to the warehouse structure or concrete pad will be authorized.
3. Warranty:
3.1. The Contractor shall provide a warranty for products and workmanship at no less than commercial standards specification.
3.2. The Contractor shall provide a statement of terms and conditions of the warranty provided at the time of final acceptance.
4. Option:
4.1 A rubberized impact resistant material to be placed on the floor of the facility
(approximately 1800 sq. ft.). A range of 1/2 inch to 2 inches of rubber impact resistant material is acceptable.
5. Place of Performance/Hours of Operation
5.1. Place of performance will be Bldg. 80, Whiteman AFB, MO.
6. Period of Performance:
6.1. Work to be performed within a period of performance of no greater than 120 calendar days from date of contract award. Contractor may work Monday through Friday 7:30 AM -
4:30 PM, excluding all Federal Holidays and Weekends.
6.2. Performance of equipment installation, delivery, and set up must be able to be completed while working around law enforcement personnel conducting daily operations and must not unnecessarily impede daily law enforcement officers/operations without prior coordination with the Security Forces point of contact/leadership.
7. Privacy Act:
7.1. Work on this project may require that personnel have access to Privacy Information.
Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
8. Security:
8.1. Project is “Unclassified.” due to Bldg. 80 being a preexisting warehouse repurposed for this project; the following information is required for all individuals that will enter
Whiteman AFB: First & Last Name, Middle Initial, Company Name, Date of Birth, Driver’s License Number and State of Issue. A sample Entry Authorization Letter (EAL), will be given to the awardee to be filled in.
9. Key Personnel:
9.1. The Contractor shall identify key personnel in the technical proposal regardless of the type of task. NOTE: Key personnel may not be removed from the task without express approval of the Contracting Officer.
10. Quality Control. Replacement parts will be quality checked by Security Forces subject matter expert/Project Representative.
10.1. The contractor shall provide a description of their Quality Control plan to the
Contracting Office.
11. Records/Data. All technical data regarding the system to include list of materials, installation and maintenance records/manuals, test data, and drawings will be turned over to the
Government upon completion.
12. Government Furnished Items. The government will provide access to all required locations for installation.
