Foreign National Access to Whiteman Air Force Base

(a) Definitions. As used in this clause-

“Foreign National” means any person who is not a U.S. citizen, other than a member of the U.S. Armed

Forces (including military retirees and reserve component personnel), a U.S. military dependent registered in the Defense Enrollment Eligibility Reporting System (DEERS), or a U.S. Government employee.

“Sponsor” means a member of the U.S. Armed Forces (including military retirees and reserve component personnel), a U.S. military dependent, U.S. Government employee, or otherwise eligible to sponsor personnel onto Whiteman AFB.

(b) All Foreign National contractor employees performing under a contract that require access to Whiteman AFB shall be vetted and approved in accordance with the Integrated Base Defense Plan. This policy applies to all contract employees to include third party delivery drivers. Access will not be granted to any Foreign National prior to the review and approval of that individual.

(c) The Contractor shall notify the Contracting Officer, in writing, of all Foreign Nationals no later than 20 calendar days prior to the first day those individuals will require access. A Sponsor will be assigned to the Foreign National

Personnel to start the review and approval process. The Contractor shall provide the following for each Foreign

National to the assigned Sponsor(s):

(1) Individual’s Name

Country of Citizenship

Country of Residence

Holds Passports From (list all countries)

Government ID #1

Government ID #2

Date(s) of Requested Access

Reason for Access (work performed under contract____)

(2) Two photocopies of each Foreign National’s Government identification, from the list above, such as a visa, passport, driver’s license, etc.

(d) The Sponsor will submit a Request for Foreign National Access to Whiteman Air Force Base application at least

14 calendar days prior to the first day of required installation access. The Contractor is responsible to provide the

Sponsor with all information required in the application in a timely manner. The Government will not be held responsible for failure to meet the 14 calendar day suspense in the event that the Contractor fails to provide the photocopied identification and all required information in a diligent and timely manner.

(e) The application will be sent for processing and review by the Air Force Office of Special Investigations

(AFOSI).

(f) The application will be forwarded, with the AFOSI rating, to the WAFB Installation Commander (509 BW/CC).

The 509 BW/CC will make a final determination based on the application and AFOSI rating whether to grant the

Foreign National access. All determinations are considered final.

(g) In the event that an application is disapproved by the 509 BW/CC, the Contractor shall be responsible to schedule accordingly as to continue performance within the terms of the contract. Disapproval of a Request for

Foreign National Access to Whiteman Air Force Base application will not qualify as a Government delay.

(h) Request for Foreign National Access to Whiteman Air Force Base applications that have been approved can be processed for base access for the date(s) approved. The Foreign National(s) is required to present the same two forms of Government issued identification that were routed with the original application. The Sponsor will sign for the Foreign National(s) upon which they will receive a Defense Biometric Identification System visitor pass for the duration specified on the approved application.

(i) All questions regarding this policy, or to inquire as to the status of an application, can be directed to the Non-

Commissioned Officer in Charge (NCOIC) of the Visitor’s Center at 660-687-6169.

(j) The Contractor shall insert the substance of this clause, including this paragraph (j), into resulting subcontracts.
