STATEMENT OF WORK
29 Mar 2016
FY16 Repair Eight (8) Nitrogen Generators
Whiteman Air Force Base, MO 65305
Purpose: This requirement is to purchase, program and install new computer control logic centers and oxygen analyzer controllers in eight (8) existing nitrogen generators at Whiteman AFB, MO. The current nitrogen generators are mechanically functional. The outdated non-functioning control logic centers have lost programming and cannot be retrieved or replaced according to trouble shooting. Trouble shooting of these systems show the requirement to replace the above parts. The manufacturer and installer of the current systems is Pneumatech Inc., Kenosha, WI. Attachments also show the logic centers and oxygen analyzers that need to be procured and replaced. The entire system is made up of three distinct parts as follows; 1 EA
Pneumatech cabinet series membrane nitrogen generator Model # PMNG-1500CS, 1 EA Rix Industries nitrogen compressor Model # 4VX3B-5.5 – S/N 10529-10533, and 1 EA Sullair air compressor dryer/filter
P/N 02250139-197. All systems programmed together provide the required results of 99.5% nitrogen air.
The awarded Contractor shall follow this Statement of Work to produce, deliver and install eight (8) replacement programmed PLC’s and eight (8) oxygen analyzer controllers.
1. Contractor shall replace existing obsolete PLC’s and interface devices with up-to-date- PLC/HMI combinations to make the nitrogen compressors units operable. Replacement shall also provide user-friendly device with graphics in the HMI showing the status of operating units, conditions of units, and alarm points. Contractor shall create graphics and program the HMI to show process conditions, startup status and all alarms.
2. Contractor shall purchase and develop software for the new PLC models and any required cables and connections. PLC’s shall be a 7” high compatible high resolution color HMI’s and fit inside of existing cabinets.
3. Contractor shall visit site to download the existing program to be replaced and record critical dimensions of the exiting panel in preparation for installation if required.
4. Contractor shall create new programs for the PLC’s so as to function in an operable manner so units shall produce 99.5% pure nitrogen air (0.5 residual oxygen) at 4,000 psig and at rates of 18 scfm + or
– 2.
5. Contractor shall make all modifications to the exiting panels for the proper fitting of the new components if required.
6. Contractor shall bench test, at their facility, all PLC’s/O2 Analyzers before installation at Whiteman
AFB.
7. Contractor shall prepare and submit new Operating and Programing instructions. Contractor shall provide all drawings aligned with the new controls.
8. Contractor shall remove, purchase and install eight (8) new oxygen analyzers with zirconium oxide sensors. O2 Analyzers shall come with a five (5) year warranty after calibration occurs. Installation shall include any panel modifications required to include flow meters and pressure regulators.
9. Contractor shall replace all pressure regulators eight (8) EA at each nitrogen generator location.
10. Contractor shall, with the assistance of CE HVAC Technicians, start, run, and adjust system to ensure PLC’s and Oxygen Analyzers are properly operating, and nitrogen generators are functioning as designed to produce 99.5% pure nitrogen. Contractor shall recommission each system after installation of PLC’s and Oxygen Analyzers Controllers.
11. Contractor shall provide four (4) hours of system training to include startup, programming, and system checks to HVAC Technicians.
12. Contractor shall be performing this project in a restricted area and will be under escort at all times.
