JUSTIFICATION FOR LIMITED COMPETITION
SOLE SOURCE
($301,557.96)
1. Requiring Activity: 22d Security Forces Squadron, Robert Sanderson (316)759-3954
2. Contracting Agency: 22d Contracting Squadron, McConnell AFB, KS
3. Purchase Request #: F2Z3355202AW01
4. Description of Requirement: Advantor Infraguard Panel Upgrade ($129,791.09) and Advantor ASN version 6.0 Upgrade ($171,766.87). Total ($301,557.96)
5. Authority permitting other than full and open competition (Check as applicable):
GSA Federal Supply Schedules or Blanket Purchase Agreements:
__X___ FAR 8.405-6(a) (circle as applicable):
(A) An urgent and compelling need exists, and following the procedures would result in unacceptable delays;
(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or
(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
______ FAR 8.405-6(b):
Item(s) is peculiar to one manufacturer (brand name, product, or feature of a product, is peculiar to one manufacturer, whether available on one or more schedules).
Open Market:
______ FAR 13.106 -1(b):
Only one source available (e.g., urgency, exclusive licensing agreement, brand name product, etc).
6. Justification for action: The Advantor Alarm System is the only Intrusion Detection System (IDS) installed on the installation and all associated equipment and management software are proprietary. Pursuant to FAR 6.302-1(b)(i), quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements quote mark. To replace current infrastructure would create a significant duplication of cost. Advantor was contracted well over 16 years ago to install the McConnell AFB IDS and to replace with it with an alternative IDS is not feasible. Failure to maintain the current equipment will significantly impact integrated defense for mission critical assets, degrade system integrity and reliability. Owners/users will have to physically man/protect their facilities and resources which could cause mission degradation. In order to maintain the system the 22 ARW must ensure they provide an alarm system capable of monitoring the IDS with 875+ alarm points. The existing IDS management software operates on a Windows XP based platform which no longer has availabile support. The system meets USAF instructions and will be installed in compliance with USAF certification procedures outlined in AFI 31-101, Integrated Defense.
7. Market Research/ Other Facts: There are three USAF approved systems for Protection Level assets; Advantor, Vindicator and Diebold Corporations. All are proprietary products which possesses specific encryption capabilities that are not interoperable with other systems.
As mentioned above to replace our current Advantor system with a competitive product would cause significant duplication of costs. GS-13 Jack Riling, AMC/A7S was contacted and estimated $1.5M cost to completely switch providers. A check of FBO.GOV website found twenty one (21) instances of Advantor Sole Source contracts within the last 365 days.
8. Suggested source(s): Advantor Sys, Grant Herring, (407) 926-6965, herring@advantor.com
9. Steps to improve competition: Procure an IDS that does not have proprietary equipment, but as it stands now there are no approved systems that fit this requirement.
I hereby certify this justification is accurate/complete to the best of my knowledge and belief.
