Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 22 CONS/LGCA Purchase Request/ Identification Number:

F2Z3135209AW01

Project/Program Name: Advantor IDS Expansion Estimated Contract Cost (including Options):

$6,993.14

Section B: Description of the Supplies/Services Required

This requirement is for an Advantor security system to be installed in Building 739, Rooms 102 and 104.

Section C: Justification for Soliciting from a Single Source

The system is required for security purposes to safeguard 22d Communications Squadron's telephone switching and network systems that service all base personnel. The Advantor system is the system currently in use by 22 SFS/ BDOC to monitor all security systems on base. The only certified trainer who can provide this specific training for monitoring and troubleshooting the system is Advantor Systems Corporation. Certified administrators and operators are key to keeping the system running which ensures the alarmed facilities are adequately protected. The current system is proprietary and Advantor is the only company that is authorized to work on the existing equipment. This makes it the only known source that can satisfy the government's requirement. Lastly, Rooms 102 and 104 are controlled areas and are restricted to a limited number of personnel.

Section D: Efforts to Obtain Competition

During our market research, we contacted 22 SFS to ensure compatibility with the existing system. Advantor was the only vendor that could satisfy the requirement.

Section E: Steps to Preclude Future Single Source Awards

Continued market research will be done to seek alternative sources. No future purchases will be sought without additional market research.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
