STATEMENT OF WORK FOR

SANITARY SEWER CLEANING AND

VIDEO RECORDING ON FAIRCHILD AFB

1. Description of Services: The Contractor shall furnish all labor, supervision, tools, equipment, transportation, material and incidentals necessary to service Fairchild AFB, sanitary sewer flushing and video recording listed in Appendix A in order to meet the requirements of this Statement of Work (SOW). Quantities in Appendix A are estimates and may differ from actual site conditions.

1.1. System Maintenance

1.1.0. Cleaning:

a. DEFINITION: The Contractor shall thoroughly clean and flush the line. The term “clean” shall be defined as the removal of sufficient material to render the sewer line to 95 percent of its original capacity, and to allow the passage of the necessary videotaping inspection equipment. Particular emphasis is made to the accumulation of grease so that cracks and breaks can be observed during television inspection.

b. PROTECTION OF EXISTING SERVICES: The Contractor shall conduct his/her work in such a manner as to prevent wastewater from backing up or being forced into buildings which are connected to the Fairchild AFB sanitary sewer main. Cleaning with a sewer cleaning ball and low water pressure will not be acceptable.

c. HIGH-PRESSURE WATER CLEANING: All high-velocity sewer cleaning equipment shall be truck-mounted for ease of operation. The equipment shall have a minimum of 500 feet of high-pressure hose. The pump shall have a minimum capacity of 60 gallons per minute and a working pressure of 1,000 pounds per square inch. The nozzles shall be capable of producing a scouring action from 15 to 45 degrees in the pipes to be cleaned. The equipment shall also include a high-velocity gun for washing and scouring manhole walls and floor.

d. CLEANING PROCEDURE: Cleaning shall proceed from the downstream manhole to the upstream manhole. The nozzle shall then be pulled back to the downstream manhole, forcing the debris ahead of it. In the case where the manhole reach is longer than the hose, the upstream half shall be cleaned first. If necessary, the operation shall be repeated until the pipe is clean. A screen shall be placed in the downstream manhole to prevent debris which has been removed from the pipe from entering the sewer downstream from the cleaning operation.

The Contractor shall dispose of all debris collected on the screen off-site and off of Fairchild AFB property. There is no storage area on base to temporarily store the debris generated by the Contractor’s operations. The Contractor shall

FA462019QA201

conform to all Federal, state, and local environmental regulations when disposing of the debris/waste.

1.1.0.1 VIDEO INSPECTION:

a. Videos used in recording all sewer line inspections shall be made in color on computer CD or DVD format disks. The replay of the recorded video information shall be free of electrical interference and provide a clear, stable image with horizontal resolution of at least 400 lines and a gray scale rendition of at least eight shades of gray.

b. To ascertain that the equipment to be used in this survey meets the minimum requirements, a video image of a suitable color test pattern will be required prior to initiation of work, and at intervals during the project as requested by the government POC. The audio portion of the composite signal shall be sufficiently free from electrical interference and background noise to provide complete intelligibility of the oral report. Audio reports shall be recorded by the operating technician on the videos as they are being produced; in no case will dubbing of the audio portion be allowed after the survey. The video equipment shall have the capability to instantly review both video and audio quality of the video productions at all times during the television survey.

c. The television inspection shall be performed in one manhole section at a time, only after the section of sewer has been thoroughly cleaned so that a clear, definitive picture of the interior of the pipe can be obtained. The television camera used for the inspection shall be one specifically designed and constructed for such inspections. The inspection shall be performed by pulling the television camera through the line along the axis of the pipe. The inspection may be made in either a forward or backward direction, according to the line condition at the time the inspection is made.

d. The operating technician shall have control of the movement of the television camera at all times. The travel speed of the camera shall be uniform and shall not exceed 30 feet per minute. At the operating technician’s discretion the camera shall be stopped and/or backed up to view and analyze conditions that appear unusual or uncommon to a good, sound sewer. The operating technician shall at all times be able to move the camera through the line in either direction without loss of quality in the video presentation on the monitor. The picture at all times shall be free of electrical interference and provide a clear, stable image of the resolutions specified.

e. Continuously displayed on the monitors as part of the video presentation shall be the date of the survey, number designation of the manhole section being surveyed, and a continuous forward and reverse read-out of the camera distance from the manhole of reference. Audio reports shall include the location of the sewer, manhole depth, sewer size, pipe size, pipe material type, the numbers of the

FA462019QA201

manholes involved, a manhole-to-manhole direction of travel, a description of the conditions in the sewer line as they are encountered, and a statement of the amount and type of debris cleaned out of the pipe section during the cleaning phase of the contract. Infiltration and/or exfiltration shall be inspected, the cause(s) determined, and the flow rate estimated; the video image shall pause at these sites to allow determinations to be made. The purpose of the video recording shall be to supply a permanent visual and audio record of the manhole section surveyed. The video CD and/or DVD disks shall become the property of the Government upon completion of the project.

f. A digital camera (with proper lens and mountings to frame the monitor) shall be utilized for making still photos. Photos may be taken at the discretion of the operating technician to record conditions of interest during the survey. In no case shall less than two acceptable photographs be taken per manhole section.

g. During the television inspection operation, a written inspection report shall be prepared by the Contractor which shall clearly show the exact location (in relation to the centerline of the manhole of reference) of each point of infiltration or exfiltration and the amount of flow; each sewer service line (live and stubbed);

roots; storm sewer connections; collapsed sections of pipe; joints sealed; a presence of scale, corrosion, or grease; and other discernible features. The Contractor shall also make written recommendations in the report on what additional work needs to be accomplished, and what the estimated cost of that work would be. The information shall be consolidated in a typewritten report, and shall be presented to the Government within 30 calendar days of the completion of the inspection. The Contractor shall make hand-corrections to the Sanitary Sewage System maps provided to him/her by annotating correct manhole locations, pipe sizes/composition, etc. The Contractor shall return the corrected maps to the Government. Send the report and maps to 92 CES/CEOES, 100 W.

Ent St., Suite 310, Fairchild AFB, WA 99011 within 30 calendar days of the completion of the contract.

1.1.7. Documentation. After each inspection, the Contractor shall provide a signed report of the services performed to the Government Representative. The report shall contain the manhole numbers and sections of pipe completed, locations, date of service, maintenance actions accomplished, issues or concerns and the person who completed the task. The Contractor shall also provide the COR with all records concerning the status of the system in accordance with applicable regulations and criteria outlined in section
