AMENDMENT 0002

Elevator Maintenance Questions – Received 4 June 2015

1. In the Quality Assurance Surveillance Plan document, there is a matrix for customer complaints. Please define what a customer complaint is.

Answer: A customer complaint is an input from a customer, and that can be either an elevator user or the

Contracting Officer's Representative (COR), that alleges a violation of the performance objectives in the Service

Summary. Each potential customer complaint is evaluated by the COR, and if need be by the Contract Specialist

(CS) and Contracting Officer (CO) for the contract. The CO makes the final determination.

Example 1: If the successful offeror did not clean up the work site and equipment spaces after performing maintenance (para 1.3.4. of the PWS) that would be a valid customer complaint.

2. What is the consequence if the performance threshold is not met?

Answer: In the very worst case it could lead to termination or not exercising the contract option. This would only be the case if there was a long history of the contractor not meeting requirements. In most cases it simply affects the respective company's past performance.

3. The Performance Work Statement (PWS) says, in regards to obsolescence, that “Any part, component or assembly unavailable from the manufacturer due to obsolescence or age of the equipment, remains the contractor’s responsibility to obtain an engineered equivalent product from a commercial source”. Other government contracts have similar language, but allow the Contractor to submit a request for the government to pay the difference between the new part and the obsolete part. Would you take exception/clarification to this statement?

Answer: The paragraph mentioning obsolescence is para 1.2.5. and refers to items that are normally excluded from routine service and inspections. Those items, including the total cost of parts and labor are not included under the normal service CLIN but are included under the "Excluded Services) CLIN. The government is responsible for reimbursing the contractor the total cost of the part, not just the difference between the new part and the obsolete part.

4. Section 1.3.5 of the PWS states that all required tests and inspections must be performed by a Qualified Elevator

Inspector. This severely limits who can perform testing on the elevator. All of our mechanics are licensed to test elevators but do not hold a QEI. Can this section be amended?

Answer: We have received permission to rephrase para 1.3.5 as follows: "1.3.5. The Contractor shall perform all required inspections and tests in accordance with ASME A17.1, Appendix N. All inspections and tests shall be performed by properly trained, qualified, and licensed inspectors. Elevator repairer technicians that are separately licensed to test elevators may perform routine inspections; however, five year tests shall be performed by a

Qualified Elevator Inspector (QEI). The first annual test shall include the five-(5)-year test for all traction and roped hydraulic elevators regardless of due date. The three- (3) - year test shall be scheduled in conjunction with the annual test two years later from the first annual test."

5. Section 1.4 in the PWS states that “Routine emergency service calls shall be included in the full maintenance service CLIN on the pricing schedule”. Does this include routine and emergency service calls during hours that fall outside of your “Hours of Operation” listed in section 4.3?

Answer: Yes, regardless of the time the service call occurs, the costs the offeror expects to incur must be included in the full service CLIN.
