PERFORMANCE-BASED

WORK STATEMENT (PWS)

FOR

VERTICAL TRANSPORTATION EQUIPMENT

MAINTENANCE, REPAIR, & INSPECTION

SERVICES

FAIRCHILD AFB WA

1. DESCRIPTION OF SERVICES. The Contractor shall provide all management, tools, supplies, equipment, parts and labor necessary to maintain, repair, and inspect the Vertical Transportation Equipment (VTE) at Fairchild AFB WA in a manner that will ensure continuous and safe operation These services shall be performed in accordance with all Federal, State, local laws and regulations and the Performance-based Work Statement (PWS). See Appendix A for workload data and VTE locations.

1.1. SCOPE OF WORK. The Contractor shall provide total service responsibility for the equipment identified in Appendix A. Except for those services covered in paragraph 1.1.2, the contractor shall provide a monthly fixed price that includes all inspections, maintenance, repairs, replacements, and routine and emergency service calls. The Contractor assumes all service related responsibility, determines required maintenance visits, and types of service required to keep the VTE operating safely and within the performance objectives identified in the Services Summary in Section 2. section 2. All maintenance, repair and replacement of damaged, broken, or worn parts shall be performed in a manner that ensures that the equipment can be operated safely. Maintenance, repair and replacement are actions taken to restore equipment to a state in which it may safely perform required operations, as installed and in accordance with the manufacturer’s recommendations. See ASME A17.2 for requirements. Work conducted on VTE will be in accordance with the American Society of Mechanical Engineers (ASME) A17.2-2007 (or applicable code for year VTE put in service), Occupational Safety and Health Administration (OSHA) Standards and the recommendations of the original equipment manufacturer (OEM).

1.2. EXCLUDED SERVICES. The following services are excluded/not included in the full maintenance service price on the pricing schedule.

1.2.1. Equipment alterations are not covered in the full maintenance service. Alterations or modernization shall be negotiated and billed under the appropriate Contract Line Item Number (CLIN) on the pricing schedule. Typical alterations are those updates or upgrades on the equipment that results in an improvement to the safe operation of the equipment. When alterations are made to VTE, all affected safety requirements and applicable standards and codes shall be complied with (see ASME A17.1).

1.2.2. Repairs associated with acts by parties other than the Contractor of vandalism, abuse, negligence, acts of God (including damage resulting from rescue operations, emergency power generator power spikes, and low power quality) are not included in the contract.

1.2.3. Additional items excluded in the full maintenance coverage are cosmetic, construction, and, ancillary components of the VTE system including the finishing, repairing or replacement of the cab enclosure, ceiling frames, hoistway door panels, door frames, sills, car flooring, floor covering, main line power switches, main power breaker(s), hydraulic elevator jack outer housing, buried piping, smoke and fire sensors, fire service reports, main communication feeders to controller, security systems, and batteries for emergency lighting that are not solely dedicated to the VTE, air conditioners, and heaters.

1.2.4. Routine cleaning and refinishing of the interior of cars and the exterior of the hoistway doors and frames are not included in the maintenance total service price.

1.2.5. In the event that the Contractor encounters an item of work included in paragraph 1.2.1 through 1.2.4, the Contractor shall report the situation to the Contracting Officer’s Representative (COR) in writing. The report shall include the work location, a detailed scope of required work, justification for Contractor determination that the work was not included in the in the total service CLIN, and an itemized cost estimate (including time to repair, all required parts and a breakdown of labor hours). NOTE: Any part, component or assembly unavailable from the manufacturer due to obsolescence or age of the equipment, remains the Contractor’s responsibility to obtain an engineered equivalent product from a commercial source.

1.3. MAINTENANCE AND INSPECTION SERVICES.

1.3.1. Inventory. The Contractor with the Contracting Officer, COR, or assigned government representative shall determine the working order and condition of all VTE listed in Appendix A, within thirty (30) calendar days of contract award. The Government will either replace or repair items not in working order or serviceable condition, or the CO will direct the Contractor to provide a proposal for replacing missing items and making required repairs. The Contractor will be reimbursed for these services under a separate CLIN on the pricing schedule. The CO will determine if a unit requires a level of repair potentially constituting alteration as described by paragraph 1.2.1. The inventory shall be approved by both the Contractor and the CO/COR certifying the condition of the equipment. All repair work shall be in accordance with standard commercial practices using only new parts of equal quality specified by the VTE manufacturer.

Parts substitution is only permitted when determined by the manufacturer to be an equivalent.

1.3.2 The Contractor shall develop and submit in writing, to the Government a Maintenance Control Program (MCP) identifying each VTE within thirty (30) calendar days after contract award and as changes occur. The MCP, shall at a minimum, include required inspections, timelines/estimated dates of inspections and specify appropriate intervals for specific maintenance items and maintenance to be performed. The Contractor shall perform inspections and maintenance of all VTE in accordance with the MCP and all required commercial code requirements.

1.3.3. Maintenance shall be performed in accordance with commercial practices and manufacturer’s specifications (when available) and the MCPto ensure safe, reliable and continuous operating condition of the equipment.

1.3.4. Daily cleanup of job sites and cleaning of equipment spaces in conjunction with maintenance, inspections, tests, and repairs are required.

1.3.5. The Contractor shall perform all required inspections and tests in accordance with ASME A17.1, Appendix N. All work shall be performed by a Qualified Elevator Inspector (QEI). The first annual test shall include the five-(5)-year test for all traction and roped hydraulic elevators regardless of due date. The three- (3) - year test shall be scheduled in conjunction with the annual test two years later from the first annual test.

1.3.6. The Government may perform inspections of the VTE for purposes of capital asset management and quality assurance. If discrepancies are discovered during these inspections, the Contractor will be notified in writing of any determination and may be responsible for the corrective actions.

1.3.7. The Contractor shall prepare and submit a written maintenance report within two (2) business days after work completion. The report shall identify each VTE, the location, maintenance work performed, if repairs were needed, description of repairs (if any), date of inspection, name of inspector, and overall condition of the VTE.

1.3.8. The Contractor shall maintain a copy of all current VTE inspection documentation, indicating the location, date inspected, and date of the next required inspection. The index and copies of VTE certificates shall be delivered to the CO/COR no later than one (1) business day after government request.

1.4. REPAIR SERVICE CALLS. Routine and emergency service calls shall be included in the full maintenance service CLIN on the pricing schedule. The Contractor shall prepare and submit to the CO/COR a written report within two business days after the repair. The report shall include the date and time of the service call, the location of the VTE, the repairs performed, and the name of the technician performing the repairs. Replacement of components/parts shall be performed with an identical item, manufactured under the original labeling service (certifying agency). Substitution of an “or equal” is only permitted if approved and documented by the COR. Replacement parts shall comply with all the same requirements as the original parts. The Unified Facilities Guide Specifications (UFGS) and the UFC shall be used to benchmark acceptable replacement components. , , , .

1.4.1. Routine Service Calls. Routine service calls are defined as those service calls where the work or adjustments do not make the VTE inoperative, unsafe, or create a mission failure.

1.4.1.1. In the event that a VTE fails or malfunctions, the contractor shall be notified by the

COR.

1.4.1.2. The Contractor shall respond and begin work on routine service calls within three (3) business days upon notification during regularly scheduled work days/hours.

1.4.1.3. The Contractor shall survey the repair, and if not covered in the full maintenance CLIN, provide the CO/COR a written estimate of how long the repair will take, and itemized repair costs. Upon approval of the provided estimate, the Contractor shall commence repair work only after notification from the CO/COR.

1.4.2. Emergency Service Calls. Emergency service calls are defined as calls made for services when a VTE system fails and constitutes a danger to personnel; threatens to damage property; or threatens to disrupt activity, operations, and/or training missions.

1.4.2.1. The Contractor shall respond to emergency service calls verbally, within one hour after notification. Depending upon the severity of the situation, the contractor shall begin work on emergency service calls within (1) business day after notification.

1.4.2.3. The Contractor shall report to the work location, survey the repair, and if not covered in the full maintenance CLIN, provide the CO/COR a written cost estimate to include how long the repair will take and itemized replacement costs. Upon approval of the provided estimate, the Contractor shall immediately commence repair work.

2. SERVICES SUMMARY. The Services Summary provides a synopsis of the key performance objectives that relate directly to standards of performance required to meet mission needs for Fairchild’s VTE. Assigned performance thresholds provide a baseline for the COR to determine whether the contractor has performed satisfactorily. These performance objectives and thresholds are key to the customer being able to achieve mission success. It is imperative that the contractor perform VTE Services satisfactorily in order to achieve that success.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide base access, electricity, and escorts for the contractor when access is required in controlled or restricted areas.

4. GENERAL INFORMATION.

4.1 QUALITY CONTROL. The Contractor shall utilize their own internal Quality Control processes to ensure the government receives quality services. If the COR annotates recurring unsatisfactory performance, they may request the Contractor’s QC plan to ensure that it is sufficient for the required services.

4.2 QUALITY ASSURANCE. The Government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan..

4.3 HOURS OF OPERATION. Normal hours of operation are 0730-1630 Monday through Friday, excluding federal holidays and any other designated down days. The following Federal holidays are observed:

4.4 SPECIAL QUALIFICATIONS. The Contractor shall be licensed by the State of Washington to provide the services identified in this PWS. All work shall be performed by personnel who are trained and qualified for the systems and equipment identified in Appendix A.

Certifications/Licenses shall be made available upon request of the government.

4.5 SCHEDULE COORDINATION. The Contractor shall coordinate all phases of work with the facility managers located appropriate base personnel through the /COR. The facilities shall remain in operation while the Contractor is working, and it is up to the Contractor to safely coordinate around the normal activities of the personnel in these facilities.

4.6 ENVIRONMENTAL CONTROL. The Contractor shall comply, and assure any and all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters. Where applicable, the Contractor shall use environmentally safe products in the course of completion of their project. The Contractor shall maintain, on site, Material Safety Data Sheets (MSDS) for all chemicals used. A copy of all MSDS will be provided to the CO/COR. The MSDS data is subject to random checks by the

Attachment 1 government. Contractor shall maintain, and provide on demand, an inventory of materials being brought on the Government facility. The Contractor shall complete, and provide on demand, monthly inventories of HAZMAT used, including but not limited to: solvents, paints, degreasers, greases, Ozone Depleting Substances, and oils brought on to the Government facility. If the Contractor spills or releases any HAZMAT or other substance contained in 40 CFR 302 into the environment, the Contractor shall immediately notify the CO/COR and appropriate emergency responders. The Contractor is responsible for all costs associated with clean-up and restoration, including any applicable fines and/or penalties. The Contractor shall maintain a spill plan as required by federal, state, and local laws and regulations.

4.6.1 In the event the Contractor comes upon hazardous materials (asbestos/lead based paint), the Contractor shall immediately stop work and contact the COR for further instructions.

4.7 CONTINUATION OF MISSION ESSENTIAL FUNCTIONS. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that only Emergency Service Calls as identified in this PWS are determined mission essential during a crisis.
