Any solicitation and SOW references listed in the answers below are used as a reference points only. The offeror must refer to the actual solicitation and SOW for updated requirements.
1. Question: There will be some wall modifications (chase wall) at MAFs sites for new ATS install, also possible drywall demolition/modifications at MAF sites for new transfer switch install – is there any known environmental hazards (lead paint, Asbestos containing materials) that need to be mitigated for completion of this work?
Answer: Neither are anticipated due to mod work done in 2000.
2. Question: Are there any existing environmental reports for MAFs and LFs in scope to show any known areas of lead paint and/or asbestos that contractor may encounter during construction.
Answer: No.
3. Question: Contractor is to reuse conduits/underground conduits and conductors as defined in scope. We assume that these conduits and any other reuse equipment/materials are reusable and our proposal will be based on same?
Answer: Yes, proposals are to be based off of reusable conduits/underground conduits and conductors.
4. Question: Is there an O&M manual (specifications- make/model, etc.) available for the topside and backup generators? The contractor will need to verify proposed new transfer switch is compatible with existing generator.
Answer: Specifications for the generators can be provided.
5. Question: Will contractor be able to schedule work at several LF sites at same time and will the government be able to support several work areas/sites with escorts if the contractor requests?
Answer: No, only one site can be worked on at once.
6. Question: It may be necessary to schedule complete power shut down to install new automatic transfer switch. Will the government allow for shut down and for how long for MAFs and LFs? If not, will the contractor be responsible for any temp power requirements?
Answer: Temporary power will need to be provided while switch is being worked on. A 15 minute MAXIMUM downtime will be allowed.
7. Question: We were not allowed to take photos while at site visit, can the government provide photos of work area/panels/equipment to be replaced and any other pertinent information?
Answer: Photos of typical sites can be provided. There aren’t photos of every site however.
8. Question: What permits other than hot work/dig permit will be required to complete this work?
Answer: None.
9. Question: There will be times that the contractor will need to work on the exterior and interior of the MAF sites at same time (install new service/pulling new cables will requires personnel at both ends of circuit). Will the government be able to provide security/escorts to allow this work to be completed as described?
Answer: Yes.
10. Question: When does the government anticipate an award on this solicitation (how long after proposals due)?
Answer: Once the evaluation is completed per the solicitation.
11. Question: Will a winter exclusion apply to execution of site work if period of performance (POP) is over winter months (Dec-Mar)?
Answer: Not applicable.
12. Question: If there are any modifications to add new ATS, what are the measurements of the current transfer switch?
Answer: Bid Drawings ES-701, Note 1: “Existing 400A, 3PH, 3 Pole MTS to be replaced with internal bypass capability, (Cummins BTPC or equal) to be recessed back into chase wall.”
13. Question: Not knowing the current structure of the facilities. What are the procedures if the conduits collapse?
Answer: Each individual situation will be dealt with when/if it occurs.

Answer: A&E Design calls for 350 conductors, any deviation should be in coordination with the Utility Company.
17. Question: Page E102 and E103: The service conductors overhead from service pole to Launch Control disconnect doesn't specify size and conductor type AL/CU.
Answer: Match existing, coordinate with Utility (e.g. John Ott, Highwest Energy, (307)245-3261 or 4309).
18. Question: Page E102: Service pole to Garage Service pole can this conductor be reduced to 1/0 Quad type not specified AL/CU. Normal practice for overhead is Aluminum conductors.
Answer: Match existing, coordinate with Utility (e.g. John Ott, Highwest Energy, (307)245-3261 or 4309).
19. Question: Page E102: Key notes number 6 does not specify to replace with new disconnect is be reinstalled on pedestal please clarify.
Answer: Disconnects to be replaced as per Spec Section 01 11 00 1.1.1 on pole (not pedestal).
