Request For Information #1
1. Paragraph 21.1 of the scope of work states that the deep anode beds shall be abandoned according to procedures specified in Chapter XI, Part G, Section 70 of Wyoming Water Quality Rules and Regulations. Chapter 11 of the current rules and regulations does not appear to have section 70. Please clarify the current rules and regulations that are to be followed for abandonment of anode beds.
i. Old specification stated. Para 21.1 removed. Reference Para. 18 of revised SOW dated 19 Jan 2017. All current State regulations apply.
2. Page 9 of the scope of work shows the anode leads to the existing shunt box however the distance from the new anode beds to the existing shunt box is not shown. Please provide the distance from new anode bed to existing shunt box that should be assumed at each location for bidding purposes.
i. Locations and materials required for each site will be referenced on each Task Order (TO).
3. Paragraph 4 of the scope of work states to “install new jumper wires as required at #4 AWG to provide electrical continuity for metallic natural gas line with a plastic valve at the sites listed in section below.” New jumpers are not referenced anywhere else in the RFQ. Are the reference jumpers relevant to the project? If so please provide the number of jumpers that are required.
i. Requirement for jumper wires removed.
4. Paragraph 15.6 of the Scope of work calls for the anodes to be Anotec 2660 or equivalent.
Also called out in this section is the weight, dimensions and nominal current specs. We believe the weight is incorrect and should have been 36 lbs. Please clarify.
i. Anotec 2660 weight is 50#
5. Paragraph 18 notes that the existing anode beds are required to be abandoned. Is it ok to assume there is a 1 to 1 ratio of anode beds to be installed to anode beds to be abandoned or will a total number of abandoned beds be provided to ensure accurate quoting?
i. Abandonment count is listed as CLIN0016 of Bid Schedule.
6. Paragraph 18 of the SOW states that the casing shall be cut 2 feet below ground level, capped and backfilled. Please clarify the material of the existing casings.
i. Material of abandoned well casing is the same as the casing material of new case as shown on Bid Schedule.
7. Please confirm that it is acceptable to drill with either air/foam or water. There may be certain instances it would be beneficial and cost effective and have the option to choose between the two.
i. Your licensed drilling engineer can determine appropriate method.
8. Paragraph 16.5 of the SOW states to install casings in accordance with the State Department of Environmental Quality (DEQ) requirements. However, regulations stated were State Engineers Office (SEO) regulations. Please verify we are to use State Engineers Office (SEO) regulations.
i. All State environmental requirements apply.
9. Paragraph 15.5 of the SOW states we are to use Ameter 10” Circular PVC box or equivalent for the PVC Cap. Please specify whether this means 10” PVC or steel surface casing.
i. PVC for PVC casing, Steel for Steel casing.
10. Paragraph 16.1 states to drill 8" nominal diameter hole to a depth of 200 feet for LFs and 240 feet for MAFs. Please clarify of it would it be acceptable to use a more common size bit of 8-3/4”.
i. 8” nominal is drilled w/appropriate size bit as per licensed drilling engineer.
11. It is common for parts of WY to have a 60+’ water table. In the event that a water table is encountered at a depth of our destination, should the contractor continue to drill through water table or stop drilling and place bentonite in order to place anodes above such water table? Please specify if the depth can be altered and the steps that should be performed in such event.
i. State environmental regulations apply.
ii. Well depth is to be as stated. If there is any discrepancy, contractor shall notify our base Cathodic Protection (CP) technician for discussion and approval.
12. For sealing perforated casing, WY regulation requires a seal of no more than 5’ above the highest perforation to surface in order to prevent surface contamination from occurring. This would effect “vent pipe”, which has the same classification. Please clarify if we are to follow SEO guidelines when sealing perforations.
i. Vent pipe needs to be non-perforated in casing area and above as per design regulations in para 4.1.
13. If an unforeseen condition occurs such as the bottom of the well ending in a water table and all construction operations must be stopped until direction is provided, please clarify an expected response time that F.E. Warren have to will provide instructions to the contractor.
i. 48 hrs.
14. Paragraph 16.1 of the SOW notes to log soil conditions as hole is drilled. Is the contractor required to collect physical samples or will a written description be sufficient? Please also clarify intervals of soil logs.
i. Log only.
ii. Intervals are to be defined by contractor's Licensed CP and drilling engineer on site.
15. Please specify the process of inspections to be performed? Many of the products being used will be in sealed containers, however opening those containers will result in decreased shelf life. Please specify the extent of inspections to be performed.
i. Manufacturer’s documentation will be submitted as per AF Form 66.
16. Many chemicals are required for drilling purposes such as diesel, oils, propane, liquid polymer etc. Please specify if any amounts or specific chemicals are restricted on the MAF or LF sites.
i. No drilling on the LF or MAF site. Only testing.
17. Please specify if F.E. Warren will locate all underground utilities within the MAF’s and LF’s or if it will be the responsibility of the contractor.
i. FE Warren will provide dig permit as per Para 10. Base personnel will go to the site and mark all utilities.
18. If a water zone is encountered, SEO requires cement or bentonite to be used as sealant to protect the water formation, this is not mentioned in item 18 but it is referenced later in Item
21.1 Chap XI, part G, Sec. 70 WY Water Quality Rules & Regulations. Please specify if we are to follow Item 21.1 Chap XI, part G, Sec. 70 WY Water Quality Rules & Regulations.
i. State environmental regulations apply.
19. Page 7 of the SOW Section 13.1 states that existing resistance profiles and drillers logs are available from the Base Corrosion Control Shop and shall be made available upon request to determine optimal anode placement. Please provide.
i. Drawings and data will be provided w/each TO.
20. Please provide a map showing the general areas of the MAF and LF so that accurate mobilization costs can be estimated.
i. Drawings and data will be provided w/each TO. Propose all items on revised Bid Schedule.
21. The bid schedule provided has included quantities for mobilization. Please provide a location or reference point of where the starting point is for the referenced mobilization mileage.
i. Mobilization on Bid Schedule is calculated from FE Warren AFB.
22. Can you provide general locations for at least the base year. From deduction, I can assume none will be in Colorado since those require the casings listed in the bid schedule. My drillers would at a minimum like to know where their “home base” would be if they are to attempt to do all consecutively or in chunks. They need this for cost estimates more mobilizations, but also for lodging. Actual facility locations are not needed, but the nearest town with a hotel, etc would be greatly appreciated.
i. Locations will be provided w/each TO. Propose all items on revised Bid
23. How are mobilizations in the cost worksheet calculated? My best guess was that item 13 is miles from a set location in 5 mile increments to an MAF and then item 12 is mobilization from the MAF to its adjacent LFs, all approx 12 miles away from the MAF. Is this correct?
24. I think the bid schedule is incorrect in a few places. For example, all LFs are to be 200 feet depth with 8 anodes each and MAFs are 240 depth with 10 anodes each. If the base year is to have 10 LFs and 1 MAF wells, this would total 90 anodes, not 88 as in the bid form. The borehole linear feet of drilling should be 2240’, not 2000’. Can you confirm these in addition to calculations for coke breeze, bentonite, backfill, centralizers, etc.?
i. Locations, drawings and work to be completed on each site will be provided w/each TO. Propose all items on revised Bid Schedule.
25. The anodes should have some extra wire to facilitate lowering, running through the trench and wiring into the junction boxes, should I still price them all as 200’ leads? What about the MAF where the hole is 240’? 200’ leads would not work in these cases.
i. Propose all items on revised Bid Schedule.
26. Where in the bid sheet am I to add additional costs such as all the testing requirements after installations, PVC surface casings (all will need a minimum of 20’ PVC casing other than the ones requiring steel), the conduit that all the anodes wires are required to be ran through, costs for abandonment, and additional costs required for trenching anode leads, etc? I’m sure there are a few more things that could be added to the bid schedule but could you please tell me how to proceed on pricing?
i. See revised Bid Schedule.
27. In attachment 5, in the first paragraph you state: “Limit the number of citations submitted and the length of each submission to the limitations set forth at paragraphs 2.2 Organization/Number of Copies/Page Limits and 5.2. Relevant Contracts respectively, of Section L of this solicitation.” Where is section L? The solicitation document, item 10 says, “Follow the detailed instructions in Sections "L" and "M"; sections L and M are incorporated by reference after award.” How can we determine these requirements if we do not get sections L and M until after award?
i. Section L and M are located on pages 34 – 37 on the original solicitation. The updated Section L is located on pages 2-9 of Amendment 0004.
28. The bid schedule for the base year shows backfill of 793 lineal feet. I would assume that this is from the existing Anode shunt box to the new anode bed location. Can you please provide the locations at each site of the existing anode beds, existing shunt box as well as the new anode bed location that should be assumed for bidding purposes.
29. Rectifier sizes referenced on page 7, 14.1 of the SOW are as follows:
* LF rectifiers ASAI 18V – 16A
* MAF rectifiers ASAI 48V – 30A
The same rectifiers are also referenced on the Bid Schedule forms but a different rectifier size is referenced on the AF Form 66, 24V – 16A rectifier. Are we to provide a rate for a 24V – 16A rectifier?
i. Bid Schedule and AF66 corrected.
30. Anode leads description referenced on page 8, 15.7 of the SOW states “Number 8 Copper
High Molecular Weight Polyethylene (BMWPE). Please clarify, should it be BMWPE as listed or HMWPE?
i. HMWPE.
* In the past projects we have done for F.E. Warren, HALAR wire was used along with the HMWPE lead wire for the anodes. Is HALAR requested for this bid?
i. HALAR coating required as per para 15.7.
* Page 8, 16.8 of the SOW states, “Anode leads shall be housed in 3” PVC from 3’ below grade to existing junction box. Anode lead lengths can vary depending on the distance of the junction box. For example, if you want a well that is 200’ deep you will need additional lead wire length on the first anode in the well to make sure enough wire is available above grade to reach the junction box.
* Page 8, 16.8 of the SOW states, 240’ for MAFs, no 240’ lead wires are listed in the Bid Schedule, please advise.
* Bid schedule lists (0002) Graphite Anode without any size or reference to the SOW.
i. See revised SOW, Para 15.6
31. The coke breeze bags referenced on the Bid Schedule are 100 lb bags. Coke breeze comes in 50 lb bags, the same as the Bentonite Hole Plug. We have had problems invoicing if the exact size and quantity listed in the Bid Schedule does not match our invoice, could this be changed?
i. See revised SOW, Para. 15.2.
32. In Bid Schedule, clarification on the “Mobilization Each additional 5 miles” (0013) does
Quantity 136 mean 136 X 5 for an additional 680 miles?
i. Yes.
33. Past Performance page limit reference of the Solicitation FA4613-17-R-0002 is two pages per contract. Attachment 5, Past Performance Information form is three pages, please advise.
i. Updated Section L to 3 pages per contract.
34. Does all paperwork need to be submitted by mail? Can anything be submitted by email or online?
i. Section L, Para. 2 updated to include submission of proposals via email.
35. Base Year
a. Paragraph 4 of the scope of work states to replace rectifier and shunt boxes as needed.
