Questions to the Government Solicitation#FA461020Q0001 Solid Waste Collection Vandenberg AFB

1. Will the government provide the attendee list for both site visits?

Attendees on the site visits were:

VMX International LLC Kotuku, Inc.

Zero Waste Solutions Mid-State Solid Waste & Recycling

2. Is there any changes to PWS from current contract to the new requirement?

Yes. VAFB received a waiver from to allow the Contractor to keep the proceeds from the sale of items disposed in VAFB’s commercial recycling containers (PWS para 1.2). Also, applicable landfill tipping fees incurred in the disposal of VAFB’s unrepairable MSW containers can be charged at cost to the Government via CLIN X015. (See PWS para 1.1.8).

3. Total contract value of current contract? Per performance year?

Total contract value of current contract is $5,759,197.05. Value “per year” will not be provided.

4. Is there a possibility of a laydown area on the base for this contractor to utilize for container swaps, storage and consolidation?

Yes. The same one that is currently in use by the incumbent. (See PWS para 1.1.3.7 and para 3.1)

5. 1.1.3.1 Special Event Collections and Container Delivery. Is there any historic data for this service, are there any planned annual events already calendarized?

The base’s special events vary from year to year, however, the Contractor should plan to support approximately 14 annual special events. This number does not include VAFB’s annual observance of “America Recycles Day” in mid-November; and “Earth Day” in mid-April, both of which will require the contractor to provide electronic waste collection for VAFB using a 40 cu. yd. roll off or a 1 ½ ton stake bed or similar vehicle. (See PWS para 1.2.4.)

6. 1.1.8 Government Approved Containers. How and who decides on container repair or disposal, how are repair services billed knowing the disposal costs are not billable?

VAFB’s facility managers (FMs) will call 30th CES with requests for container repairs or replacement and the Government’s COR will, in turn, notify the Contractor. The Contractor’s drivers will also notify the Contractor’s on-site program manager when a container is broken or may need replacement. Any tipping fees incurred for off-base disposal may be billed to the Government. (See PWS para 1.1.8)

7. Has a recycling option vs. disposal of the containers via the vendor that furnishes the containers?

VAFB’s inventory of MSW and recycle containers are non-recyclable as they are constructed of rotationally-molded Exxon/Phillips Crosslink polyethylene (XLPE), a thermosetting resin, which can only be recycled if the cross-linking points are decomposed. This type of container was selected due to its long life and because it is impervious to damage caused by frequent strong winds. Last year VAFB had our contractor clean/sanitize 18 unserviceable containers and re-use them as defense shields and barricades on VAFB’s paintball field. We expect the Contractor will be able to innovate and come up with other uses for these unserviceable containers.

8. Can we have a product sheet detailing what the containers are made of?

9. 1.1.9.2 Notification of Enclosure Damage Caused by the Contractor. We request a walk through with incumbent, successor Contractor and base staff to identify current enclosure conditions / repairs during phase-in transition.

The contract awardee will be provided a walk through with the incumbent and Government personnel to identify any issues that exist with the Government-furnished laydown storage yard and enclosure areas.

10. 1.2 Recyclable Materials Processing and Diversion. Please define “ 100% of the sale proceeds” is this gross proceeds or gross proceeds less processing costs incurred to prepare material for market.

This AF Qualified Recycling Program (QRP) policy has been waivered for VAFB. Please see response to Question #2.

11. How should we incorporate commodities that have no rebates but a cost associated with marketing and no rebate, as a negative unit number?

Those recyclable commodities which cost the Contractor shall be identified in the Contractor’s monthly (and quarterly) reports as a negative unit number.

12. Can we have historical dollar amounts returned to VAFB by commodity and units diverted by month?

This AF policy which requires recyclable sales proceeds to be paid back to VAFB’s QRP was not in effect when the previous solid waste collections contract was awarded, so this data was not collected.

13. 1.2.1 Base-Wide Recycling of Material. Glass is listed, is that glass containers only or plated and other glass type products? The last item listed are tires which also identified in 1.2.8 as collected separately stored in the on-base laydown area and recycled or disposed off-base at no more than 10 tires per load please clarify.

Para 1.2.1 refers to glass containers, not plated glass. However, it is possible that other broken glass types may be disposed of in VAFB’s MSW containers located at facilities where industrial type work is performed.

14. 1.2.2 Recycling Points of Collection. Does a service map exist with service points for moving and returning of containers to make sure what’s moved is correctly returned?

Appendix A includes all containers that are numbered and their locations. The Contractor may need to switch out containers at VAFB’s remote sites listed as being on the “Mountain Run”, which is also identified in a separate tab to Appendix A.

15. 1.2.3 Diversion. Please detail and provide historical reported data on the information required to “report recyclable materials collected on VAFB are sorted, weighted and recorded prior to commingling with other customers recyclables”.

Per PWS paras 1.2, 1.2.3 and 1.5, this refers to the standard industry practice of separating mixed recyclables collected from VAFB’s commercial recycling containers at a state-certified material recovery facility (MRF) which services more than one solid waste municipality. Accurate diversion metrics are critical to VAFB’s reporting to the Air Force Civil Engineer Center (AFCEC), Joint Base San Antonio-Lackland, TX, which determines investment/budget planning and program management for VAFB, CA. Please review PWS 1.5 where more information is identified for the required reporting format.

16. Will the contractor be allowed to sort on a regular interval and apply averages from that data to future loads verses per each load?

Yes, this method is acceptable.

17. 1.2.7 Appliances Please indicate if the recycling of Freon appliance should include Freon recovery or they will be Freon free.

VAFB environmental compliance program office has requested appliances collected under this contract will include Freon recovery at no additional cost to the Government. This has been the process at VAFB for the past 14 years.

18. 1.2.8 Tire Collections. Does the 10 tire maximum apply to all collectors including any collectors with a CA State Tire Hauling Permit not requiring manifest loads?

Contractors with a State of CA tire hauling permit may exceed the ten tire hauling limit. If applicable, a copy of the Contractor’s tire hauling permit will be provided to the CO and the COR program office within 15 days after contract award.

19. 4.4 Holiday & Closures. Please confirm the non-holiday work week is Monday through Friday as described in Appendix A service matrix and Monday through Saturday work week as stated in 4.4 for holiday impacted weeks only.

Yes. This is correct. However, the Contractor must receive prior approval from the CO (30 CONS/PKB) if they need to perform work on a Saturday.

20. Can trucks be parked on base?

Yes, the Contractor’s private and/or commercial vehicle may be parked in the Government-provided laydown storage yard or common-use facility parking lots; however, NO trash collection vehicles may be stored or parked overnight, anywhere on the base.

21. Net proceeds after recycling processing costs could be negative due to poor recycling market how would government address this concerning a rebate check?

VAFB received a waiver from our Command to allow the Contractor to keep the proceeds from the sales of items disposed in VAFB’s commercial recycling containers (PWS para 1.2). No refunds or rebates to the Government will be required under this contract.

22. Can the government provide the number of Roll Off pulls required yearly?

The annual number of roll off rentals/hauls has averaged 258 for the past three fiscal years.

23. Can the government provide the number of roll off containers required yearly for each of the following container sizes:

a. 10 yd = 56

b. 20 yd = 2

c. 30 yd = 5

d. 40yd = 195

24. Are there any special permits or licenses required that the contractor is required to obtain in order to perform this contract?

Any certifications, permits, licenses and registrations which are required by the State of CA for solid waste haulers, recyclers and waste tire handlers are also required for VAFB. Please refer to CALRECYCLE’s website, https://www.calrecycle.ca.gov for further information on applicable permits and additional compliance requirements. In addition, waste haulers operating in this county must be registered with the county’s registrar. See https://www.lessismore.org/ for further information on the Santa Barbara County’s Resource, Recovery and Waste Management Division.

25. Can the government provide the current contract value and the current contractor?

Total contract value of current contract is $5,759,197.05. Current contractor is VMX International LLC

26. What role does Waste Management hold on this contract? Is Waste Management the prime or a subcontractor on this contract?

Waste Management is a subcontractor on the current contract.

27. Attachment 2- Technical Evaluation and Attachment 3- Teaming Arrangement listed in the solicitation on page 73 under “List of Attachments” was not provided when the original solicitation was posted. Will the government provide these attachments?

28. In regards to the scope of work, the schedule for the tasks are required daily. Does daily signify a whole week or per normal working days from Monday to Friday?

The Contractor will not be required to perform collections on weekends. The schedule signifies normal work days, Monday to Friday.
