Request for Information XUMU 16-1165B, Replace HVAC, Bldg. 6525

1. Will security escorts be required during construction? Is this space to be conditioned considered a secure area?

A1. Not a secure area, but escorts will be required as the area is access controlled. Security escorts are required and will be provide thru a government contract.

2. Is humidity control required for the space?

A2. According to the owner’s manual for the Dell VRTX that was recently installed: 10% to 80% Relative Humidity with 26 °C (78.8 °F) maximum dew point. The contractor that is awarded the contract is responsible to investigate and confirm all the measurements on the field during the design phase.

3. Will future servers or equipment be installed in the space that will be creating addition heat loads?

A3. No current plans for future equipment. DOR shall design HVAC system taking into account the equipment currently in the server room, square footage should be considered when determining HVAC requirements.

4. Does the new HVAC system need to be tied to any existing DDC or BMS system? Will the new system be a standalone system only?

A4. The units are not currently on a DDC system. The design shall investigate if the new units are to be on DDC systems and then design as needed per codes and standards

5. Will the new equipment’s smoke detectors need to be tied to the buildings existing fire alarm control panel?

A5. The design and construction shall comply with all UFC, UFGS, and other applicable codes.

6. Is ATFP a requirement for this project?

A6. The design and construction shall comply with all UFC, UFGS, and other applicable codes.

7. Are EPO switches required for the new HVAC equipment?

A7. The design and construction shall comply with all UFC, UFGS, and other applicable codes.

8. Can As-builts be provided? (Electrical and Mechanical) A8. Due to the security of the building, as-builts will not be posted on FBO.gov. As-builts are available upon written (email) request to the Contracting Officer, Duayne Martinez, duayne.martinez@us.af.mil, and contract specialist, Stella Davis, stella.davis@us.af.mil. Any previous requests submitted for as-builts will need to be resubmitted.

9. What is the heat gain from the electrical equipment in the room? If not known how can this information be determined?

A9. This is part of the design phase, contractor shall perform site survey to estimate heat rejected by equipment in the server room and select correct unit that can keep temperature and humidity consistent customer requirements. The Contractor shall backup the design recommendation with a detail breakdown of heating and cooling load calculations. The contractor that is awarded the contract is responsible to investigate and confirm all the measurements on the field during the design phase.

10. Is there room for under floor air distribution?

A10. Currently there is a raised floor with air circulation. The contractor that is awarded the contract is responsible to investigate and confirm all the measurements on the field during the design phase.

11. Does the room require ventilation (for example per ASHRAE 62.1) or is it strictly a server room where there will be no regular human occupancy?

A11. The design and construction shall comply with all UFC, UFGS, and other applicable codes

12. Where is the mechanical equipment to be located?

A12. The DOR is responsible to recommend the location of the mechanical equipment during the design phase of the project. CE will provide approval and recommendation during this phase. The design and construction shall comply with all UFC, UFGS, and other applicable codes

13. Are the redundant units to be set up in a lead-lag configuration?

A13. the redundancy will be (n+1). The design and construction shall comply with all UFC, UFGS, and other applicable codes

14. What is the problem with the current situation? Is the unit believed to be undersized, or is it sized correctly but not functioning properly?

A14. Current equipment is a temporary solution for server room. The Contractor will be the DOR and shall review all applicable codes to provide the HVAC design for the project and follow the design requirements for acceptable HVAC system for the project.

15. Is this area where the HVAC is being repaired a SCIF?

A15. No

16. Please define the requirement for redundancy used in the SOW. Is this requirement for 100% redundant HVAC equipment (n+1)?

A16. Yes the redundancy will be (n+1). The design and construction shall comply with all UFC, UFGS, and other applicable codes.

17. Does the redundancy requirement extend beyond the HVAC equipment, for example, to redundant power supply, redundant duct systems, etc?

A17. HVAC equipment only.

18. The existing Air Conditioning Equipment is a commercial roof top package unit. The SOW calls for “a CRAC unit with redundancy”. Please confirm that is the intent of the project to provide a Computer Room Air Conditioning Units similar to the requirements of Unified Facilities Guide Specification SECTION 23 81 23.00 20 COMPUTER ROOM AIR CONDITIONING UNITS?

A18. The Contractor will be the DOR and shall review all applicable codes to provide the HVAC design for the project and follow the design requirements for acceptable HVAC system for the project.

19. The RFP does not discuss any Commissioning or TAB testing, please confirmed the required testing the Government would like to see at project completion. Please also include governing TAB agency.

A19. The Contractor will be the DOR and shall review all applicable codes to complete all commissioning, balancing, certifications and tests that will validate the equipment.

20. Is the contractor responsible for removing/protecting government equipment?

A20. Yes

21. Will it be acceptable for the site superintendent to be the Quality Control Manager and Site Safety and Health Officer (all three hats)? Please advise.

A21. The Statement of Work does not state the Superintendent and Quality Control Manager will be authorized to be the same individual, but states they shall be two separate individuals unless expressly allowed for by the 30CES PM and 30CONS Contracting Officer. No allowance has being made for this project. While the Superintendent and Quality Control Manager shall be separate individuals, the SSHO may be dual hatted as either the Superintendent or Quality Control Manager.

22. If the existing ducting remains, will cleaning it be required?

A22. If the ductwork is being reused the contractor shall clean it and perform duct leakage test to validate its integrity.

23. Please provide the as-built drawings.

A23. Due to the security of the building, as-builts will not be posted on FBO.gov. 24. At the site visit, Mr. Halloway discussed that the current power supply to the existing unit continues to result in an overload to one of two possible circuit breakers. Is there a current load study illustrating the load on the current circuit?

A24. No current load available. This is part of the design phase. The Contractor shall backup the design recommendation with a detail breakdown of all appropriate Engineering Calculations load calculations (SOW 3.2.5). The contractor that is awarded the contract is responsible to investigate and confirm all the measurements on the field during the design phase.

25. There will need to be some roofing penetrations, please advise as to the current roofing system used at Building 6525.

A25. See award documents form previous roofing project. This is part of the design phase investigation. 26. At the site visit, Mr. Halloway stated a need for 10 tons of cooling within the server room. Are there current calculations illustrating the equipment cooling needs for this room?

A26. This is part of the design phase. The Contractor shall backup the design recommendation with a detail breakdown of all appropriate Engineering Calculations load calculations (SOW 3.2.5). The contractor that is awarded the contract is responsible to investigate and confirm all the measurements on the field during the design phase. 27. Will the existing temporary AC unit need to be demolished from the roof? What is the existing roof system? If to be removed, will we need to do a lift plan?

A27. Existing AC unit in roof will be removed and return the HVAC shop. The temporary AC unit details will be discuss during the design phase. The submittal for the health and safety plan needs to include a lift plan as per SOW requirements.

28. Please confirm if there is adequate power available. Will there need to be a new breaker? If so, please confirm which panel/location.

29. What is the target temperature for the new system?

30. During the site visit we noticed personnel working in this space with room for roughly six work stations. Will this room remain occupied or will it become an unoccupied server room?

A30. The room will be considered as unoccupied room.

31. Will escorts be required during construction? If so, who will provide them?

32. Will it be acceptable for the site superintendent to be the Quality Control Manager and Site Safety and Health Officer (all three hats)?

33. Under section 2.2, line 8---Determine electrical demand for new equipment & upgrade/install any necessary electrical equipment to meet requirement. If the new equipment being installed exceeds the electrical available from the electrical panels shown to us during site walk, does the building have another location where power can be taken from? If yes, how far from the server room would the other location be?

36. Does the Base plan on adding any more heat load in the server room over the next few years?

37. Does the Base require a specific DDC control system to be connected to the new HVAC equipment?

38. Does the Base require a specific roofing contractor for this building? If yes, can you provide contact information?

A38. No.

39. Provide drawings and details of the room, equipment and load requirements. I.e., exact measurement of the room in terms of layout, storage area, work stations area and the number of workers occupied when the room is fully occupied.

41. Can existing 10 ton air conditioning system be used as a part of the new system as a redundant unit with required minor changes, such as installation of a proper condensation drain, etc.?

A41. No

42. Does the new equipment be powered from an uninterrupted power such as emergency panel?

If so, please provide the details of the emergency panel in terms of its location with reference to the subject room and available breaker spaces or requirement to install a new feed (it was mentioned during the site walk, the existing feed keeps tripping). Even otherwise, please identify exactly which panel to be used and available slots for installing a 3 phase at least 60 Amps circuit.

43. Can the new condenser(s) located on the ground next to the building or do they need to be located on the roof similar to the existing 10 tons unit?

45. What is the battery power in the room powering? Is this anyway connected to the air-conditioning system?

A45.

46. Current layout of the room is highly inefficient to cool the computers. In fact, even with the new equipment, with the current layout, future energy costs will be significantly high. This is because, room is very large and with lot of open/storage space cooled unnecessarily to more than the needed cool temperature. We are used to seeing the computer rooms very cozy and well insulated. Can we isolate the current computers area (of about 26’x30’ with at least 3 large doors) with partitions similar to the one in the rest of the building with possible high insulation value partitions either built in place or by obtaining modular partitions? If there is an expansion to the current computer system in the future, new area can be created and handled later.

47. In order to be more energy efficient, does the crawl space requires to be isolated and have air diffused from the bottom of the computers?
