Standard Comments, Natural Resources Trenches and Pits

Animals including (but not limited to) the California red-legged frog are protected by the U.S. Endangered Species Act of 1973 (as amended). “Harm” or “harassment” to these species is a violation of Federal law.

Trenches and pits must be maintained at the end of each work day to prevent wildlife from falling in; three options

Dig or install “ramps” every 50 feet (a sloped cut or board or stick placed to allow animals to climb out)

In areas specifically identified by 30 CES/CEIEA as likely or known occupancy of threatened or endangered species, a biological monitor may be required. Monitor may or may not require pre-approval by 30 CES/CEI and/or the U.S. Fish and Wildlife Service, potentially including possession of a current section 10(a)(1)(A) recovery permit.

Air Quality Comments General Construction Activities

1. Any portable equipment powered by an internal combustion engine with a rated horsepower of 50 bhp or greater used for this project must be registered in the California State-wide Portable Equipment Registration Program or have a valid Santa Barbara County Air Pollution Control District Permit to Operate. Examples of such equipment are portable generators, compressors and light-carts. Copies of each registration or permit along with fuel usage and hours of operation must be submitted to the 30 CES/CEIEC Air Quality section at the end of the project or by 15 January, whichever occurs first.

2. Off-road construction equipment must be compliant with all Federal, State and local regulations. A description of each piece of equipment to include make, model, serial number and rated brake- horsepower along with fuel usage and hours of operation must be provided to the 30 CES/CEIEC Air Quality section at the end of the project or by 15 January, whichever occurs first.

3. The following Santa Barbara County APCD Rules apply (copies of these rules can be obtained at www.sbcapcd.org or by contacting the 30 CES/CEIEC Air Quality Section):

4. Contractor must be enrolled in the Hazardous Material Pharmacy and all hazardous materials must be barcoded. Hazardous materials include paints, coatings, adhesives, sealants, solvents, asphalt, etc.

5. Abrasive blast materials must be certified by the California Air Resources Board.

Total amount of abrasive material used must be submitted to the 30 CES/CEIEC Air Quality Section at the end of the project or by 15 January, whichever occurs first.

Standard Transformer R&R Management comments

Without exception, all waste electrical transformers, regardless of size or type, removed from service by either 30 CES/CEOIE or by contract, require pre-coordination and waste characterization with the 30 CES/CEIEC Hazardous Waste Program manager and Consolidated Collection Accumulation Point (CCAP) personnel prior to removal, transport and disposal action.

All pole mount, pad mount, and sub-station electrical transformers contain a dielectric fluid (mineral oil) having the potential to contain various levels of polychlorinatedbiphenyls (PCBs). At the time of manufacture, all electrical transformers are affixed with an information data-plate; however, the information listed on individual data-plates can vary depending on the transformer manufacturer and date of assembly.

Data-plates are also prone to deterioration due to exposure to the weather and may be illegible or missing altogether.

If the data-plate states: “Non-PCB mineral oil at date of manufacture, contains less than 1 part per million (ppm) PCB” or similar verbiage, the transformer and mineral oil is managed as non-PCB containing electrical equipment and does not require sampling. If the data-plate is generic, makes no mention of PCB levels, or is missing, the transformer is assumed to contain PCBs and is required to be sampled by CCAP personnel.

Unless leaking in a severe manner, all pole mount electrical transformers removed from service shall be transported to the CCAP at B3300 for characterization, management, and draining. Pad mount transformers shall be transported to the specified holding area located at B6830 managed by 30 CES/CEIEC.

NOTE: 24-hour turn-in notification is required prior to transport to either B3300 for pole-mount or B6830 for pad-mount transformers.

NOTE: Sub-station transformers will be characterized and drained at their service location.

Waste characterization is coordinated with the CCAP prior to any waste generating actions. Sample requests to determine PCB levels and waste profile assistance are obtained through the 30 CES/CEIEC Hazardous Waste Program manager and/or assistant.

Dear Rhys, We are responding to your notification sent via e-mail on July 26, 2017, regarding the replacement of the existing K-5 electrical distribution feeder on south Vandenberg Air Force Base (VAFB). Under the Terms and Conditions of the Programmatic Biological Opinion, Vandenberg Air Force Base, Santa Barbara County, California (8-8-13-F- 49R), you are required to notify us of project activities that may adversely affect any federally listed species analyzed within this programmatic biological opinion (PBO). You have determined that this project is likely to adversely affect the federally endangered El Segundo blue butterfly (Euphilotes battoides ssp. allyni) and the federally threatened California red-legged frog (Rana draytonii; CRLF).

Projects of this nature were described in the PBO under section 2.2 Utility Installation, Maintenance, and Removal (Electrical Lines and Poles; pages 19-21). The effects of these project activities to El Segundo blue butterfly were discussed on pages 109-110, and to CRLF on pages 116-117.

Per your notification, all minimization and avoidance measures outlined in sections 7.1 and 7.2 of the PBO will be implemented. These measures include daily pre-project surveys for CRLF in suitable habitat. Alternatively, for project activities conducted April 1 – November 14 within CRLF dispersal habitat (i.e., uplands within 100-2,800 meters of suitable aquatic habitat), VAFB may choose to implement the set of alternative minimization measures specified in the Service’s amendment dated April 7, 2017, and in our email dated April 26, 2017.

In conclusion, provided VAFB also implements all appropriate terms and conditions, we agree that the project activities included in your notification can go forward under the PBO without further consultation. Re: Section 106 Consultation for Infrastructure Improvements, North Base, Vandenberg Tracking Station, Vandenberg Air Force Base

Dear Major Aftanas:

The United States Air Force (USAF) is initiating consultation regarding their efforts to comply with Section 106 of the National Historic Preservation Act of 1966 (16 U.S.C. 470f), as amended, and its implementing regulation found at 36 CFR Part 800.

The USAF is proposing to upgrade electrical feeder lines B7 and B10 in Vandenberg’s north base area and feeder line K5 on Vandenberg’s south base. Proposed project activities include utility pole and cross arm replacement, and installation of sub-surface conduit. Poles and associated guy wires will require excavation to a maximum depth of 10 feet.

Historic property identification efforts conducted by the USAF determined that CA-SBA-2426, a lithic scatter previously determined ineligible for National Register of Historic Places (NRHP) inclusion through consensus and CA-SBA-3575H, a system of masonry ditches associated with the World War II-era Camp Cooke, are within the APE.

After reviewing the information provided by the USAF in support of their no historic properties affected determination, the SHPO has the following comments:

1) Pursuant to 36 CFR Part 800.4(a)(1), the APE appears sufficient to take the undertaking’s effects on historic properties into account.

2) The SHPO concurs that CA-SBA-3575H, a system of masonry ditches associated with the World War II-era Camp Cooke, is not eligible for NRHP inclusion.

3) The SHPO concurs that a finding of no historic properties affected is appropriate pursuant to 36 CFR Part 800.4 (d)(1). Please be advised that under certain circumstances, such as an unanticipated discovery or a change in project description, the USAF may have future responsibilities for this undertaking under 36 CFR Part 800.
