Questions and Answers
Project Title: Replace Electrical Distribution Line, Feeder K5
Project Location: Vandenberg AFB, CA
Base Project Number: XUMU 12-1157B

Q1. Please confirm if there is a citizenship requirement applicable to this Contract.
A1. All contractors will need to meet all base access requirements, including but not limited to the RealID Act. There may be a citizenship requirement for work requiring escorts.
Q2. Please confirm if Government will provide escorts for the work in the secure areas.
A2. If escorts are needed, they will be provided by the Government. Escorts will be required for work associated within NRO secure area.
Q3. Where will the contractor’s laydown/staging/office area be located in relation to the project work site?
A3. A laydown/staging/office area cannot be identified at this time and will be identified/requested by the contractor as part of the AF Form 103 process. The location will be dependent upon which areas of the base are available when construction is expected to begin.
Q4. Please identify points of connection for trailer utilities adjacent to the contractor staging/laydown/office area.
A4. Points of connection cannot be identified until a laydown/staging/office area is determined during the processing of the AF Form 103.
Q5. Please advise if there are any available geotechnical reports of the subject site that VAFB could provide.
A5. Yes. Geotechnical reports will be available to the contractor that is awarded the contract.
Q6. Please reference: Attachment 1, Section 2.2 General Description of the project, Part 9- Coordination Study - Please confirm if Easy Power 10.2 can be substituted with SKM or ETAP?
A6. No. The latest version of Easy Power is required per UFC 3-501-01 Electrical Engineering.
Q7. Please reference Attachment 1: Section 3.5.1. Design Analysis - Please confirm if design analysis is only required at 95% mark and supposed to include a history of the project up to that point only (noted in sub-sections (1)-(13)).
A7. The design analysis is required to be included as part of both the 95% and 100% design submittals (see paragraphs 3.5.1 and 3.6.1). The design analysis shall be a document that documents the decision making process used when completing the design and at a minimum shall include the information required in paragraph 3.5.1(1)-(13) for the 95% design and be updated at the 100% design to include the information required in paragraph 3.6.1.
Q8. Please reference Attachment 8: Conceptual Drawings, Sheet E-101-Please confirm if proposed (N) underground feed from K5-00/04 to K4 powerline to be included in the SOW.
A8. Yes. See conceptual drawings for more details on the underground and new switch requirement.
Q9. Please advise if there are any underground structures/systems in the proposed new K5 Feeder route, if any.
A9. Refer to SOW paragraph 2.2 and conceptual drawings. Underground utilities can be requested after award from the design vault. During the 103 process, utilities can be marked out prior to construction starting.
Q10. Please Reference Attachment 1: SOW, Item 2.2 (12)- Contractor shall separately price the back-up generator support for these buildings on CLIN’s 0002-0008”. Please confirm if a revised price schedule will be issued, as those CLINs are not listed in the bid form of Solicitation.
A10. CLIN’s 0002-0008 have been added as part of Amendment 0001.
Q11. Detail B, Sheet C-103 shows that the new access road(s) to be 12 ft. wide with 1 ft. of base rock and 3-inches of graded aggregate for a total of 15-Inches, elsewhere in the General Requirements /Scope of work it refers to a roadway width of 20 ft. Can you please clarify what the Government wants to have for width of roadway and total thickness of paving and aggregate stone ?
A11. Refer to the SOW paragraph 2.2 for clarification. The change from the conceptual drawings is to increase the width to 20 feet and support the bucket trucks.
Q12. Please reference: Attachment 4.01 General Requirements- section 1.13 Global positioning requirements: Please confirm if the requirement is applicable to this project.
A12. Yes.
Q13. Please reference: Attachment 4.01 General Requirements and SOW- Please provide a copy of the Whole Building Design Guide/UFGS.
A13. The Whole Building Design Guide, UFGS and UFC are available online at http://www.wbdg.org
Q14. At the site visit it was indicated that all exterior equipment enclosures are to have a NEMA rating of 4XR. Please confirm enclosure rating and type of material to be used for equipment enclosures and mounting hardware such as the pedestal mounted panel located adjacent to the new transformer outside Bldg. 790.
A14. See SOW attachment, VAFB Electrical Material Specifications. All hardware is to be Stainless Steel and enclosures to be NEMA 4XR Stainless Steel Grade 316.
Q15. Statement of Work, paragraph 2.2 (1) a. indicates to improve access roads to all poles that are not within 20 feet of the main roads. Reference drawing sheet number C-103 detail B (Access Road Section) indicates to provide a 12’ wide gravel road. However, item 4 under that same detail indicates to follow the Standard Specifications for Public Works. At the site visit it was indicated that the access road is to accommodate the use of two (2) bucket trucks. Please provide clarification on the width and requirements of the maintenance access road.
A15. Refer to the SOW paragraph 2.2 for clarification. The change from the conceptual drawings is to increase the width to 20 feet and support the bucket trucks.
Q16. The Statement of Work, paragraph 4.1 (ON-SITE FIELD OVERSIGHT) indicates that the SSHO and the QCM will be two separate individuals unless expressly allowed for otherwise by the PM or CO. Please advise if one individual can be the SSHO and the QCM.
A16. No, the SSHO and QCM will be required to be two separate individuals.
Q17. The General Notes instruct the Contractor to Clear, Grubb, Remove and Dispose of items, debris etc. but does not tell the Contractor where these materials are to be disposed of. Can these materials be disposed of at the Vandenberg AFB Landfill or must it be hauled off the base for disposal?
A17. Refer to the SOW section 5.2.1 for clarification.
Q18. The Specifications also state that the Access Road is not needed in those areas where the new K-5 Poles are within 20 ft. of a “main road”. Is the route and location of the new “access road” up to the discretion of the Contractor in our design or does the 80% Design Drawings issued with the RFP indicate the Government’s intent as to the route and location of the new poles ?
A18. Refer to the SOW paragraph 2.2 for clarification.
Q19. Form 1442 Box 12a. indicate NO Performance or Payment Bonds. Box 13.b. Indicated No Offer Guarantee. Please confirm that there are no bonding requirements.
A19. See amendment 02 for clarification.
Q20. Does this solicitation require a bid bond?
A20. No
