FA4610-15-R-0013 Reno 8314 Questions and Answers

Question 1. There is a conflict with regard to the contract duration. Paragraph 52.211-10 indicates the contract duration to be 240 calendar days, while the STD FOR 1442 indicates the contract duration is 365 calander days. Please advise.

Answer 1: Paragraph 52-211-10 contract duration of 240 days is concurrent with block 11 of solicitation FA4610-R-0013-0001.

Question 2. The Specifications appear to be un-edited. Some items are showing several different courses of action or requirements needed. Please provide an edited set of Specifications for the project. Thank you.

Answer 2: This is a design-build contract. The contractor is the one who generates the final design as laid out in the SOW. The provided "100% Design" documents are the conceptual specifications only. No design or specification revisions will be made by the government as the scope of the design work being performed includes that task. Decisions on the items such as these will be required to be documented during the course of the design effort.

Question 3. This solicitation say that an offer guarantee (Bid Bond) is needed and there isn’t any information of what percentage to use for the bid bond under the bonding section. Payment bonds and performance bonds are both 100%. Can you please clarify this for me.

Answer 3: Bid Bonds/ an offer guarantee is not required. 100% Payment and Performance bonds ARE required.

Question 4. The contract drawings refer to an SOW Attachment 3, which is supposed to be the furniture layout. The contract documents do not include the furniture layout. Attachment 3 is actually the RMDF. Please provide the furniture layout.

Answer 4: SOW attachment 3 has been added. SOW attachment 3 is listed as “Attachment 8, SOW attch 3” Question 5. Government to identify types, quantities and locations of any hazardous flammable and combustible materials to be stored in the facility Answer 5: all Available reports will be provided. Any additional is up to the Contractor to verify. See attachments for hazmats Question 6. Government to provide the revised government desired floor plan layout changes from layouts in the Solicitation, as the government had referenced at the 5/11/15 job walk Answer 6: See attachments Question 7: Government to indicate if AutoCAD files of the Solicitation Attachment 4 Drawings provided by the government, will be made available to the contractor awarded the project.

Answer 7: Any available AutoCAD files for the current design will be made available upon request, however final design/as-builts CAD Standards are the contractor's responsibility, even if the provided drawings require changes Question 8: Will the government make available As-Builts of the original facility construction and pertinent renovations since.

Answer 8: Any available As-Builts files will be made available upon request through the 30CES Design Vault, however final design/as-builts CAD Standards are the contractor's responsibility, even if the provided drawings require changes. Please note that As-Builts may not reflect current condition and are a reference tool only. Field verification is the contractor's responsibility.

Question 9. : Confirm as discussed at the job walk, the government will provide all materials and labor to disassemble, reassemble and/or move/relocate existing furniture to allow renovation/repair within the areas of work Answer 9: Yes, the building occupant will disassemble/move all furniture and equipment from the areas scheduled for work prior to commencement of work and will return these items after each area is released back to them.

Question 10: Calls for repair of exterior finishes; Can government quantify the repairs? Do those repairs include existing louvers and doors?

Answer 10: This will be up to the design contractor to ensure all codes are met. However the intent is that a minimum all doors, louvers, and other finishes be operable and clean of rust/etc.
