Questions and Answers

1. Section 3.3 on the Scope of Work Document states the project shall conform to all applicable Federal, State, Local, and Base standards. It goes on to state that where there is a conflict between the referenced standards, the most stringent shall take precedence. In November 2014, DOD document UFGS 33 11 00 with the Air Force as a participating agency, was updated banning HDPE for potable water distribution applications. http://www.wbdg.org/ccb/DOD/UFGS/UFGS%2033%2011%2000.pdf. This directive can be found on Page 18, Section 2.1, Paragraph 4. With HDPE not meeting the requirement of the scope of work, what other piping materials are approved for use on the subject project?

ANS: That regulation says nothing about HDPE. The reference you are making is to Polyethylene (PE) pipe. High Density Polyethylene and Polyethylene are significantly different. The study that NAVFAC is basing their decision on was performed on Polyethylene; otherwise HDPE would be what they are banning for potable use.

2. Fused joint thermoplastic pipe products other than HDPE are extensively used in the water industry that meet all technical requirements of the project including a gasket free, fully-restrained corrosion proof system and meet all industry, Federal, State, local, and applicable standards and would add additional value to the government with lower cost and superior performance in potable water applications. Can these materials be included in responses by design build teams, and if not why would they not be considered as an option?

ANS: This is a design question which has an answer that can be determined during design.

3. The specified HDPE hydrostatic design stress (1,000 psi) utilizes a safety factor of 1.63 multiplied by the hydrostatic design basis of 1,600 psi, which has been marketed by the HDPE industry, but has not yet been approved for publication in AWWA C906. We would suggest that the same 2.0 safety factor be applied (as with all other piping materials). This would change the specified HDPE hydrostatic design stress to 800 psi, to assure appropriate design life of the pipeline.

ANS: Suggestion duly noted. However, HDPE has been tested extensively and the industry’s arrival at 1.6 as a factor of safety is acceptable.

4. We’d like to come walk the SLC2 area again this morning. Is that possible?

ANS: An additional site visit will not be scheduled.

5. At the job walk it was mentioned that Escorts will be required in some areas affected by this project. Please confirm as mentioned that Escort services will be provided by government as needed.

ANS: Confirmed

6. Please provide exiting utility maps reviewed at site visit for contractor review.

ANS: Existing utility map has been uploaded to FBO.gov. Please note, the map does not reflect the exact utility locations but is meant to demonstrate rough location and quantity of existing lines that need to be removed.

7. Please confirm that 10 hour shifts will be acceptable for this project.

ANS: Normal work hours are 07:30 am to 04:30 pm. Alternate work hours may be approved after award by the Contracting Officer.

8. It was mentioned at site visit that 35% drawings do not show all structures required by this contract to be serviced by water, please provide building schedule of all structures to be supplied with water under this contract, service size and whether they are fires services or domestic water.

ANS: Information unknown at this time. Design team can investigate this during design.

9. Will there be any restrictions on working times or hours for this project?

ANS: Yes, work is restricted during and before launch operations anywhere on base. Notices of such restrictions will be sent to the awardee contractor upon contacting or CE’s receipt of the restriction

10. Will there be any restrictions to closing access roads on this project in order to perform the required work?

ANS: Access roads can be closed, but will need to be coordinated with site personnel.

11. What testing of water lines and appurtenances will be required for this project? i.e. – pressure, bacteria etc.

ANS: Pressure tests, bacteriological testing, HDPE weld tests, flow tests for new hydrants, etc. The project is design/build. If there is anything missing from the current concept specifications, the contractor may be required to include them, especially if they are required by code.

12. Will there be any restriction of water shut downs in order to tie-in new water lines? Will standard cold tie-ins be allowed or hot taps be required?

ANS: Shut downs are allowed. Contractor shall propose their method.

13. What will be the expected point of tie-ins be at structures or facilities?

ANS: This project is design build. This is a design question to be answered by the designer of record.

14. What responsibility will this project have for non-functioning isolation valves required to isolate this system for tie-ins?

ANS: Assuming you are asking if it is the contractor’s responsibility to ensure the new waterlines are tied into the line on Tangair Rd without any additional costs, even if the isolation valves are non-functioning; the answer is yes.

15. Please provide a schedule of major materials needed that are not listed on the 35% design drawings. (Pressure Reducers / Hydrants / Valves / Double Checks). To be able to bid this project fairly across the board can you provide a quantity? If a list of major materials cannot be provided will prospective proposers be allowed to conduct a second site survey in order to determine the type and quantity of materials required?

ANS: Information unavailable currently and can be obtained by the awardee during the design phase.

16. On sheet #1 of the 35% drawings has an outline of the line that we are replacing. Can you please give me a list of facilities (Bldg. #’s) that will require tie in to the new service or number of buildings?

ANS: All existing buildings are shown on the design. These are required to be tied into the new system if they currently have a service. This can be determined during the design phase.

17. On sheet #3 C-09 are we responsible for the tie-in of Bldg. 1625 (Pump House) and the existing water tank or is this being addressed in another project? This was reference at the site visit as work that needed to be performed. Please confirm extent of new work to be performed as per the SOW dated 12/08/14 principle features of work #2 “The Contractor’s design shall include all the piping, valves, and appurtenances and shall comprise a complete and functional water distribution system.” Does this statement include the pump house?

ANS: Pumphouse and Tank are NOT part of this project.

18. Please confirm if UXO will be needed. As stated on the site visit the majority of the work is located within 15’ of the road and UXO will not be required. This statement conflicts with Section: 01000 General Requirements in the 35% Design Spec as we must include UXO in our work plan.

ANS: It was stated that a majority of the work is located within 15’ of the road. It was NOT stated that UXO monitoring will not be required. In fact, UXO monitoring will be required for the whole project area.

19. Please confirm if a SWPP will be needed / or any environmental monitoring to perform and complete this work.

ANS: This project is exempt from requiring a SWPPP. Environmental/Biological Monitoring will only be required if the alignment on the final 100% design deviates more than 3 to 5 feet from the edge of improved surfaces.

20. Have permits been obtained yet for local agencies, environmental needs, fire protection, and domestic water supply? Or has a determination been made as to the necessary needed? SOW states will be done prior to 35% submittal phase.

ANS: Permits are required to be obtained by the construction contractor prior to performing whatever work that requires a given permit.

21. SOW references Pipeline labeled “L6”; please provide sheet detail as it is not included?

ANS: There is no L6. That should say L5. An amendment with a revised Statement of Work has been posted correcting this clerical error.

22. Will plan and profile of pipeline improvements be needed? Please confirm due to SOW Section 2.3.7 – Elevation Design requirements – Not applicable to this contract.

ANS: Plan and Profile will be needed. “Floor Plans/Elevations Design Requirements” is referring to architectural plans. This is a civil/waterline project. All architectural sections are “Not applicable to this contract”. For further clarification… In Architectural Design, an Elevation is what they call the drawing of a building from the front, side, and back perspective. That’s why section 2.3.7 does not apply. In Civil Design, a side view is called a profile. These will be required.
