About this file

Amendment 1 for Solicitation FA460825QC055 provides a question and answer document for a hoist replacement project at Barksdale Air Force Base. The document extends the quote submission deadline to 1:30 PM CDT on 2 May 2025 and addresses 13 vendor questions regarding technical specifications, including hoist lift capacity (5 tons), voltage requirements (3 phase 220V), pendant drop configuration, installation details, and safety considerations. Key technical clarifications include confirmation of a 100% load test requirement, permission for welding and cutting, no equipment restrictions, and the addition of a proximity sensor system to prevent hoist collision. The solicitation is a small business set-aside for a commercial items contract with a size standard of 1,250 employees, managed by the 2d Contracting Squadron of the Air Force Global Strike Command.

FA460825QC055, Hoist Replacement, Amendment 1

DEPARTMENT OF THE AIR FORCE

2D CONTRACTING SQUADRON (AFGSC)

BARKSDALE AIR FORCE BASE LOUISIANA

29 April 2025

MEMORANDUM FOR Vendors/Offerors

FROM: 2d Contracting Squadron/PKP 801 Kenney Avenue, Building 4400, Suite 2300 Barksdale Air Force Base, Louisiana 71110

SUBJECT: Amendment 1, FA460825QC055, Hoist Replacement

1. The purpose of issuing Amendment 1 is to provide supplemental information in the form of a Question and Answers document, in addition to extend the Request for Quotation (RFQ) due date.

2. The following questions were submitted to 2 CONS by the deadline of 1:30 PM CDT on 25 April 2025 and the answers to each are highlighted below in red:

Question 1: What is the amount of lift the hoist requires?

Answer 1: It would be a one for one swap, needing to lift 5T.

Question 2: Is it explosion proof or spark resistant area features?

Answer 2: Room is not explosion or spark resistant.

Question 3: Is it a pendant drop or is a remote system required?

Answer 3: Pendant Drop

Question 4: What is the width of the bottom flange this new hoist will be mounted on?

Answer 4: N/A Original construction drawings could not be found. contractor would need to field measure

Question 5: Can you confirm the voltage is 3 phase 208V or 220V? The Salient

Characteristics document states the hoist motor voltage is 208V and the trolley motor voltage is 220V. Motors are generally either dual voltage or dual speed. The request is for two speed function, we will need to be accurate on the voltage for the motors.

Answer 5: it needs to be 3 phase 220V

Question 6: To make the runway legal there has to be access to the disconnect of the power supply to the runway. Do you know if there is a disconnect visible from where the hoist will be operated? If not, one will have to be installed by CMAA standards.

Answer 6: Disconnect is within male bathroom which contains the Mech room. New disconnect will need to be relocated to the hangar bay.

Question 7: Do you require a load test of the hoist after installation? The hoist will come certified from the manufacturer with a load test certificate. In some cases the end user prefers a load test upon installation as well. If a load test is completed, are we testing just to

100% or what percentage are we testing to?

Answer 7: 100% load test

Question 8: Do you have any specs on what conductor bar we are to use?

Answer 8: We do not have any specs on the conductor bar to use.

Question 9: What is the type and dimension of the monorail beam?

Answer 9: Beam Type = N/A. Original construction drawings could not be found. Contractor would need to field measure.

Flange width and thickness = N/A

Webbing depth and thickness = N/A

Question 10: The buss bar was a topic of discussion due to it being non-compliant with industry standard. From ground level, it appears the buss is open conductor with no insulation. There is not a continuous, permanent, and effective means of grounding the hoist present on this system. There is not a dedicated ground leg on the buss bar and the monorail is painted preventing a ground path through the frame and wheels of the hoist trolley. If you choose to replace the buss bar there may be some level of cutting and welding of the buss bar supports. Are there any restrictions against welding or cutting in the building? What is the spark containment requirements if cutting and welding is permitted?

Answer 10: There are no issues with welding and cutting.

Question 11: Are there any restrictions on equipment permitted into the building? Gas, Deisel, electric, propane fueled? Forklift, manlift, scissor lift, Semi-truck?

Answer 11: There will not be any restrictions. There will possibly be equipment that the building occupants will be working on, but all you will need to do is coordinate with the facility manager to ensure your work area will be clear and available. Space is large enough to accommodate a semi truck.

Question 12: I observed that there is nothing preventing the two hoist mounted on this monorail from making contact with each other or being operated in the same structural location as each other. The structural load rating for the monorail is 5 Tons. The hoist being replaced is rated for 5 tons lifting capacity. I could not verify the lifting capacity of the hoist that will remain on the monorail due to the capacity markings not being legible.

This allows the crane operator to potentially overload the monorail by using both hoist in close proximity of each other at or close to maximum capacity. This problem could be remedied by doing a structural analysis of the building to determine how far apart the hoist need to be away from each other to safely lift their max load rating simultaneously. A proximity sensor could be placed on each hoist/trolley to stop the hoist up function and the travel function when they get to close together. Would you want a proximity sensor system added to each hoist/trolley?

Answer 12: Yes

Question 13: If you choose to perform a load test, is there access to a water source to fill a water bag? Fire hydrant preferably. How far away is the water source from the hoist location?

Answer 13: The nearest hydrant is 300ft from center of hangar bay area and across Rickenbacker ave on the south-west corner of the intersection.

3. The due date and time of 1:30 PM CDT on Thursday, 01 May 2025 is extended to 1:30 PM CDT on Friday, 02 May 2025 for Solicitation FA460825QC055.
