FA4608-21-R-0004
Dorm Renovation Building 4323
Questions & Answers: 01 December 2020
Q1. Section B, Price schedule indicates Option 2 thru Option 4. Drawing A1 of 30A indicates Alternate 1 thru Alternate 3. Are these supposed to be the same. Generally there is a distinct difference between an
Option and an Alternate in the way awards are made.
A1. The term “Option” is used in the solicitation and should be interpreted as base bid and alternates as designated below:
“Item 0001” in the solicitation is the base bid
“Option Line Item 0002” in the solicitation is “Alternate No. 1” in the drawings and specifications
“Option Line Item 0003” in the solicitation is “Alternate No. 2” in the drawings and specifications
“Option Line Item 0004” in the solicitation is “Alternate No. 3” in the drawings and specifications
Q2. Scope of work for Option 4 in Schedule B does not agree with Alternate 3 on Drawing A1 of 30A.
A2. All work associated with Option Line Item 0004 (Alternate No. 3) is clearly shown on sheets A3.4 and P2.2 in the construction documents.
Q3. The paragraph prior to Paragraph 2. on Page 6 of 67 of the RFP indicates the contractor is responsible for some design. Can the RFP be more specific as to what the contractor has to design?
A3. Bidders are not being given incomplete design documents. They are being asked to completely construct what is represented by the provided 100% design drawings and specifications. There are instances when we ask the contractor to submit shop drawings. These instances are noted in the specifications as is standard industry practice.
Q4. Option 4 in the Schedule B indicates a vanity in dorm bath rooms. This vanity is not shown.
A4. All work associated with Option Line Item 0004 (Alternate 3) is clearly shown on sheets A3.4 and P2.2 in the construction documents.
Q5. Due date on Attachment 6 is wrong.
A5. Please see amendment 1 to the solicitation updating Attachment 6.
Q6. The due date for the proposals on beta.sam shows 2 December yet the due date on the solicitation document says 30 November, which is the correct date?
A6. Please see amendment 1 that extends the due date until 10 December 2020.
Q7. Can the technical requirement be changed to permit new construction projects in addition to strictly renovated projects?
A7. The technical requirements cannot be changed to new construction.
Renovations of existing buildings are generally more complex and challenging than constructing new buildings.
They require essential technical experience that would not be gained by new construction alone. Some of these skills include, but are not limited to:
Conducting selective demolition without compromising the final intent.
Identifying and reacting to potential unforeseen hazardous materials.
Identifying and correcting existing architectural, plumbing, electrical, and mechanical systems that may not be up to current building codes
Achieving the design intent while dealing with unforeseen dimensional challenges that could not have been identified as a part of a designer’s investigation.
Without specific renovation experience, the government is at increased risk, as the bidder may not be accounting for the appropriate amount of work, the type of work, and the time required to complete the project within their bid.
Q8. Drawings A3.1, A3.2, and A3.3 requires the removal of certain items such as refrigerator, washers, dryers, and etc. Are these to become the property of the contractor or does the government want to retain them? If so, will the government remove these items?
A8. All appliances noted for demolition become the contractor’s responsibility and should be disposed of in accordance with all applicable local, state, and federal regulations. See general note number 1 on sheet A1.
Q9. RFP Section L, Paragraph: 1.2 states Offerors are to submit three (3) copies of Volume 1 - Price
Proposal, Volume 2 - Technical Proposal, and Volume 3 - Past Performance Proposal. Block 13a of the SF
1442 states an original and three (3) copies should be submitted. Please confirm if the Government requires
(1) original + two (2) copies for a total of three (3) for each Volume ... or ... (1) original + three (3) copies for a total of four (4) for each Volume.
A9. We are requesting three (3) complete hard copies of your proposal and one CD that includes the entire proposal.
Hard copy proposals should include one (1) original and two (2) copies. Please make sure the original is clearly marked as such.
Q10. RFP Section L does not state all three (3) Volumes should or should not be provided in separate binders.
If required to submit separately, that could potentially be 12 separate binders (one (1) original + three (3) copies of three (3) Volumes). Please confirm Offerors can submit all three (3) Volumes in one (1) binder as long as it’s tabbed accordingly.
A10. All three (3) volumes may be in one (1) binder. Please tab each volume out for easy identification. Each proposal we receive should include one (1) binder marked “Original” and two (2) binders marked as copies. Note:
For quick identification, please include the CD copy in with the Original proposal binder.
Q11. For Volume 3 - Past Performance, in addition to the Prime Contractor’s project experience and past performance, please advise if the Government will accept the project experience/past performance of a major
Key Subcontractor to help meet the project experience/past performance requirements of this RFP.
A11. Subcontractors are not legally bound to remain on a project and therefore the Government does not normally accept past performance on behalf of a subcontractor. However, if the Prime can submit with their proposal a bi-laterally signed, legal agreement between the Prime and the major Key Subcontractor specifically for this project, it may be considered by the Government. This agreement must show the Subcontractor intends to remain on this project throughout the Period of Performance. The Government will determine whether the past performance will be accepted based on the information provided. Additionally, the Prime must submit a letter from the Subcontractor consenting to the use of their past performance.
Q12. For Volume 3 - Past Performance, please confirm if the Government will accept a CPARs or CCASS
Evaluation in lieu of the Past Performance Questionnaire. Many of our Government representatives have policies that will not allow them to complete past performance questionnaires after the CPARs Evaluation has been filed. Therefore, we respectfully request if a project already has a CPARs Evaluation from the
Government, please allow the submission of that Evaluation in lieu of the Past Performance Questionnaire.
However, if a project does not have a completed CPARs Evaluation, then the Past Performance
Questionnaire should be completed and submitted to the Contracting Officer.
A12. The Government will accept a completed CPAR / CCASS evaluation as part of the past performance volume.
There is no need to duplicate these projects with a Past Performance Questionnaire. However, often the
CPAR/CCASS does not provide enough description for the Government to determine if it is relevant. It is suggested that you also include a Reference List in accordance with the RFP, Section L, paragraph 4.1.1(c) as it provides the opportunity to further explain the depth of the project and why it fits the definition of Relevant as provided in the
RFP.
Q13. RFP Section L, Paragraph 1.2.3 Pricing Related Data requires Offerors to include in Volume 1 - Price
Proposal, Attachment 9, which is the Breakdown of the CLIN for Section B - Supplies/Services and
Prices/Cost. With the overall complexity of Attachment 9 and the large number of totals and subtotals that must be calculated and reconciled individually and adjusted to include all features of work will require additional time to complete the form. Requiring this level of a detailed breakdown at the time of bid submission will require Offerors to close out their estimates well before all the subcontractor and vendor quotes are received and properly scoped, which decreases the accuracy of proposal prices and ultimately may result in a higher price to the Government.
Please consider allowing the Offerors to submit Attachment 9 Cost Breakdown 24-48 hours after the proposal due date. The CLIN Schedule (Section B - Supplies/Services and Prices/Cost) would still be physically submitted in our Volume 1 - Price Proposal at bid time. Allowing Offerors to submit Attachment 9 Cost
Breakdown 24-48 hours after the proposal would likely result in more accurate/competitive proposals. Please advise if this procedure is acceptable to the Government.
A13. This requirement will not change. The cost breakdown (Attachment 9) will be required with the proposal by the closing date.
Q14. Please confirm if a Bid Bond/Bid Guarantee will be required with the submission of our Proposal.
A14. A bid bond/guarantee is not required.
Q15. RFP Section L, paragraph 1.2 requires Offerors to submit one (1) original plus three (3) hard copies, as well as one (1) CD of all 3 Volumes. With a Price Proposal Prime Contractors are often taking subcontractor bids up to the last minute. If we are required to provide 4 hard copies then burn a CD of all 3 Proposal
Volumes prior to the bid opening, that will affect our ability to provide the Government with the best price due to the amount of time it will take to provide copies, assemble and burn a CD. Please confirm if it would be acceptable if the CD containing Volume 1 - Price Proposal can be burned inclusive of everything except
Section B - CLIN Schedule and Attachment 9 Breakdown, since the Government will already have one (1) original plus three (3) hard copies of Section B and Attachment.
A15. Please include everything you submit in your hard copy proposal on the CD. Only three (3) total hard copies are required (see Question/Answer 9 above).
Q16. RFP Section L, paragraph 1.2 requires Offerors to submit an electronic copy (CD) of all 3 Volumes.
Please confirm if all three (3) Volumes can be on one (1) CD.
A16. All three (3) volumes may be on one (1) CD.
Q17. Solicitation, Section C – Statement of Work states any issues with mold, lead, or asbestos issues will be abated and address as part of the renovation. I have not found an asbestos/lead report included in the documents.
A. Does the building contain lead or asbestos? If we are to include abatement, please include the report and offer another site visit for the abatement subcontractors the opportunity to see what is to be abated.
B. Is there a mold mitigation plan?
A17. Asbestos, Lead, and Mold report dated 18 August 2020 will be attached. Abatement and Mitigation work as recommended by the report should be included.
Q18. It does not appear the ceiling demo and floor demo drawings do not corelate with the plumbing drawings that would show the likely need of cutting and patching the ceilings in the first and second floor bath ceilings under the new showers for installing the new shower drains.
A. Please advise if the qyp ceilings will require cutting and patching.
B. It appears the plumbing drains in the first-floor units at the mech units will require cutting and patching of the floors as well as the ceilings. Please clarify
C. The first-floor restrooms in the lobby area appear to totally reconfigures to where most of the concrete floor will be required to be removed. Bringing this up because many plumbing contractors prefer not to include cutting & patching of the concrete and if these items are not shown on a demo drawing, some contractors may not see this.
Please correlate MEP demo with regards to floor and ceiling demo/replacement on demo drawings, at a minimum reference the ceiling / slab demo on the MEP demo drawings.
A18-A. See Addendum. All gyp ceilings will be removed and replaced.
A18-B. Reference drawing sheets, numbers, and room numbers specifically with this question. I don’t see where additional cutting and patching will be required for 1st floor mechanical units.
A18-C. The enlarged demo plan on Sheet PD1.2 shows significant under-slab and in-wall piping to be demolished.
The architectural demolition sheets show demolition of walls and ceiling. The specific extent of the demo will be only as required to make the new tie-ins as designed.
Q19. It does not appear the ceiling demo drawings do not corelate with the HVAC drawings showing the new duct and vents being installed in the hall and kitchen/bath. Please advise if these are new vents and the gyp is to be cut and replaced.
A19. See Addendum. All gyp ceilings will be removed and replaced.
The question needs to be more specific as to which drawings do not agree. Generally, in the areas noted, the ceiling demo drawings look to correlate appropriately with the HVAC demo and HVAC new work drawings to show ductwork being re-used while fcu’s and grilles are being replaced. If the contractor could reference sheet numbers, drawing numbers, and room numbers more specifically I could give a more specific answer.
Q20. Plumbing drawings are showing the tubs to be replaced w new shower pans.
A. What are the existing tubs made of, cast iron or fiberglass?
B. Since the shower drains are not in the same location of the tub drains, what is to be used to plug the existing tub drain hole through the slabs?
C. Confirm for bidding purposes the new drain/p trap for the shower on the ground floors will tie into the existing stub for the tub drain, to where only the slab will be removed and replaced under the shower and not beyond the tub.
A20-A. Material of existing tubs is unknown. Confirm at pre-bid walkthrough.
A20-B. The drain locations shown for both existing and new tubs and showers are diagrammatic. The specific location of the existing drain is not dimensioned should not to be scaled from the drawings. Also, the government cannot proprietarily specify the shower pan that the contractor will submit, so we do not know the specific location of the new drain, as it should be coordinated with the submitted and approved fixture. It is the contractor’s responsibility to coordinate the appropriate demolition and restoration required. Any penetrations between floors shall be plugged in a neat and professional way that meets NFPA requirements, and any demolition of slabs on grade shall be restored with concrete and vapor barrier to match the adjacent concrete.
A20-C. See A20-B. It is the contractor’s responsibility to install and tie in new plumbing. The intent is that the shower drain tie-in to the same drain line as the removed tub. The contractor will conduct whatever level of slab demolition is required to achieve that result.
Q21. Sheet A2.2 states to provide a new gas grill. Please provide the basis of design for the new gas grill
A21. Grill will be owner provided, not in contract. Gas line and regulator are in contract.
Q22. Sheet A3.1-3.3 Demo note 2 states to remove vinyl wall covering
A. Since the site visit is somewhat regulated and all subs are not able to visit the site, please consider providing either the SF area or show on the drawings where the vinyl wall covering is.
B. States to include replacing of gyp board if damaged, if a quantity of damage gyp is not provided, should we assume all of the gyp behind the wall covering should be replaced? Has some of the vinyl wall covering been removed to see how the removal may affect the gyp?
A22-A. See Addendum. All gypsum board on walls and ceilings will be removed and replaced.
A22-B. See Addendum. All gypsum board on walls and ceilings will be removed and replaced.
Q23. Sheets A3.1-A4.3 states to replace all water damaged gypsum board. Please provide an amount of gypsum that should be included in proposal that is water damaged or should we include all gyp board?
A23. See Addendum. All gypsum board on walls and ceilings will be removed and replaced regardless of condition.
Q24. If the shower is to be a one-piece unit, if does not appear it will fit through the existing bathroom door. I believe most one-piece units are 32” – 34” wide while it appears the existing bathroom door is 30”. Please clarify if the shower is a one-piece unit or basin w/ wall panels.
A.24. See Addendum. All gypsum board on walls and ceilings will be removed and replaced. Removal of 2 studs at this time should allow an approximately 48” opening. Coordinate delivery and installation of specified fixture with appropriate demolition.
Q25. Sheets A3.5 & 3.6 show a wall type F at the new unisex restrooms; the wall legend states wall type F not used on this sheet. Please clarify if these are new 4” CMU or furred gyp, or just painted walls.
A25. Wall type “F” in this question should actually be wall type “C”. No new CMU wall in this location. This is an existing cmu wall furred out with 3-5/8” studs, batt insulation, and drywall on the restroom side.
Q26. Sheet A5.2, door 91 shows an aluminum / glass door back into an existing HM frame, while the same doors on floors one & two show HM doors. Please clarify if door 91 to be a new alum or HM door.
A26. Door 91 should be HM (not aluminum) similar to door 17 and door 55.
Q27. Sheets A3.1-3.3 is showing the unit bathroom doors to remove door only, frames to remain, while on the door schedule is showing new HM frames. Please clarify
A27. Unit bathroom door frames should remain. Replace door only.
Q28. Sheet A6.3, had a similar situation where the stair clearance at the bulkhead was not 80” at the higher riser due to coming down the stairs. Just an observation. Could be minimized by only having a gyp cover at the beam w/ 1x and pulling back the bulkhead back a bit. Again, only an observation.
A28. Noted. Agree that there is no need to reduce head height this location. Gyp bulkhead is required regardless, and this dimension should not impact bid.
Q29. Sheets A3.4-3.6, Construction Note C12 calls for sound board at common wall to lobby areas. Please provide basis of design for the sound board. If this is a gypsum product, please confirm the substrate securing to is metal studs.
A29. CertainTeed Silent FX Noise reducing 5/8” drywall or approved equal. Substrate is existing studs unless otherwise demolished by other parts of the project.
Q30. Since the shower drain will need to be moved to the center of the showers, please confirm the ceiling framing in the 1st & 2nd floor bath ceilings will have ample room to install the drain to the riser. It is anticipated the ceilings in the bathrooms over the showers on the 1st & 2nd floor will require some demo and patching, are the unit drywall ceilings textured or smooth finish?
A30. Framing is Unknown. See Addendum for ceiling demolition. All gypsum board on walls and ceilings will be removed and replaced.
Q31. Since new drains are to be installed, what is the thickness of the floor slab?
A31. Varies
Q32. Since core drilling will be required, please confirm the slabs are not post tension slabs.
A32. Floor slabs are not post tension.
Q33. Sheet A6.2, Enlarged toilet layout, a note shows OH braced w/ blocking above the ceiling. Please clarify if over head braced or ceiling hung is the required toilet partitions. OH braced still has floor mounts for securing and leveling and doesn’t require above ceiling blocking while Ceiling hung does not have floor bases.
If ceiling hung is required, please confirm metal studs can be used to create the hanging system. The ceiling hung partitions are not as strong as floor mounted / OH braced and are more expensive.
A33. Provide OH braced with blocking in ceiling at mounting points as noted.
Q34. Spec section 10 43 10 Signage – Is showing what the product is for interior sign, but not exterior. Are they the same? Are we to provide signage at the 48-unit doors or just in the common area?
A34. Existing exterior signage is to remain and be cleaned. New interior signage per documents and UFC.
Q35. Sheet A6.1, detail 6 states to provide 2’ wood blinds to match wall covering but no specifications. Are we to provide the blinds or gov furnished / gov install, if not, please provide basis of design for the blinds?
Are we to provide blinds at all floors?
A35. Kirsch 2” Classic Wood Blinds or approved equal. Contractor furnished and installed. Install at lounge and game room on all floors as indicated.
Q36. Sheet A3.4, Curtains are stated to be provided to cover the wall of mirrors in the lounge, please provide the basis of design.
A36. Knoll Ripplefold Complete drapery system or Approved equal. Center Opening, Manually Drawn. Fabric to be selected by 2Ces Architect.
Q37. Please confirm all furniture and / or appliances will be removed by others, prior to receiving NTP.
A37. All fixtures and appliances noted in demolition drawings are contractor responsibility. Furniture will be removed by others.
Q38. Please confirm utility services will be provided to the contractor at no cost.
A38. Contractor will not be charged for utility service.
Q39. Can we use a garbage demolition shoot for demo on the second and third floors demolition?
A39. If all applicable safety regulations are met, yes.
Q40. Page A3.7-General Life Safety Notes, Line Item 8, what is he size of the classroom windows? (There is no window schedule in the CDs)
A40. There is no classroom in this building.
Q41. Will contractor be allowed to have construction office? Conex storage boxes onsite?
A41. Yes. Office, storage, and laydown area will be available
Q42. Can we get a list of MACC. contractors that are currently working on base?
A42. There currently isn’t a MACC on Barksdale AFB.
Q43. STAIR HANDRAILS, are these typical details for all the stairs as stipulated on the plans?
A43. Plans stipulate that demolition and replacement of stair railings applies only to the single stair interior to the building and not the 3 exterior stairs.
Q44. For each Volume, is the Table of Contents and the Tab Separator pages included in the page count limits?
A44. No, the Table of Contents and Tab Separators are not included in the page count limits if properly marked.
Q45. If submitting a proposal as a Joint Venture, are we required to include the JV Agreement in Volume I.
A45. No. An approved Joint Venture should have a separate CAGE Code showing your Joint Venture partnership.
Make sure this is the one you use on the SF 1442 when submitting your proposal. The Government should be able to verify the Joint Venture in SAM and may contact the SBA to verify. Please include the Approving SBA District
Office information somewhere in Volume 1 of your proposal. (This has often been included in the Cover sheet of the proposal)
Q46. Volume III, Past Performance criteria, can you please consider a five year look back instead of 3 years.
A46. Not at this time. The requirement will remain at three (3) years.
Q47. Volume III, Past Performance. Are we required to include in the proposal the PPQ letter sent to the client or / and the first page of the PPQ?
A47. The PPQ letter sent to the client does not need to be included in your proposal. The clients should be sending the PPQ’s directly to the Government POC in the letter and therefore should NOT be included in your proposal.
You may submit a Reference List of your past performances that you want considered in this volume to include those in which you sent PPQ’s. See Section L, paragraph 4.1.1(c) for what to include in this reference listing.
Although it is the Prime contractor’s job to send out the PPQ’s and ensure they get completed and returned to the
Government, the Reference List you provide in this volume should provide the information necessary for the
Government to contact the references directly in the case where no PPQ is received or additional information is required.
Q48. Due to COVID-19 concerns, will you please consider electronic delivery as an option for submittal.
A48. You may send your proposals via FEDEX, UPS, etc if you are concerned about COVID. They may also be hand carried and dropped off directly at our office. At this time, electronic delivery is NOT an approved option.
Q49. Please confirm that for Section I only page 24 should be included.
A49. There are two (2) clauses in Section I that must be completed and included with your proposal: Page 24, FAR clause 52.209-11 and FAR clause 52.219-28 on pages 25-27.
Q50. Please confirm page count or exclude page count for Volume I. Section I = 1 page, Section K = 12 pages
,Bid Form = 1 page, Attachment 9 = 1 page, SF 1442 = 2 pages, in addition to exceptions and listing authorized offeror. The reps and certs alone are more than 10 pages. Please advise.
A50. An amendment is forthcoming that will increase the number of pages for Volume 1 from 10 pages to 20 pages. Please keep in mind that if you have all the clauses in Section K completed in your SAM registration, you do not need to include them in your proposal. The Government can download them directly from SAM.
Q51. Spec section 23 05 93 TAB for HVAC Systems does not clearly state if the TAB firm quotes the prime contractor or the mechanical contractor. Please clarify.
A51. The contract documents leave this to the contractor discretion but Barksdale CE preference is that the TAB firm be hired by the mechanical contractor.
Q52. Please provide additional detail for new fixed windows marked “W1”
A52. See elevation W1 on sheet A5.1 and specification section 088000. This is a direct replacement of window frame and glass in existing opening, with a non-operable HM Window frame and 1” insulated safety glass.
Q53. Following up to the previous RFI on windows are the W1 windows blast rated?
A53. The windows are not blast rated
Q54. And Suite room types, the wall between the bedroom and the closet room is to be demolitioned and the area becomes one space. The ceiling heights are not matching in these existing rooms. Will we be required to raise or lower one of these ceilings to achieve a level ceiling?
A54. Design intent is to construct a bulkhead in location of demolished wall to enable the ceiling height to be furred down in this location. Miscellaneous stick framing as needed. Note that all gypsum ceiling and wall board is to be removed and replaced per amendment 1.
Q55. The wall covering is to be removed throughout and walls painted. Typically during wall covering removal from the gypsum board, damage occurs to the paper part of the gypsum board. It typically tears off with the wall covering removal. Should we figure replacing all wall gypsum or a percentage for bidding purposes and if so what percentage?
A55. Replace all gypsum wallboard. Please see amendment 1 posted to beta.sam.gov.
Q56. Do prelaminated surfaces (i.e. millwork) need to be included in the painting scope of work?
A56. Most of the new millwork is painted. There are a few miscellaneous plastic laminate surfaces called out.
How the end result is achieved as shown in the plans and specifications is contractor’s discretion.
Q57. Confirm no new finishes on windows in dorm suites.
A57. All trim is to match HM Door frames. No aluminum windows are to receive paint.
Q58. Confirm no new finishes for building exterior (walls, deck floor, exterior stair wells)
A58. The only new finishes on the exterior of the building will be the prefinished metal called out on A4.2, and any repairs needed after creating a mechanical access point for the attic in the west facing gable.
Q59. Will failed finishes on the exterior after washing need to be included for repair and finishing?
(i.e. deck coating, wall coating, doors/windows, etc.)
A59. Any damage to existing exterior finishes will be assessed on a case by case basis. Contractors will be responsible for damage caused by negligent cleaning practices of finishes in good condition but not for finishes that are compromised or are determined to have an unforeseen weakness.
Q60. Do any failed joint locations need to be prepared and resealed with joint sealant?
A60. Any damage to joint sealants will be assessed on a case by case basis. Contractors will be responsible for damage caused by negligent cleaning practices of sealant in good condition but not for sealants that are compromised or are determined to have an unforeseen weakness.
Q61. Will existing mold be remediated by the contractor or by others prior to job start?
A61. Mold remediation is contractor responsibility. Note amendment 1 that all gypsum wall and ceiling board will be replaced.
Q62. What will be the documentation requirements and procedure for certified payroll submission?
A62. All certified payrolls will be sent to the contract administrator via the prime contractor. The most widely form used is the WH-347 Form found on the Department of Labor’s website: https://www.dol.gov/agencies/whd/forms If there are payroll discrepancies, it will be handled through the contracting office and prime contractor.
Q63. Will full staff background checks be required and badges necessary or will temporary badges with escorts be allowed if an ID is provided?
A63. Only a base pass will be required for this project. Individuals will go through a background check when their base pass is submitted up to security forces for approval.
Q64. Will all leaks be repaired prior to dorm room finishing to prevent rework?
A64. Noted leaks should be documented and referred to base CE during construction.
Q65. Will all rooms have HVAC and lighting to provide proper ambient conditions for installed materials?
A65. Lighting and HVAC is part of the contract scope. Contractor should sequence the job appropriately to ensure proper conditions for installed materials.
https://www.dol.gov/agencies/whd/forms
Q66. Can a proposed project sequence schedule be provided?
A66. Project sequence schedule will not be provided.
Q67. Will access be allowed to the entire building during construction or is phase work required?
A67. Contactor will have full building access throughout the entire construction period.
Q68. Is there an estimated award/start date?
A68. There currently is not an estimated award/start date. Offers must provide at least 210 calendar days after the date offers are due for Government acceptance (reference block 13d in solicitation).
Q69. The equal to the USG 489 Frost ceiling tile is Armstrong’s 556. Can this be approved as an equal for
Acoustical Ceiling Manufacturer.
A69. Even if a basis for design is given, the suspended ceiling specifications are not to be interpreted as proprietary.
The contractor should provide a suspended ceiling system matching or exceeding the specification in dimension, quality, materials, performance, durability, and appearance.
Q70. Can other gutter systems besides ARMCO be used?
A70. Even if a basis for design is given, the gutter specifications are not to be interpreted as proprietary. The contractor should provide a gutter system matching or exceeding the specification in quality, materials, performance, durability, and appearance.
Q71. Is Attachment 10 - Responsibility Questionnaire – Financial required to be sent as part of the proposal process or after award? There were no instructions in Section L on this requirement.
A71. Attachment 10 would need to emailed to me at michael.madison.2@us.af.mil prior to bid closing and/or submitted with the proposal.
Q72. With the removal and replacement of ALL gypsum board will the POP be extended do the this large change in scope?
A72. POP will not be extended as the additional demolition scope will be balanced by reduced complexity with selective demolition, mechanical, electrical, and plumbing.
Q73. Can the DOR provide a detail for the exterior wall on the suite? Need to know how current gypsum wall is secured to exterior wall.
A73. No detail is available. Assume industry standard gypsum on stud detailing.
Q74. Currently the suites have wall hung curtains with a window sill. With the replacement of drywall on the exterior wall should new blinds and window sill be provided as part of this proposal?
A74. No new blinds or curtains are required beyond what is currently called out in the documents.
If existing window sills cannot be protected and reused, they should be replaced in kind.
Q75. Please confirm the new rubber stair treads are only to be provided and installed at interior stair way and NO rubber stair treads will be provided and installed on the exterior stairs.
A75. New rubber treads are to be installed on interior stair only.
Q76. Are there any electronic access controls required? The hardware specifications are pretty vague, is there a specific access control type expected or can we go with an industry standard?
A76. Refer to A5.1, A5.2, and A5.3. Electronic access controls are not indicated.
Q77. There is an alternate that calls for replacement for the individual apartment entry doors and hardware to be replaced. Are the frames also scheduled to be replaced under this alternate?
A77. Refer to “alternate #1” on sheet A1.
Q78. What are the closets in each room to be used for? Rooms are ID’d as “FCU” but I don’t know what that means. Doors to these closets (i.e. 2, 3) are scheduled to have storeroom locks. Is that correct?
A78. Refer to “Mechanical legend” on sheet M1.1 for meaning of FCU, and refer to “M” sheets for what the rooms are used for. Door hardware is scheduled accordingly.
