Question #1:

The $1,000,000 valuation of completed or on-going projects is high, and would preclude a significant number of SDVOSB firms from submitting. Would the Government consider lowering this valuation to $500,000, which would allow for greater competition?

Answer #1:

The government has conducted Market research that does show adequate competition is available using $1,000,000.00 as a minimum requirement.

Question #2:

The RFP documents only include specification section 08 71 00 Door

Hardware. After a quick review of the project, there are many more construction divisions covered by the drawings and Statement of Work. Will the missing specification sections be provided?

Answer 2:

Actually 3 specification sections have been provided:

075216 SBS Modified Bituminous Membrane Roofing;

08 71 00 Door Hardware; and

09 90 00 Paints and Coatings.

Also, the Final SOW provides information typically found in individual specifications, such as the required submittals (types and quantities) for all materials and systems to be provided under this project (see Paragraph 14); and acceptable proprietary products (see Paragraph 15). In lieu of specific installation instructions provide in the SOW, the manufacturer's installation instructions shall govern.

Recommend that the bidder thoroughly review the drawing sheets; these sheets are a hybrid of both drawings and specifications (see notes).

The bidder is reminded that the FARS require that materials must be new and suitable for the intended purpose.

It is the aim of the designers, in coordination with BCE, that the Contractor shall provide, through the shop drawings and other submittals provided by his material suppliers and subcontractors, the detailed, 'nuts and bolts’ aspects of the construction. We believe that the project SOW is developed to such an extent that, coupled with the shop drawings and other submittals and in the hands of a capable contractor with a professional crew, the project can be carried out successfully.

However, if the bidder discovers specific omissions or ambiguities in the Government-provided information that cannot be reasonably interpreted, he should submit RFI(s) concerning these specific omissions or ambiguities in order that the Government may clarify or elaborate, as needed.

Question #3:

B4565 Renovation for A6/A9 – on the 1442 says offer guarantee not required. Unusual on a job this size. Will that be amended to require an offer guarantee?

Answer #3:

The offer guarantee has been waived by the contracting officer however, we do ask that the proposal be valid for 180 calendar days.

Question #4:

Has a roof core sample been taken of the different roof section?

If so we need the results of the core cuts.

If there have not been any core cuts some need to be done and the finding sent out.

Answer #4:

If a roofing sub-contractor(s) would like to make some core cuts to analyze the existing roofs they may at their own expense. The results must be provided to the government for distribution to all interested parties. Sampling should be kept to a minimum. The roof must be patched to a water proof state after the core samples are taken. If the contractors would like to perform the sampling they should propose a date, time and proposed sample locations for our consideration.

Question #5:

Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

Answer #5:

Yes, the letter will be provided to the contractor at time of award.

Question #6:

Will the Government provide comprehensive written badging requirements for the project if badging is required?

Answer #6:

No badging will be required; some currently occupied areas may require escorting of contractor personnel.

Question #7:

Where will the designated parking area be for workers accessing the construction site?

Answer #7:

There will be no ‘designated’ parking area for the contractor. A portion of the building is and will remain occupied throughout construction. Parking will be on a first come first served basis.

Currently there is available parking in the lot serving B4565. See the attached sketch for anticipated parking and lay down areas, this is subject to change. There is overflow parking available in close proximity to the building. Parking spaces may be coned off for deliveries.

Question #8:

Will the fire sprinkler system and/or the fire alarm system need to be disrupted during construction? If yes, what if any additional security measures will the government require e.g.

fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

Answer #8:

Yes, both are being modified under this contract. See sheets A04, FA01, FA02, FA03 and FA04.

If yes, what if any additional security measures will the government require e.g. fire watch, temporary fire alarms, adjustments to sprinkler heads, etc… Keep the system operational as long as possible, during periods of complete outage the ECC must be notified at 456-2642. Turning of sprinkler heads to upright is generally a contractor option to prevent accidental activation and system flow.

Question #9:

Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

Answer #9:

The contractor may hire anyone they want as long as they meet the trade certifications. Argus has done fire alarm work in the past at Barksdale and FSS has done fire suppression work at

Barksdale in the past. Again ECC will be notified at 456-2642 for all system outages.

Question #10:

Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?

Answer #10:

Contractor may hire any qualified testing firms; the testing firm(s) will be subject to the same base access criteria as the general contractor.

Question #11:

When will the Specifications, book be released?

Answer #11:

Only three specification sections are included: 075216 – SBS modified bitumen membrane roof, 087100 – Door hardware, 099000 – Paint and Coatings

Question #12:

Has the mastic been tested for asbestos? What is the Governments’ policy if asbestos products are encountered during construction?

Answer #12:

The government has NO test results for the mastic. The general contractor should include in their bid any material testing them deem necessary. If those tests produce positive results for materials that require abatement, the contract will be modified as needed at that time. What is the

Government’s policy if asbestos products are encountered during construction? If asbestos products are encountered during construction they must be abated in accordance with state and federal requirements.

Question #13:

Is the paint lead based?

Answer #13:

The government has NO test results for the paint. The general contractor should include within their bid any material testing them deem necessary. If those tests produce positive results for materials that require abatement, the contract will be modified as needed at that time.

Question #14:

During roof top inspection, there was mention that Single Ply roof was to be installed, was this in addendum's?

Answer #14:

The roof system will be SBS Modified Bitumen Membrane, see specification 075216.

Question #15:

Were there core samples made?

Answer #15:

No.

Question #16:

What was the findings? Several core samples must be made for accurate thickness of taper insulation.

Answer #16:

See previous response regarding roof core samples.

Question #17:

Ponding water can void manufacture warranty on modified roof system.

Answer #17:

Taper the roof insulation to prevent ponding.

Question #18:

Single-ply roof system would be the preferred roof system for this building because of the risk of standing water, even with tapered insulation there is not a guarantee that all water will drain.

Foliage from tree's near building can & will block drains from working correctly.

Answer #18:

The roof system will be SBS Modified Bitumen Membrane, Barksdale personnel will be responsible for maintenance of foliage/debris removal from roof drains.

Question #19:

The tile under cabinet and in closet – the 9x9 tile hasn’t been removed. Does this mean that it has asbestos and therefore needs to be abated?

Answer #19:

The government has NO test results for the tile. The general contractor should include within their bid any material testing them deem necessary. If those tests produce positive results for materials that require abatement, the contract will be modified as needed at that time.

Question #20:

Please confirm if G.C. must prime and apply two coats of paint on all existing surfaces?

Answer #20:

YES

Question #21:

What is the size of the air handler?

Answer #21:

See the Keynotes on sheet MO2.

Question #22:

the roof plan on Sheet A11 does not indicate a 100% sloped roof is this required

Answer #22:

The Contractor shall indicate in the roof shop drawing submittal (GA) that the all areas of the roof are to be entirety sloped with either tapered insulation or by means of the existing roof deck.

All areas of the entire roof shall slope toward existing roof drains, the gutters shown, or the roof edges.

Clarification to bidders – as part of this contract the general contractor is responsible for the removal and disposal of approximately 44 server racks/cabinets that remain in the former server room area. The typical cabinet is 24”w x 36”d x 84”h.
