Questions and Answers
7. Attachment 2, Environmental Req’ts, Paragraph titled Lead Based
Paint states; the contractor will determine the existence of LBP prior to the removal of paint. Obviously, this test would be performed after contract award and if LBP is detected how will the contractor be compensated for the additional cost associated with the removal, handling and disposal cost? If this is factored into the bid up front, the government would pay a much higher cost than necessary if LBP is not present. Would it be beneficial for the Government to test for
LBP prior to bidding so the government would not potentially pay for this cost if LBP is not present and all contractors could bid accordingly if LBP does exist?
Disregard, there isn’t any Lead Based Paint on the runway.
8. What is the runway surface substrate, i.e. concrete, asphalt or combination? If it is a combination please furnish areas of each type.
Concrete.
9. There are no specifications on the removal method, is UHP water an acceptable method?
Yes.
10. If UHP water is utilized for the removal process, can the collected water be discharged to grade provided that the solids are filtered and no hazardous materials are present?
Yes.
11. The RFP states the work will be performed 11-14 MAR 2016. At what time can work commence on 11 MAR 16 and what time will work have to cease on 14 MAR 2016?
It might not even be that weekend, but usually the runway shuts down on the Friday night and opens back up the following Sunday night.
12. The RFP states that there is 20,000 LF of new layout. Please identify what this encompasses.
All layouts for putting any paint markings back down according to
ETL 04-2.
13. With the quantities listed in the RFP it may not be possible to complete all work during the stated shutdown. Weather, temperatures, mechanical issues, and existing coating thickness will all play a part.
With this in mind, if all work is not completed within the stated shutdown can work be performed the following week during off peak flying activities provided there are no FOD issues by the contractor.
The government understands that there are factors that can affect performance, but when this has happened in the past, yes, other weekends were utilized; it just depends on scheduled flying days, reserve weekends, etc. But the government is flexible.
14. If all work is not completed during the stated shutdown and the contractor has to de-mobilize and re-mobilize at a later date, what is the longest timeframe the Government anticipates for work to re-start?
There are too many unknowns to answer this but the government will work with the contractor.
15. If markings are removed and rain should prevent the application of the new markings during the shutdown, does the government have a contingency plan for this?
Yes, get it done as soon as weather permits.
