All known drawings have been provided to 2Cons for upload so all contractors have access to information.

Sept 24 2015

Please provide any available information specific to the design of the existing fire protection systems at Building B6626. The SOW for the repair/replacement of the existing Foam systems requires verification of certain design of the existing will help prepare this information and determine specific scope much more accurately.equipment and devices along with as‐built plans and calculations. Knowing anything about the Please confirm if there is any information available.

All known drawings have been provided to 2Cons for upload so all contractors have access to information.

At the pre‐bid site visit it was mentioned that each Bid Option was to be priced separately. Per the Solicitation, the Bid Options mentioned in the SOW (Item No 0002 Option) ‐ item #3 are requested as one Net Amount. Please clarify if those are to be provided as a separate option, altogether in one price, or if each item on the list is to be priced separate.

2CON needs to answer. I just know that if a tech eval will need to be done then I will need to see all line items, but all line items definitely need to be addressed in contractor responses.

I have attached information regarding the design criteria for Fueled and unfueled aircraft. This information is from ETL 98‐8. Please clarify which option applies.

Fueled aircraft Sept 24 2015

I have attached a copy of the ETL section referenced above. This is mentioned as a bid option and the recommendation is to reroute the pipe in a trench or above the slab. Please specify where this particular item is located.

This is in referece to any fire protection water service entrance into the building. So you can put in trence or you can intercept it outside, turn pipe up and then bring pipe through facility wall ‐ whichever is more feasible.

Sept 24 2015

The first Bid option in the SOW section referenced above requires all the existing sprinkler heads to be replaced. Is there a known quantity of existing sprinkler heads?

2Con has drawing for reference and could have been determined at site visit.

Sept 24 2015

Section A1 of ETL 98‐8 explains the required Construction for aircraft hangars. Attached are the associated pages. Please confirm if B6626 is constructed to these requirements.

Assume it is in compliance. Sept 24 2015

8 Please confirm if containment for the AFFF foam will be necessary.

Please follow all proper testing procedures, foam should not be allowed to enter aircraft parking/flightline area.

Sept 24 2015

The attached section of ETL 98‐8 is referenced in the Specific Bid Options in the SOW. However, the Corrective action requires only (1) test header to be added. Per the ETL, there should be at least (4) added.

As SOW states(Para 1a), the system has to comply with ALL applicable codes and be approved by FPE and AFCEC. Price as applicable to code and if it differs SOW then annotate where it differs and state that is a code requirment to ensure system meets ALL applicable current codes (Civilian, DoD, AF...). Numbers present are for reference and do not necessarily indicate all work necessary to bring system to code.

10 How many heads are to be replaced as part of the stated options 2Cons has drawings Sept 24 2015

There was no clear information on the primary foam tank capacity please inform us as to what the required foam capacity needed is.

2Cons has drawings Sept 24 2015

12 Are there any underground pipe plans that depict where the lines enter the hangar? 2Cons has drawings Sept 24 2015

Is there any additional information as to the requirements of the temperature monitoring and the humidity control systems?

Temp Monitoring ETL02‐15:

A1.5.4. Temperature Monitoring System.

A1.5.4.1. Provide a system of temperature sensors for the aircraft servicing area in all geographic areas having a 99.6% dry bulb temperature less than ‐1 °C (30 °F) when wet‐pipe sprinkler systems are present. The temperature sensors will be located at the same level as the sprinkler piping and spaced not more than 60 meters (200 feet) apart. Provide this temperature monitoring to ensure a warning when freezing temperatures endanger sprinkler piping.

A1.5.4.2. This facility temperature monitoring system will be tied into the FACP as a dedicated supervisory zone, and this supervisory signal will be transmitted to the fire department in the same manner as all fire‐related supervisory signals in the facility.

Humidity Control NFPA 72: Para

10.3.5.3 At a relative humidity of 85 percent and an ambient

temperature of 30°C (86°F)

Sept 24 2015

The Schedule of Work Mentions a Fire Pump (See Paragraph #2 ‐ Third Bid Option regarding Fire Department Connections). Please provide any available information on the fire pump feeding these systems. Does the existing fire pump fall under the new scope of work at all?

This is in the document to clarify that AFCEC has directed that no fire department connection is required. There is no work on any fire pumps on this project.

Sept 29 2015

15 Are new RPZ backflows to be installed for each fire main riser? Not unless required by any applicable code, otherwise follow SOW Sept 30 2015

Will the new location of the underwing AFFF fixed nozzles extending further out into the hanger be acceptable to the government in relation to the placement of the aircraft?

Location of nozzles needs to stay in current location. Moving the location of the nozzles would put them to close to aircraft.

Sept 30 2015

Per the government’s response to RFI log No. 5, Is it acceptable to intercept the AFFF piping main for the underwing nozzles overhead and then bring it down at the new nozzle locations with new supports?

N/A Sept 30 2015

Are protection bollards to be provided for the AFFF nozzles as per the SOW, item 3. Bid Option; for the new fixed underwing nozzles and the existing two side nozzles?

Yes, provide bollards at all new/existing AFFF nozzles Sept 30 2015

The referenced SOW refers to the need for adding (4) surge suppression tanks two different times.

Is this correct or is one surge suppressor tank per system adequate?

As SOW states(Para 1a), the system has to comply with ALL applicable codes and be approved by contractor's FPE and AFCEC.

Price as applicable to code and if it differs SOW then annotate where it differs and state that is a code requirment to ensure system meets ALL applicable current codes (Civilian, DoD, AF...). Numbers present are for reference and do not necessarily indicate all work necessary to bring system to code.
