FA4608-15-R-0022 Solicitation Q&A

1. Ref. Contractor Insurance and Financial Organization Information documents released with the solicitation: the Instructions to Offerors do not specify that these documents are to be submitted to the Government. Are these documents to be submitted upon award or with the Offeror’s proposal? If submitted with proposals, please confirm they are to be submitted with Part III – Price.

ANSWER: Addendum 52.212-1 Instructions To Offerors- Commercial Items, Attachment IV, Notification of Compliance with Contract Insurance Requirements and Attachment V, Financial Organizational Information must be completed and submitted with the solicitation as specified in Part III, Price.

2. Ref. Instructions to Offerors, Paragraph A: this paragraph states that proposals consist of 3 separate parts – Technical, Past Performance, and Price. Does the Government require the proposals to be submitted in three separate binders (for a total of 9 binders – 3 copies x 3 parts) or may offerors submit their proposals in one binder, separated into three parts?

ANSWER: Offerors are to submit their proposals in three separate Parts (Technical, Past Performance, and Price) in three binders/folders for each part which totals 9 binder/folders.

3. Ref. Instructions to Offerors, Paragraph C.1. Part I – Technical Proposal: this sections states that the technical proposal shall be submitted responding to all subfactors, however no subfactors are listed. Please confirm that the subfactors the Offeror is required to address are those listed in Section M.

ANSWER: Offerors are to respond to the technical subfactors listed in the evaluation criteria specified in Section M, FAR 52.212-2, Evaluation—Commercial Items (Oct 2014).

4. Would it be possible to release a converted PDF version of the Past Performance Questionnaire rather than a scanned version – it would make it easier for those filling out the form?

ANSWER: The Past Performance Questionnaire has a signed letter and it is necessary to keep it in the PDF format. We will upload the word version of the Past Performance Questionnaire to the solicitation.
