8. Does the new contract include additional work such as AGE maintenance?

ANSWER: The new contract will not include additional work such as AGE maintenance.

9. Does the government provided trucks?

ANSWER: The government will not provide trucks. Trucks will be provided by the contractor (Reference- Performance Work Statement Paragraph 4.1, Contractor Furnished Vehicles.)

10. The third sentence of Paragraph 4.12.2. Extended Hours of Operation of the PWS states, “When extended/additional hours are approved, a minimum of one mechanic and one servicer shall be required.”

Section B, Supplies and Services and Prices of the solicitation requires us to price 600 Extended Hours for item Number X002 (0002, 1002, 2002, 3002 and 4002). Should the Unit Cost for the Extended Hours included the total cost for both a Mechanic and an Aircraft Servicer as the hourly rate or should there be one hourly rate to accommodate all labor categories.

ANSWER: The extended hourly rate for CLINS 0002, 1002, 2002, 3002 and 4002 should include all labor categories.

11. As this opportunity is a SDVOSB set-aside procurement, will the appropriate Notice of Intent to Award or Notice of Apparent Successful Offeror letters be provided to unsuccessful offerors?

ANSWER: A Notice of Intent to Award will be transmitted through the government wide point of entry. A Notice of Apparent Successful Offeror Letter will be sent prior to the award announcement, IAW FAR 15.503(a)(2)(C).

12. Will a timely notice of contract award be provided to unsuccessful offerors?

ANSWER: A timely letter will be sent to unsuccessful offerors.

13. Will a price evaluation or cost realism of offerors proposals be conducted?

ANSWER: Cost Realism is only allowable on competitive Firm Fixed Price (FFP) contract in exceptional cases, IAW FAR 15.305(a)(1). According to Section M, Evaluation Factors For Award, Factor 3, The offeror’s Price Proposal will be evaluated for a fair, reasonable, realistic, and balanced prices for the base year and all option years.

14. As the staffing work (productive) hours are dictated by the PWS, will the price evaluation or cost realism of offerors’ proposals ensure those companies who do not fully price the minimum required hours are eliminated from the competition?

ANSWER: Cost Realism is only allowable on competitive Firm Fixed Price (FFP) contract in exceptional cases, IAW FAR 15.305(a)(1). The offeror’s Price Proposal will be evaluated for a fair, reasonable, realistic, and balanced price for the base year and all option years as specified in Section M, Evaluation Factors For Award, Factor 3.

15. As the staffing work (productive) hours are dictated by the PWS, will the CO or CORs be validating and enforcing these minimum hours/staffing on the winning contractor? We ask because there have been numerous TA contracts nationwide where a few companies do not price nor employ the minimum required hours so they are the low-priced offeror who wins the contract. Such tactics are unfair to companies who play by the rules. Without enforcement and the winner being held accountable and forced to employ workers for the minimum required hours and lose money month-to-month, this tactic will not cease. Further, the government will not be getting the service or required hours that they are paying for. For example, to compute the minimum price: hourly labor rate plus H&W rate times the total work hours per year plus taxes (FICA, FUTA, SUTA) and insurance (Workers’ Compensation and General Liability) plus General and Administrative expense plus profit.

ANSWER: The contract will be monitored and enforced by the contracting officer and the contracting officer representative to ensure that the contractor is compliant as specified in the Performance Work Statement (Paragraph, 4.12.3).

16. Would you consider electronic (email) submission of proposal as an option to delivery of printed/bound copies?

ANSWER: We would consider electronic submission of proposals. You will no longer have to submit your proposal via a binder/folder.

17. Reference PWS Appendix A-5 Estimated Workload Special Events (see par. 4.6)

4.6. Government Performance of Services during Labor Strikes. The contractor will submit an emergency strike plan no later than 10 workdays after start of contract.

Question: Did the government intend to reference PWS par 4.8 Emergency Services and Special Events? If so is billing for these services considered under CLINN XXX2 or should it be factored into CLINN XXX1 Transient Aircraft Maintenance Service? Please clarify the reference and the appropriate billing for special events.

ANSWER:

A. The government intended to reference PWS paragraph 4.8 and not PWS paragraph 4.6 for Appendix A-5, Estimated Workload Special Events.

B. If any Emergency Services or Special Event takes place after specified duty hours, then those hours worked are considered as extended hours and are billed on CLIN XXX2.

18. Ref. PWS 4.12.3 - Extended Hours of Operation; Does the Government require the contractor to provide a minimum of (1) Contract Manager/Mechanic and (1) Aircraft Servicer on duty at the same time during all normal hours of operation? If so, does this include the required floating Aircraft Servicer or is that position in addition to the other 2 employees on duty?

ANSWER:

A. Ref PWS paragraph 4.12.3 addresses Hours of Operation. The PWS states that the contractor shall provide a minimum of one Contract Manager/Mechanic and one Aircraft Servicer between the hours of 0800-1900 Monday thru Friday and 0800-1800 Saturday and Sunday.

B. PWS paragraph 4.12.3 addresses the floating Aircraft Servicer as follows: A third person (servicer) will be a floater between the hours of 0800-1900 Monday thru Friday and 0800-1800 Saturday and Sunday. The work times for the floating servicers will be determined by the Contract Manager IAW existing workloads. The servicer floater will float for seven (7) hours during the shift Monday thru Friday and five (5) hours on Saturday and Sunday.

C. Extended Hours of Operation is addressed in PWS paragraph 4.12.2. When extended/additional hours are approved, a minimum of one mechanic and one servicer shall be required. A one hour response time upon notification shall be required. Payment will be calculated based on the arrival time of all workers.

19. Ref. PWS 4.12.3 - Extended Hours of Operation; Can you clarify if the Government is requiring the Contract Manager (or Alternate, presumably) to be on duty during all hours of operation? If so, this would require the contractor to realistically provide multiple Alternate Contract Managers in order to comply.

ANSWER:

A. PWS paragraph 4.12.3. requires one Contract Manager/Mechanic and one Aircraft Servicer between the hours of 0800-1900 Monday thru Friday and 0800-1800 Saturday and Sunday.

B. Within the PWS, paragraph 4.12.3, the Mechanic can function as the Contract Manager . During the Hours of operations, the PWS requires one Contract Manager/Mechanic and one Aircraft Servicer between the hours of 0800-1900 Monday thru Friday and 0800-1800 Saturday and Sunday.

20. Ref. PWS 4.12.1 - Extended Hours of Operation; Can you clarify if the Government is requiring the contractor to provide a minimum of (1) Mechanic and (1) Aircraft Servicer on duty at the same time during normal hours of operation? If so, does this include the required floating Aircraft Servicer or is that position in addition to the other 2 employees on duty? during that time?

ANSWER:

A. PWS paragraph 4.12.1, addresses Normal Hours of Operation. Within the PWS, paragraph 4.12.3 specifies that the contractor shall provide a minimum of one Contract Manager/Mechanic and one Aircraft Servicer between the hours of 0800-1900 Monday thru Friday and 0800-1800 Saturday and Sunday.

B. PWS paragraph 4.12.3 addresses the floating Aircraft Servicer as follows: A third person (servicer) will be a floater between the hours of 0800-1900 Monday thru Friday and 0800-1800 Saturday and Sunday. The work times for the floating servicers will be determined by the Contract Manager IAW existing workloads. 21. In regards to the Transient Alert proposal do you want hard copies as well as electronic copies?

ANSWER: We would consider electronic submission of proposals. You will no longer have to submit your proposal via a binder/folder.
