22. I have a follow-up question to the recently posted Q&A question #10.

10. The third sentence of Paragraph 4.12.2. Extended Hours of Operation of the PWS states, “When extended/additional hours are approved, a minimum of one mechanic and one servicer shall be required.”

Section B, Supplies and Services and Prices of the solicitation requires us to price 600 Extended Hours for item Number X002 (0002, 1002, 2002, 3002 and 4002). Should the Unit Cost for the Extended Hours included the total cost for both a Mechanic and an Aircraft Servicer as the hourly rate or should there be one hourly rate to accommodate all labor categories.

ANSWER: The extended hourly rate for CLINS 0002, 1002, 2002, 3002 and 4002 should include all labor categories.

My New Question: When performing services under CLIN X002, Extended Hours; will the contractor be paid per man hour on duty or per hour of service performed? Example: 1 Aircraft Mechanic and 1 Aircraft Servicer are called in and perform Extended Hours service for 2 hours each. Will the contractor invoice the Government for 2 hours or 4 hours? The response to this question is important as it can unnecessarily double the CLIN price should an offeror assume incorrectly.

ANSWER: Since the extended hour labor requirement is 1 Mechanic and 1 Aircraft Servicer, each hour that they individually work is invoiced. For example, 2 people x 2 hours = 4 hours for invoicing.
