PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT FOR

INTRUSION DETECTION SYSTEM INSTALLATION IN BUIDLING 6803

1. Scope of Work

1.1 This performance of work statement (PWS) defines general requirements for 307th BW Barksdale AFB, LA, requested installation of an Air Force approved Electronic Security System (ESS). The term ESS covers Intrusion

Detection Systems (IDS), and Access Control Systems (ACS). Installed ESS will cover Building 6803 (Node Room

234 and Commander’s suite; three duress signaling devices) and be guided by security doctrine contained within

DoDM 5200.01-V3, Appendix to Enclosure 3, AFI 16-1404, Para 5.2.4.3. and AFI 31-101, Chp 6 and Chp 8, as supplemented. Copies of all guidance may be provided upon written request. This scope of work requires activities to include, but are not limited to; site surveys, design and development, installation, logistics, and programming plans.

1.1.1 Complete replacement of all Intrusion Detection Systems (IDS) in Building 6803 (Node Room 234 and

Commander’s suite; three duress signaling devices) to ensure compliance with (1) all publications listed in paragraph

1, (2) current National Electrical Code industrial specifications, (3) Non-Nuclear IDS Equipment Approval Letter,

(4) minimum security Level II keypad components, and (5) visual verification of IDS status inside open unattended secret areas and outside controlled areas secured envelope. IDS must provide minimum lines of detections (LODs) mandated in directives in paragraph 1 and be VINDICATOR compatible components capable of connecting with existing base alarm network and pre-existing monitoring stations without further contract needs. Contractor should not attempt to reutilize any existing IDS pathways or components. Contractor plans and timelines should take in to account a “parallel install”; meaning existing IDS remains fully functional during installation of “approved” IDS.

Contractor timelines should also take into account mission restrictions/requirements that may delay/ prevent entry of contract personnel into secure rooms.

1.1.2 Repair and/or upgrade and/or replace all components of existing Monaco IDS in Building 6803 (Node Room

234 and Commander’s suite; three duress signaling devices) with a VINDICATOR compatible IDS hardware and software package capable of integrating with existing communications infrastructure. Contractor must fully understand and be able to execute software programming for the IDS. Although IDS systems operate on the base unclassified fiber optic network, they are separate systems and will not share pathways; electrical hardware; electrical components; or functional software. Contractor shall provide proof that all replacement components are listed on the

Non-Nuclear IDS Equipment Approval Letter published by HQ USAF/A7S. All ACS under AFGSC purview must function with a single credential using Level II controls without additional contract needs.

1.1.3 Removal of all MONACO™ IDS infrastructure, components, and sensors. This includes removal of visible infrastructure supporting current wireless IDS such as abandoned pathways, wall mounted antennas, unused IDS panels, battery enclosures, and obsolete keypads.

1.2 All components will be from current edition Non-Nuclear IDS Equipment Approval Letter as provided by end user. The scope of work covers installing IDS at Building 6803 (Node Room 234 and Commander’s suite; three duress signaling devices) for one open unattended secure room and three duress signaling devices. All installed ESS components shall fully integrate into existing 2d Security Forces Squadrons (2 SFS) Base Defense Operation Center

(BDOC) in building 6000 without further contract needs or expenses. All physical infrastructure, sensors, communication pathways, connectivity, distribution boxes, patch panels, bulkheads, communication racks, etc. shall be provided under this contract. Contractor should anticipate minimum reutilization of existing IDS infrastructure.

Contractor shall field verify available spares/spaces in existing facility electrical panels. If spares/spaces are not available, contractor shall install new power circuits with appropriate circuit breakers and/or new power panels with breakers for all new equipment and for equipment rehabilitated under this contract.

1.3 Contractor shall liaison with 2d Communications Squadron (2 CS); Panel/component connectivity is responsibility of contractor while port/switch configuration is responsibility of 2 CS. The contractor shall assign a

POC with sufficient technical knowledge to serve as the focal point for all activities concerning liaison with this agency.

1.4 The project manager shall coordinate all contract related efforts with the supported organization (307 th

BW),

Contracting Officer and/or Contracting Officers Technical Representative (COTR). As an integral part of contractor proposal; include a complete time line breakdown for government review and approval.

2. Service Delivery Summary

2.1 Contractor shall conduct site surveys, develop preliminary price estimates, and improve designs. The contractor shall provide a design for end user review and revisions no later than 10 days after award. The contractor must provide a 100% design NLT 10 days after completion of work. Vendor shall provide detailed cost breakdowns and a proposed timeline for the room’s upgrade. Contractor is responsible for completing all forms, attachments, certificates, etc. to ensure a fully functional Air Force approved ESS system is delivered to the end user.

2.2 Period of performance will be no later than 3 months after contract award.

2.3 Place of performance is on BAFB.

2.4 100% design shall be provided electronically in AutoCAD 2012, with 5 sets of bound hard-line drawings;

assuming 100% design becomes mandatory "as built" drawings without change.

3. General Requirements

3.1 Contract personnel must meet established unescorted installation entry requirements (e.g., background checks) before base identification will be issued. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation. Contractors must submit requests for installation identification to 2d Contracting Squadron (2 CONS) no later than 72 hours following contract award IAW established 2 CONS requirements. Base access will be awarded for duration of contract.

3.2 Contractors and sub-contractors must, be US Citizens and meet all prerequisites established by law in order to access base computer/LAN/alarm systems.

3.3 Contractor personnel must be familiar with and have knowledge of fiber optic networks, multicasting and

CISCO switches or related equipment supporting current Vindicator ® hardware and software systems.

3.4 All details of workmanship shall be in accordance with the highest standards and best practices for low voltage electronic maintenance in accordance with manufacturer’s specifications.

3.5 Any infrastructure installed as part of this contract shall conform to the latest issue of the NEC in effect at the time of contract award. Poor workmanship or unacceptable performance shall be grounds for withholding payment until the problem is equitably resolved. A government employee will conduct a complete Quality Control Inspection upon completion of IDS install, prior to submitting project payout.

4. Specific Requirements

4.1 The VINDICATOR Security System is software based and capable of handling an unlimited amount of field distribution panels. At least one contractor must have a Secret Clearance, be certified to work on the Vindicator

Security System equipment and possess a current Vindicator Factory Certification in Intrusion Detection System

(IDS), Vindicator Command and Control (VCC), and Access Control Systems (ACS). The integrated system operates on the base unclassified fiber optic network and contractor shall ensure DIACAP/DITSCAP Certificates to Operate / Authority to Operate for all components.

4.2 Existing IDS in Building 6803(Node Room 234 and Commander’s suite ) is currently inoperable. Total “down time” should be limited as much as possible. The installation will start within 15 days after the install contract is awarded.

4.3 MONACO components removed under this contract become property of US Government and will be delivered to Building 6000; 2 SFS alarm maintenance contractor.

5. Servicing Requirements

5.1 Approved design shall be compiled by the contractor in an automated database and be available for review at all times. Hard copies and soft copies are property of the US Government and shall be turned over when requested by the Government or at the conclusion of the contract.

5.2 Contractor shall notify the Government Contracting Officer of any delays or problems impacting task completion including nature of the delay and expected completion date.

5.3 Contractor shall perform additional work as directed by the Contracting Officer and only after contract modification.

5.4 During period of performance, contractor shall provide technical support for their onsite installation person(s) when necessary. Additionally, prime contractor will furnish the government with phone numbers for use during routine and emergency situations. During installation and certification processes, contractor POC will reply to all calls from the Government in a timely manner.

5.5 The Government requires all correspondence to be in either Microsoft Excel or Microsoft Word. “As Built” drawings shall be provided electronically in AutoCAD 2012, with 2 sets of bound hard-line drawings furnished to 2

CES for permanent real property records. End users will be provided additional three (3) sets of bound hard-line drawings and all Operating and Maintenance manuals needed to describe systems installed or modified during this contract.

6. IDS Installation Process:

6.1 Installation will be single in nature, no parallel. This will require manpower from Owner/User to physically secure or relocate assets during IDS installation.

6.2 BAFB will provide Owner/User personnel to escort contractors during IDS installation.

6.3 BAFB 2 SFS will provide contractor with DBIDS ID cards for the duration of the IDS installation contract after a successful background check of each individual.

(b) The Contracting Officer (CO), is the only person authorized to approve changes or modify any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the CO. In the event the Contractor effects any such change at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

Base Closure:

Contractors will not charge the Government for hours not incurred on the Government site and without oversight. In the event of a Declared Federal Holiday (i.e. day after Christmas), normal Federal Holidays, Down Days, inclement weather etc., in which no Government oversight is available and no written authorization has been approved by the

Contracting Officer/Contracting Officer’s Representative (COR) prior to time of need, the contractor shall not charge the contract for hours not incurred. If the COR does authorize the contractor to work at an off-site location, this location shall be an approved corporate facility in which the supervisor/team lead shall be present to ensure all work being accomplished is directly attributable to this contract. In addition, the COR must submit, in writing, authorization for the contractor to work at their corporate off-site location to the Contracting Officer prior to the need. A home office is never an approved off-site work location. CORs shall allow contractors to adjust their schedules to compensate for missed times and have the option to work extended workdays, if desired.

CONTRACTOR ACCESS TO BARKSDALE

All commercial vehicles are required to enter Barksdale AFB through the East Gate, just off I-20 and Industrial

Drive. This includes construction, food, supply, FedEX, and UPS deliveries, as well as contractors entering with company trucks. Contractors entering in their privately owned vehicles with an approved pass will be allowed entry at any gate. Hours of operation for the East Gate are 0500-2200 Monday through Friday, Saturday 0600-1200.

BASE ACCESS BACKGROUND CHECK

Security Forces will conduct a National Crime and Information Center (NCIC) background check on all contractor or subcontractor personnel prior to granting access to the installation.

BOSSIER CITY -- PARISH SALES AND USE TAX

Bossier City and Bossier Parish levy a use tax defined by state and local sales tax law. As such, these sales are taxable at the point of delivery to the "contractor" (consumer). If the sales or use tax is not collected by the vendor, tax is payable directly to the jurisdiction in which delivery is made. Contractors and subcontractors are each individually liable for sales and use tax on the basis of their individual purchase transactions. This tax may extend to equipment leased or rented to the Government. It may also extend to supplies and equipment purchased elsewhere, mailto:michael.mcdaniel.7@us.af.mil but brought into Bossier Parish for final use. 252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS AND RECEIVING REPORTS

(JUNE 2012)

(a) Definitions. As used in this clause–

(1) Contract financing payment and invoice payment have the meanings given in section 32.001 of the Federal

Acquisition Regulation.

(2) Electronic form means any automated system that transmits information electronically from the initiating system to all affected systems. Facsimile, e-mail, and scanned documents are not acceptable electronic forms for submission of payment requests. However, scanned documents are acceptable when they are part of a submission of a payment request made using Wide Area WorkFlow (WAWF) or another electronic form authorized by the Contracting

Officer.

(3) Payment request means any request for contract financing payment or invoice payment submitted by the

Contractor under this contract.

(4) Receiving report means the data required by the clause at 252.246-7000, Material Inspection and Receiving

Report.

(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests and receiving reports using WAWF, in one of the following electronic formats that WAWF accepts: Electronic Data Interchange, Secure File Transfer Protocol, or World Wide Web input. Information regarding WAWF is available on the Internet at https://wawf.eb.mil/.

(c) The Contractor may submit a payment request and receiving report using other than WAWF only when–

(1) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor. In such cases, the Contractor shall include a copy of the

Contracting Officer's determination with each request for payment;

(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and

Billing System);

(3) DoD makes payment for rendered health care services using the TRICARE Encounter Data System (TEDS) as the electronic format; or

(4) When the Governmentwide commercial purchase card is used as the method of payment, only submission of the receiving report in electronic form is required.

(d) The Contractor shall submit any non-electronic payment requests using the method or methods specified in

Section G of the contract.

(e) In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payments requests.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow

(WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training

Course and use the Practice Training Site before submitting payment requests through

WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data

Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and

Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.
