Q1. Answer 7 from the first round of questions stated the government doesn’t have any documentation on historical frequencies for performance of CLIN 0001 – 0005, however previous solicitations have included government estimates – how did the government establish estimates for performance if it has no historical data?
A1. No estimates of frequencies are provided. This contract will be performance based and it is the responsibility of the contractor to determine how often to provide service to keep the grounds in the standards of the PWS. A plan that works for one contractor may not work for another.
Q2. I read in an article that Offutt is anticipating an Airfield closure for repairs during 2017 and 2018. If the airfield is closed, how will that affect this contract? Would a change of that size require a re-solicitation?
A2. The Airfield closure won’t affect the contract. The BASH are shall be maintained as outlined in the PWS during the closure.
Q3.Wet Areas – Some of these areas have been classified as detention ponds in the past [Figure 1-2 (Lake Offutt Inlet and Ponded Areas) contained within the FINAL SUMMARY REPORT ZEBRA MUSSEL ERADICATION PROJECT dated November 2009 (link here) specifically classify two areas annotated in Appendix F as Detention Ponds.] All commercially available imagery shows these areas underwater. There also seems to have constantly been water in the area adjacent to the obstacle course.
1.Are these detention ponds or are these wet areas?
Wet areas.
2. What is the current depth of the water in these retention areas?
Unknown.
3. What is the average depth of these areas monthly?
Unknown.
4. Will contractor be required to completely clear these areas even if they are under water?
Yes.
5. The PWS states that the height of vegetation and grass is from ground level, however if the area is completely submerged will contractor be held to height requirements from ground level or water level?
Water level.
Q4. In the event of an early spring or delay in award where vegetation growth exceed the limits stated in the PWS prior to the period of performance for the contractor, is the contract required to bring areas back into standard at no additional cost to the government?
A4. Yes.
Q5. RFP, Volume III, Past Performance Proposal: are letters, metrics, customer survey, independent surveys, etc. excluded from the 2-page limit per project example?
A5. The only part of the past performance proposal that doesn’t have to comform to the 2-page limit is the 4 page PPQ.
Q6. Are pictures available of the summer conditions?
A6. No Q7. Weight of equipment that can cross the track?
A7. Light weight maintenance equipment and mowers as listed in the PWS. No specific weight is listed from the manufacturer.
Q8. Are there pictures and grades of Hillsides (all around)?
A8. There are no pictures available. However, see attached topo map.
Q9. What are the hours of operation for the mowing for BASH area?
A9. Normal base hours, or with coordination with base ops.
Q10. Could a base map with building numbers be provided?
A10. Not at this time. One may be provided after award of the contract.
Q11. Will there be a transition period with current contract holder?
A11. There will be no transition period.
Q12. How much area has changed from un-improved to semi improved from the last contract?
A12. 15 acres Q13. Are there any specific work times for areas around the base?
A13. No. All areas shall follow normal base hours.
Q14. Will a secret security clearance be required to work inside the PL?
A14. Favorable clearance for the supervisor only. The supervisor can provide escort for the employees.
Q15. Historically what has been the frequency of mowing of the bash area IE (weekly, bi-weekly, monthly, quarterly)?
A15. It is up to the contractor to determine the frequency to keep the standards as outlined in the PWS.
Q16. Is Fuel allowed to be stored on site?
A16. Yes, see answer to question 20.
Q17. Does the base have irrigation systems in place to water the grass? If so, what areas are watered and on what schedule? How many total acres are watered by the irrigation system?
A17. No. The base does not have operational irrigation systems.
Q18. Does the base have fertilizer applied to any areas on the grounds? If so, what areas are fertilized and on what schedule? How many total acres are fertilized?
A18. None have been fertilized.
Q19. Does the base have fuel pumps available for contractor use? If not, will the contractor be able to provide fuel pumps for use by contractor for the equipment?
A19. Road fuel is available for purchase at the gas station within the base for vehicles only. The government will provide spacing (besides the storage at bldg.301) for contractor to place 2 fuel pumps (max 400 gallons per tank). There shall be no fuel storage inside Bldg 301.
Q20. What is the approximate size of the contractor's office/yard available for use in this contract? Please provide pictures of the office/yard. Where is the office/ yard located?
A20. Approximate 8000 SF inside Bldg. 301. This includes 1900 SF of lockable office/parts storage.
Q21. Will the selected contractor have access to on base water? Or will we have to get our own container to bring onsite for water?
A21. A water faucet is available in the work area within Bldg. 301.
Q22. What is the size of the current storage unit provided to the contractor? And is it available year round or is it shared during the winter season?
A22. Approximate 8000 SF inside Bldg. 301. This includes 1900 SF of lockable office/parts storage.
Q23. How many trash/compost locations are there on base?
A23. 1 year round, 1 additional between April and November at Bldg. 404
