Q1. CLIN 0012 – One Time Service Clean-up of Wetlands: Can the government provide a square footage or other measurable amount of area for this CLIN?
A1. Approximately 17 acres.
Q2. Paragraph 1.1.3 (Maintenance of Cemeteries) How many cemeteries are to be maintained and what sizes and locations?
A2. 1 Cemetery, 804 graves, on base. This acreage is included in the improved area total acreage, it is not listed out separately.
Q3. Section 1.2.3 of the PWS refers to the Semi-Improved Ribbon. Can the government clarify which section of Appendix E this area is in and the total acreage of square footage?
A3. This is included in the Semi-Improved acreage and all is to be maintained at 4-10”. If you zoom in on the map it is the yellow border around brown (un-improved) areas.
Q4. Section 1.6.2 of the PWS refers to Herbicide Application. Can the government clarify exactly what area of the base this CLIN is for? Is this to eradicate invasive weeds in the airfield turf, airfield pavement or to control weeds in the improved grounds or pavement weed control in the improved grounds?
A4. The 527 acres includes all areas EXCEPT the flight-line. This is a control/eradicate method.
Q5. Who is the current contractor? What is the current annual contract price?
A5. This information can be found on www.FPDS.gov. Search FA4600-13-C-0037, the first result is the awarded contract value.
Q6. Is the current PWS similar to this solicitation’s PWS?
A6. The last PWS was similar, but not the same.
Q7. Can the government provide a historical frequency chart or total annual services for CLINs 0001 through 0005?
A7. Frequency of cuts is something that will vary depending on many factors with the biggest being weather. The Government doesn’t have this documentation. It is the responsibility of the contractor to determine how to keep the grounds in standards as listed in the PWS, which in turn lets the contractor decide how often to cut the grounds.
Q8. Paragraph 1.1.1 (Turf Area ) Grass clippings to be removed is this referring to always being collected and removed or only if the clippings are in excess?
A8. If clippings are visible on improved grounds they will be removed or mulched back into the grass. The improved standard is 2-4”, if maintained correctly clippings shouldn’t be too visible.
Q9. Paragraph 1.3.3 (Airfield Coordination) How do we go about obtaining the Flight-line drivers training and will there be any cost to the contractor to obtain this?
A9. A POC on base will provide the flight-line training and it is provided at no cost. Any individual operating any type of vehicle on the flight-line will be required to complete this. It will be scheduled after contract award.
