PERFORMANCE WORK STATEMENT (PWS) FOR MAINTENANCE, AND REPAIR OF UNINTERRUPTED
POWER SYSTEM (UPS) ROOM SCROLL CHILLERS(S), CHILLED WATER SYSTEM(S), AND CRAC
(COMPUTER ROOM AIR CONDITIONING) UNITS.
1.0 DESCRIPTION OF SERVICES
1.1 SCOPE. The contractor shall provide all material, tools, supplies, equipment, supervision, transportation and labor necessary to repair and maintain the UPS room scroll chiller(s), chilled water systems, and the Computer Room Air Conditioning (CRAC) units at 557th Weather Wing, Offutt Air Force Base, Nebraska. The contractor shall provide and maintain all records and reports for the CRAC units.
1.2 PREVENTIVE MAINTENANCE EQUIPMENT SERVICE. The contractor shall repair and maintain the UPS room scroll chiller(s), chilled water systems, CRAC units, and other designated equipment in accordance with the contract, the statement of work and the designated equipment manufacturer's manual. The monthly maintenance service shall not be limited to but shall include the tasks listed below as required service in accordance with the manufacturer's manual for operation and maintenance.
1. 2.1 The contractor's maintenance procedures shall include safe start-up, control, operation, and shutdown.
1. 2.2 The contractor shall ensure the systems produce the appropriate thermal demands and remains environmentally compliant. Equipment room must be maintained between 68 and 74 Fahrenheit. All actual operating temperatures, pressures and electrical data shall be checked and recorded before performing maintenance.
The accuracy of temperature and humidity sensors will be checked. Adjustments will be made to all controls ensuring proper calibration (including alarm and safety controls).
1. 2.3 The contractor shall ensure proper inspection and maintenance of primary and ancillary equipment and system functions, including production, production control, emission control, refrigerants, refrigerant recovery, and pressure valves. The contractor will also;
1. 2.4 The contractor shall complete and maintain preventive maintenance records for all major equipment items in the contract.
1. 2.5 Check for proper operation, general stability/security of equipment including cooling and humidity control.
1. 2.6 Inspect all electrical circuits, relays and motors.
1. 2.7 Check microprocessor operation and ensure all controls are properly calibrated.
1. 2.8 Check microprocessor control circuit boards and tighten all electrical connections.
1. 2.9 The contractor must inform the Contracting Officer’s Representative prior to any work that would result in excessive amounts of dust.
1. 2.10 The contractor shall ensure primary and ancillary equipment be maintained according to the appropriate craft, manufacturer's owner's manuals and to American National Standards Institute (ANSI), and the American Society of Heating, Refrigeration, and Air Conditioning Engineer (ASHRAE) standards.
1. 2.11 All replacement parts must meet or exceed original manufacturer specifications.
1. 2.12 The contractor will check for proper adjustments and condition of belt driven equipment and lubrication of bearings in fans and motors. The contractor will also provide and replace drive belts and filters.
1. 2.13 A list of central heat, chilled water, CRAC units and related equipment with available workload data is included in Appendix 5.1.
1.3 COMPUTER ROOM AIR CONDITIONING (CRAC). Perform monthly preventive maintenance service for nineteen (19) Data Aire© chilled water refrigeration units referred to as CRAC units. Contractor as a minimum must address all areas listed on the CRAC Unit Preventative Maintenance Checklist, in accordance with the Operation and Maintenance Manual. A copy of this manual is inside every CRAC unit.
1. 3.1 Service shall include inspection of electrical components, electronic controls, and belt driven devices and filters. Only one (1) unit shall be removed from service at a time. Contractor shall coordinate with Contracting Officer Representative (COR) prior to shut down and start-up of equipment. Government approval is required for any extensions or deviations to this requirement.
1. 3.2 The monthly maintenance service will be a complete inspection and maintenance servicing of all CRAC units and shall include the tasks listed below in accordance with manufacturer's manual for operation and maintenance, and as outlined in this section. The contractor shall be responsible for ensuring that all common replacement parts are readily available at the job site prior to commencement of work.
1. 3.3 The contractor shall conduct monthly preventive maintenance service and correct deficiencies ensuring proper system operations.
1.4 DRY COOLERS AND GLYCOL LOOP. The contractor will perform monthly preventive maintenance service for eight (8) dry coolers. The dry coolers are to be maintained year round. The contractor shall conduct monthly preventive maintenance service and correct deficiencies ensuring proper system operations.
1. 4.1 Service shall include inspection of each motor and electrical component on each dry cooler.
1. 4.2 Remove debris from the each dry cooler.
1. 4.3 Ensure Glycol loop is maintained at the proper level. Procuring and adding glycol is the responsibility of the contractor.
1. 4.4 Visually inspect the Nidec Motor pumps to ensure there are no leaks.
1. 4.5 Coordinate with COR prior to shut down and start-up of equipment. Government approval is required for any extensions or deviations to this requirement.
1.5 WATER TOWERS. Perform monthly preventive maintenance service for two (2) Evapco© water towers.
The water towers will be maintained from April to October. Service shall include preventive maintenance inspection according to manufacture specification. The monthly maintenance service shall not be limited to but shall include the tasks listed below as required service in accordance with the manufacturer's manual for operation and maintenance.
1. 5.1 Check for and removing any excess calcium.
1. 5.2 Check and maintain the chemicals required to keep calcium at an acceptable level. Procuring and adding chemicals is the responsibility of the contractor.
1. 5.3 Seasonal turn on of towers in April per manufacture’s turn on procedures.
1. 5.4 Seasonal turn off of towers in October per manufacture’s turn off procedures.
1.6 SCROLL CHILLERS. Check for proper operation, general stability/security of equipment including cooling and humidity control for two (2) McQuay© scroll chillers. Quaterly maintenance months are November, February, May, and August.
1. 6.1 Performs preventive inspections in accordance with manufacture’s specifications. (See Installation and Maintenance Manual IM 1110-1).
1. 6.2 Remove debris from the cooling coils.
1.7 MINI MATE AIR CONDITIONING UNIT. Perform preventive maintenance per manufacture’s specifications on one (1) Mini Mate Air Conditioning unit used to cool the electronic equipment room. Reference Liebert Mini Mate2™ User Manual - 2 & 3 tons, 50 & 60 Hz.
1.8 EMERGENCY REPAIR SERVICE. Emergency service calls is any call placed after normal duty hours which are from 4:00 p.m. thru 7:00 a.m. of the following morning. The contractor shall provide the Contracting Officer Representative (COR) with the name and telephone number of the authorized contractor representative who can be reached 24 hours per day for emergency repair services.
1. 8.1 The contractor shall be on the job site within two (2) hours after notification by the Government. The contractor shall provide the estimated time the unit will return to operational status within 4 hours after response.
1. 8.2 Only extenuating circumstances or as determined by the Government will not meeting the response time be excused.
1.9 UNSCHEDULED REPAIR SERVICE. Unscheduled service calls are any call placed to the contractor during the normal duty hours from 7:00 a.m. through 4:00 p.m. The contractor will accomplish all necessary repairs (including parts and labor) upon approval from the Contracting Officer (CO) and the Contracting Officer Representative (COR).
1. 9.1 The contractor shall respond to the job site within 48 hours after notification by the Government.
1. 9.2 Only extenuating circumstances or as determined by the Government will not meeting the response time be excused.
1.10 REIMBURSEMENT FOR PARTS ABOVE AND BEYOND. Prior to replacing any part on the equipment in this contract exceeding $3,000.00, other than those parts covered under normal preventative maintenance replacement, the contractor shall obtain the Contracting Officer’s approval. Parts under $3,000.00 may be purchased by the Government i.e. COR by using the Government Purchase Card (GPC) upon CO approval. All replacement parts must meet or exceed original manufacturer specifications. This reimbursement process does not apply to the parts that the contractor proposed to in support of the basic maintenance services for this contract.
1. 10.1 Reimbursement of parts under this paragraph shall be charged and invoiced against the appropriate reimbursement CLINs dependent upon fiscal year the purchase of such parts is accomplished. When applicable, invoices shall be submitted monthly.
1. 10.2 The contractor must submit an itemized quote for the costs of parts to the CO to determine the prices fair and reasonable. Additional documentation may be requested by the CO if needed.
1. 10.3 The reimbursement CLINs may or may not be funded at the beginning of this contract or subsequent option years. If these CLINs are not funded, funding shall be required and a contract modification accomplished before parts can be purchased and charged against this contract.
2.0 SERVICE SUMMARY (SS)
2.1 PERFORMANCE OBJECTIVES. The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government surveillance and confirmation of services provided. These thresholds are critical to mission success.

2.2 QUALITY CONTROL: The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices and services identified in this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the Contracting Office for review, feedback and approval. The plan shall be submitted within ten (10) days of contract award. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.
2.3 QUALITY ASSURANCE: The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The COR shall inspect by watching actual task performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The COR will use the contractor’s work schedule or modified version thereof, to record surveillance results. Results of the surveillance then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Corrective Action Report (CAR) or Customer Complaint Form (CCF) for issuance to the contractor. The contractor shall respond to the CAR or CCF IAW instructions provided and return it to the Contracting Officer within ten (10) calendar days of receipt.
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 USE OF UTILITIES: All reasonable quantities of utilities will be made available to the contractor without charge. Any temporary connections of lines that may be required will be installed, maintained and removed by the contractor at his own expense and in a manner satisfactory to the government representative. Removal of such connections or lines shall be accomplished prior to final acceptance of the contract.
4.0 GENERAL INFORMATION
4.1 REPORTS. The contractor shall develop and submit to the Government a summary of preventive maintenance work and inspections completed during the preventive maintenance cycle.
4. 1.1 The contractor shall not destroy any records pertaining to the equipment and services provided under this contract. The contractor shall be required to provide within five (5) workdays the original record or reproducible copy of any record requested by the COR.
4. 1.2 The report shall identify maintenance tasks and inspections that were performed and not performed and a description of any corrective action requirements noted that are needed for completing the maintenance tasks and inspections.
4. 1.3 The report shall identify unit I.D. number, manufacturer, model number, and serial number, and machine efficiency, type of work performed, actual time on job site, job number, and location of work.
4. 1.4 The contractor will use specific equipment checklists and reports as required by the manufacturer within each section of the Preventive Maintenance Inspection Program in the PWS.
4. 1.5 The contractor shall furnish written reports of findings after completion of all work performed, scheduled or unscheduled.
4. 1.6 The report shall include system condition and operating information, replaced parts, and recommended replacement parts that do not immediately affect operation or efficiency.
4. 1.7 Unit model and serial number.
4. 1.8 Model and description of test equipment and procedures.
4.2 SPECIAL QUALIFICATIONS. The contractor shall provide trained personnel who have knowledge and experience in performing the repair and maintenance on the equipment specified in this contract. The contractor personnel shall provide a factory certified person for Data Aire, to address any warranty issues on that product.
Prior to contract award, the contractor shall provide the professional certifications/training listed below to the Contracting Officer Representative (COR) and the Contracting Officer (CO). The Government reserves the right to request other certification when required.
4. 2.1 Universal Refrigerant Handlers Certificate.
4. 2.2 Factory certification from Data Aire to maintain Data Aire CRAC units.
4. 2.3 Burn permit from Fire Department prior to operating an open flame in the performance of this contract.
4.3 CONTRACTOR PERSONNEL. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer Representative (COR) as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
4. 3.1 Contractor personnel shall be easily recognized. This may be accomplished by wearing appropriate badges containing at a minimum the employee and company name.
4. 3.2 The contractor shall submit visit requests for all employees before performing any work on base. Follow-on requests shall be submitted annually to the Contracting Officer.
4. 3.3 All contractor personnel shall be United States citizens.
4.4 PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
4.5 HOURS OF OPERATION. Normal workdays are between the hours of 07:00 A.M. and 4:00 P.M. Monday through Friday, excluding Federal Holidays and ACC down-days. All work should be accomplished during these hours. Work outside of the normal work days and hours are considered overtime and shall not be worked without prior written approval from the Contracting Officer. .
4. 5.1 Contractor shall coordinate work at 557 WW, Offutt Air Force Base Contracting Officer Representative (COR) and secure prior approval.
4. 5.2 Holidays. The contractor is not required to provide service on federal holidays except in the event of an emergency.
4. 5.3 Emergency. The contractor shall provide emergency repair service upon the request of the Contracting Officer or authorized representative within two (2) hours of notification.
4.6 CONSERVATION OF UTILITIES. The contractor and its employees shall employ and practice utility conversation while performing work under this contract.
4. 6.1 Lights shall be used only in those areas where work is actually being performed.
4. 6.2 Water faucets or valves shall be turned off when not in use.
4. 6.3 Environmental and Hazardous Material Handling. The contractor shall ensure that all lubricants, cleaners, and chemicals used are coordinated with the Contracting Officer (CO) five (5) workdays prior to the start of any work requiring the use of any lubricants, cleaners, and chemicals. The contractor shall prepare an MSDS for all lubricants, cleaners, and chemicals to be used and submit to the Contracting Officer (CO). The contractor shall be responsible for the proper transportation, storage, usage and disposal of all lubricants, cleaners, hazardous waste, or chemicals required providing the services of this contract. Air Force policy prohibits the purchase R-12 Refrigerant without prior written approval.
4.7 CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DOD)
CONTRACTOR SERVICES DURING CRISIS. According to Department of Defense Instruction (DoD I) 3020.37, Continuation of Essential DoD Contractor Services During Crises, and the Air Force implementation thereof, unless otherwise directed by an authorized government representative, it is determined that computer room air conditioning maintenance requirements under this PWS are essential to be performed during a crisis.
