Chapter 1
1 INTRODUCTION
1.1 BACKGROUND
The United States Strategic Command (USSTRATCOM) will transition to a facility currently under construction. The Comprehensive Interior Design (CID) calls for ap-proximately 15,000 individual items, of approx. 400 item types to be purchased and installed.
1.2 CONTRACT INTENT
The intent of the contract not only to furnish the new facility, but to do so with pro-fessional project management, high quality, flexibility, and adaptability.
Project management and quality are directly addressed in the content of this PWS.
Flexibility and adaptability will be achieved in the nature of this contract. All items of work will be pre-priced; purchase orders will be released for combinations of these items matching the space requirement and timing of a ‘wave’. Waves will be worked in series or parallel until the facility is completely furnished.
After the successful furnishing of the new facility, the contract will shift into Furnish-ings Support. When a mission requirement requires furnishing alteration, the Con-tractor will provide labor and materials to execute the alteration.
1.3 Contract Style
The structure of this contract is adapted from construction contracts. The PWS is analogous to a construction project's 'Combined Project Manual', the submittal pro-cess and supporting software is built for construction projects, and the CID repre-sents the plans and specifications of construction. The above is mentioned to plainly identify the source of potential terminology confusion and the identify bias towards construction terminology.
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 2
Chapter 2
2 GENERAL REQUIREMENTS
2.1 Contract Structure
The scope of this contract is broken down into two distinct categories: Furnishings
Fit-out, and Furnishings support. Due to transition schedule, it is possible to be in
FFO stage in parts of the facility and support stage in others within the duration of this contract.
2.1.1 Furnishings Fit-out (FFO)
The contract will initiate in the FFO stage. In this stage, the Government and Con-tractor will partner to finalize space layouts (see Sections and 2.6, 3.4.2, and 6.2.1).
The final space layouts will be packaged into smaller, prioritized, sub-sections, called waves.
The Government reserves the right to change the quantity of line items and/or tim-ing of each wave between solicitation/award and the issuance of the delivery order for said wave based on the requirements of PMO/Transition and the space occu-pants. The Contractor shall incorporate all changes into their project execution.
The FFO stage will be complete for a delivery order when all spaces requiring fur-nishings are successfully completed per the Contractor Quality Control (CQC) plan
(see Chapter 7).
2.1.2 Furnishings Support
USSTRATCOM requires support for furnishings break/fix (trouble ticket) and furnish-ings alteration projects. The Contractor will perform these duties in addition to the warranty work as described in Sections 3.10 and 6.5.
2.1.2.1 Furnishings Break/fix
The Contractor will provide labor to repair/restore furnishings to full functionality within two hours of notice an issue on days where a furniture crew is on-site due to a furnishings alteration project. When the Contractor is not on-site, repair shall be made within five business days. The Contractor shall provide the COR with written
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 3 explanation of why the above restoration time cannot be achieved prior to expira-tion, as required, per trouble ticket.
To minimize inoperable time to the user, the Government will fund four (4) man-hours worth of repair when the project enters the Furnishings Support stage. The
Contractor will document the number of manhours spent on each issue and submit to the COR. The Government intends to keep the balance at four hours for the life of the contract via supplemental payments.
All trouble ticket work will be repaired via item warranty until the expiration thereof.
2.1.2.2 Furnishings Alteration Projects
In general, the execution of a future project will require the same work items identi-fied in this PWS as the FFO stage.
The Contractor will provide design services, procurement/logistical support, and fur-nishing installation for the scope identified by the Government.
2.1.2.3 WAREHOUSE MANAGEMENT
The Contractor will be responsible for maintaining an accurate inventory of all fur-nishings items in USSTRATCOM warehouses. Inventories show all components re-quired to assemble furnishings and all individual items. The level of detail, or reso-lution, of the inventory shall match that of the bill-of-materials that purchased the items. The Contractor will provide the inventory to the COR on a monthly basis and as requested.
The Government may be required to add/remove items from the warehouse on their own. Should this circumstance occur the Government will be responsible for accu-rately reporting additions or removals to the Contractor; the Contractor shall incor-porate the changes in the inventory.
2.2 Submittals
The Government intends to use the Textura Corporations software platform Submit-tal Exchange (SE). All submittals to the Government will be sent via this system.
When submiting a physical sample (or anything that cannot be submitted electron-icly), electronic documentation of the submittal will be placed into SE along with a
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 4 photo of the sample. Textura group will enter the required submittals and approval flows into SE; however, the Government and Contractor will jointly verify that all re-quired submittals are covered. The Government and Contractor will work together to established a shared understanding of the submittal process and required submit-tals.
The Government is working to certify Submittal Exchange as a Software-as-a-
Service, per the pertinent DOD guidelines. In the event Submittal Exchange fails to be certified, the Contractor must be prepared to execute submit-tals in the traditional fashion. Traditional submittal process shall be objective based: successful submittal exchange and documentation of approvals. Therefore the Government will not dictate the means and methods (hard or soft copy, etc).
The Contractor is responsible for total management of his work including approval, scheduling, control, and certification of all submittals. The Contractor's submittal process shall be a complete system to provide verification to the Government that the quality of materials, equipment and workmanship provided by manufacturers, fabricators, suppliers and subcontractors meet CID specifications. The Contractor shall review each submittal for contract compliance. This review is based on the
PWS and CID drawings and specifications. Submittals that comply will be forwarded to the Government. No procurement or installation activities are to be performed un-til required approvals of applicable submittals have been made.
The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sec-tions.
Units of weights and measures used on all submittals are to be the same as those used in the PWS and CID.
A notation shall be made on each shop drawing submitted as to the item's specific use, either by the particular type number reference in the CID; or in the PWS: by a reference to the applicable paragraph of the PWS, or by a description of its specific location.
Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 5
Contractor shall internally check and approve all items prior to submittal and stamp, sign, and date indicating action taken. Proposed deviations from the contract re-quirements are to be clearly identified. Include within submittals items such as: Con-tractor's, manufacturer's, or fabricator's drawings; descriptive literature including
(but not limited to) catalog cuts, diagrams, operating charts or curves; test reports;
samples; O&M manuals (including parts list); certifications; warranties; and other such required submittals.
Submittals requiring Government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby. Pick up and dispose of samples not incorporated into the work in accordance with manufacturer's Material
Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.
2.2.1 Deviations
Shop drawings shall represent the equipment and material requirements as specified herein and in the CID. Where shop drawings deviate from the specifications or drawings, the Contractor shall inform the Contracting Officer in writing and clearly indicate the deviations and the reasons therefore. Such deviations shall be evaluat-ed and, if accepted, will be processed as a modification to the contract. The con-tract PWS and CID shall govern over shop drawings, even though approved by the
Government, where the Contractor has not identified a deviation to the Contracting
Officer. In such cases, the Contractor will be required to comply with the contract specifications and drawings at no additional cost to the Government.
2.2.2 Variations
Variations from contract requirements require Government approvaland will be con-sidered where advantageous to Government.
2.2.2.1 Considering Variations
Discussion with Contracting Officer prior to submission, after consulting with the
COR, will help ensure functional and quality requirements are met and minimize re-jections and re-submittals. When contemplating a variation which results in lower cost, specifically mention the potential savings in the transmittal letter.
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 6
Specifically point out variations from contract requirements in transmittal letters.
Failure to point out deviations may result in the Government requiring rejection and removal/replacement of such items at no additional cost to the Government.
2.2.2.2 Proposing Variations
When proposing variation, deliver written request to the Contracting Officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to Government. If lower cost is a benefit, also include an estimate of the cost savings. In addition to documentation required for variation, include the submittals required for the item. Clearly mark the proposed variation in all documentation.
2.2.3 Submittal Register and Requirements
Submittal Exchange will be used as the submittal register.
Prepare and maintain submittal register, as the work progresses. Maintain a submit-tal register for the project in accordance with Chapter 7 Fit-out Quality Control. The
Government will provide the initial submittal register in electronic format.
2.2.3.1 Submittals for Government Approval
Hard copy Submittals are to be submitted in two (2) copies. Copies are to be hand delivered, directly to the CO and/or COR as requested by the Government.
Submit each required submittal, which is in the form of a drawing, as one (1) soft copy prints of the drawing. Drawing prints are to be either blue or black line perma-nent-type prints on a white background or blueprint and shall be sufficiently clear and suitable for making legible copies.
Catalog cuts and other descriptive data which have more than one model, size, or type or which shows optional equipment must be clearly marked to show the model, size, or type and all optional equipment which is provided. Submittals on compo-nent items forming a system or that are interrelated are to be submitted at one time as a single submittal in order to demonstrate that the items have been properly co-ordinated and will function as a unit.
2.2.3.2 Certificates of Compliance
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 7
Each certificate must be signed by an official authorized to certify in behalf of the manufacturing company and contain the name and address of the Contractor, the project name and location, and the quantity and date or dates of shipment or deliv-ery to which the certificates apply. Copies of laboratory test reports submitted with certificates must contain the name and address of the testing laboratory and the date or dates of the tests to which the report applies. Certification is not to be con-strued as relieving the Contractor from furnishing satisfactory material, if, after tests are performed on selected samples, the material is found not to meet the specific requirements.
2.2.3.3 Purchase Orders
Copies of purchase orders are to be furnished to the Contracting Officer when the
Contractor requests assistance for expediting deliveries of equipment or materials, or when requested by the Contracting Officer for the purpose of quality assurance review. Each purchase order issued by the Contractor or his subcontractors for ma-terials and equipment to be incorporated into the project are to (1) be clearly identi-fied with the applicable GSA contract number, (2) carry an identifying number, (3) be in sufficient detail to identify the material being purchased, (4) indicate a definite delivery date.
2.2.3.4 Operation and Maintenance Data/Manuals
Where required by this PWS or in the CID, operations and maintenance da-ta/manuals are to be provided by the Contractor in two (1) hard copies and one (1) electronic copies (via SE ), unless directed otherwise. Provide legible hard copies of the operations and maintenance data that are assembled in three-ring binders with index and tabbed section dividers and having a cover indicating the contents by equipment or system name and include the project title and location. The legible electronic copies of the operation and maintenance data via SE are to be in a Adobe
Acrobat .PDF format (latest version) and be organized using bookmarks that define the contents by equipment or system name and includes Project Name and Loca-tion, unless directed otherwise by the Contracting Officer. Each operation and maintenance manual must contain a copy of all warranties. The Operations and
Maintenance Data are to be shown as a separate activity on the Contractor prepared construction schedule bar chart or network analysis system. In addition, all wiring and control diagrams and approved system layout drawings must be submitted and included with the O&M Data.
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 8
2.2.3.5 Interior/Exterior Finish Sample and Data
All submittals regarding color boards (furnishing finish samples and data) are to be submitted as one combined submittal. These color boards are in addition to the samples required under the specific technical specifications listed as "samples".
Color boards must clearly identify what finish applies to what furnishing item using the item designator corresponding to the CID.
2.2.3.6 Scheduling
Schedule and submit concurrently all submittals covering component items forming a system or items that are interrelated. Include certifications to be submitted with the pertinent drawings at the same time.
2.2.3.7
Not used.
2.2.3.8 Disapproved Or Rejected Submittals
Contractor shall make corrections required by the Contracting Officer. If the Con-tractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice is to be given to the Con-tracting Officer. Contractor is responsible for the dimensions and design of connec-tion details and construction of work.
2.2.3.9 Approved/Accepted Submittals
The Contracting Officer's approval or acceptance of submittals is not be construed as a complete check, and indicates only that the general method of construction, materials, detailing and other information are satisfactory.
Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor Quality Control (CQC) requirements of this contract is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work.
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 9
After submittals have been approved or accepted by the Contracting Officer, no re-submittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.
2.3 Reference Documents
2.3.1 Publications
The publications listed in the References section of this document form a part of this PWS to the extent referenced. The publications are referred to within the text of this PWS by designation only. The CID attachments, reference these publications either by designation or full name. Additional publications are listed in the CID and must be included to the extent referenced. All referenced publications shall be the latest release of the applicable code (to account for releases occurring after the PWS was written).
2.3.2 Comprehensive Interior Design (CID)
The execution of this contract is heavily dependent on the CID. The CID provides the quantities, locations, and specifications of the furnishings required to outfit and maintain the C2F.
The CID Package includes the following:
- Item Code Legend
- Furniture Drawings
- Typical Workstation Drawings
- Typical Technical Workstation Drawings/Elevations
- Typical Work Bench Drawings/Elevations
- Typical Reception Counter Drawings/Elevations
- Typical Collaborationstation
- Furniture Location Plan
- Furniture Illustrations

2.4 Fit-out Schedule
The Contractor will prepare and maintain a project schedule. The project schedule will include all sources of product, material lead times, installation duration, installa-tion crew size, drop dead date for purchase orders, be broken down into waves, and
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 10 other pertinent information required to professionally execute the C2F FFO project AND coordinate/partner with the Government.
The Contractor will prepare a draft schedule and present to the Government for re-view and approval. The Contractor shall incorporate additional details as the Gov-ernment requires, even after initial approval. The Contractor shall add/remove or otherwise revise information in the schedule, the layouts of the schedule as directed by the Government to understand the FFO activities and how they interact with oth-er Transition activities.
The Government may request digital copies of the project schedule and any up-dates. The Contractor and Government will negotiate the filetype of schedule.
To coordinate various activities requiring Government support (i.e. throughput of the base vehicle inspection), the Government will need to be informed of the quantity of deliveries; ie number of trucks and anticipated arrival date. The Contractor will share information as required/requested. The Government may request changes to the Contractor’s logistical plans, see section 2.5.
The Contractor will hold/attend progress meetings. Some will be dedicated to the furnishings effort. The QCP shall include who attends (from Contractors firm, any subcontractors, and requested Government personnel) the FFO dedicated meetings.
Contractor personell may be requested by the Government to attend other meetings that will include multiple C2F transition stakeholders, see section 2.5.
2.5 Coordination with Other Trades
The Contractor will be expected to coordinate with the Government (multiple agen-cies) and multiple other contractors; to become part of the program team. Each group in the program team will need to communicate with one another to ensure proper sequencing of events and optimized use of constrained resources (such as docks, elevators, etc).
2.5.1 Communication with other Government and Government-contractor Person-nel.
Any decisions adjusting the performance of this contract must be approved by the
COR. To emphasize, other Government personnel may not alter any agreements, schedules, furniture layouts/quantities, etc.
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 11
2.6 Space Layout Design
The Contractor will be responsible for adjusting the furnishings layout to account for the winning product line’s true dimensions.
The Contractor will also make adjustments to quantity and/or configuration/layout from what is provided in the CID to what the user requires in the space.
2.7 Mandatory Use Programs
The Contractor will utilize all Air Force Commodity Council mandatory use programs operational at the time of project advertisement. The contractor will prepare pro-curement packages per the applicable program’s regulations; consolidate/organize responses and present to the Government for furnishing item approval via submit-tals outlined throughout this PWS.
The USSTRATCOM has received immediate and indefinite waiver from the FCC seat-ing program as of 11 Febuary 2015.
For Furnishing Alteration Projects: the contractor shall prepare a waiver request to the FCC with the intent of maintaining a standard set of equipment for USSTRAT-
COM. The Government will assist in this process and submit to the FCC.
CID specifications for furnishing item types shall take precedence over the specifica-tions required by FCC evaluation/award criteria for the awarded FCC programs. The
Contractor shall make explicit notification to the Government if the required specifi-cations cannot be provided via FCC programs which USSTRATCOM has not previous-ly received a waiver from. Details of what specifications items cause the FCC pro-gram to not adequately meet requirements shall be provided. If requested, the Con-tractor shall assist USSTRATCOM in the waiver process.
Products from manufactures outside the FCC mandatory use programs may meet the specifications for a particular item type. Should said products be recommended by the offeror, the products will be considered a deviation from specification (the deviation being non-FCC) and must follow the procedures outlined in Sections 2.2.1 and 2.2.2. The Contractor will perform all procedures outlined in these Sections AND prepare a business case as outlined in each FCC program's respective waiver re-quest template. It should be noted that waiver requests have a heavy business case component; a business case typically explains how the waiver will save the Govern-
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 12 ment money compared to using the FCC program. USSTRATCOM will review any waiver requests, with embedded business case, and if acceptable will forward with endorsement to 55 CONS. 55 CONS must review and if acceptable to CONS, will forward with endorsement to the FCC for consideration. Finally, the FCC will review and either grant or deny the waiver. Supplemental information may be requested at any point along the review process. The contractor must provide item types via the FCC program(s) in the event that any Government organization disapproves the waiver request.
2.8 USSTRATCOM Site Conditions
USSTRATCOM security guidelines do not allow for cell phones to be brought into ei-ther B500 or B1000. Other Portable Electronic Devices, such as laptops, MAY be al-lowed into the facilities given approved justification and mandated/confirmed PED setting configurations.
USSTRATCOM may provide administrative space for up to two Contractor personnel in a neighboring building (not subject to the cell phone and PED caveats above); de-tails are being finalized at the time of PWS development.
All Contractor staff will be required to possess base access credentials, B500 access credentials, and B1000 access credentials. It is likely that these will be three sepa-rate credentials obtained from three separate offices. It is the Contractors responsi-bility that all Contractor personnel receive and maintain these access credentials.
The Government will provide initial guidance on the access request process.
With the access credentials above, the Contractor will have the means to travel across Offutt AFB, and traverse the common corridors/areas of B500 and B1000 in-dependently. The Contractor is expected to perform all activities associated in mov-ing materials to the entry door of each office space.
With few exceptions, office spaces to be furnished in B1000 require Government es-cort to ensure Security requirements are met. Access will not be given to any space unless Government escorts are available. The Government is responsible for provid-ing escorts in a manner that does not impede the Contractors ability to complete in-stallation on schedule. Initial estimates of furniture install crew size and feedback regarding the performance of Government escorts during fit-out execution are key components of becoming part of the program team, see Section 2.5.
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 13
USSTRATCOM will provide a dumpster location on the B1000 site, if desired, to sup-port the trash removal requirement, section 5.3. USSTRATCOM will provide a re-ceipt/staging/depalletization area to support the just-in-time delivery, see Section
3.5.
2.9 Security
All drawings and specifications pertaining to the B500 complex and the B1000 com-plex are ‘For Official Use Only’ (FOUO). The scope given in this PWS directs that the
Contractor use FOUO documents to create additional FOUO documents. Therefore, compliance with Governmental guidance on handling unclassified but sensitive in-formation is mandatory. Specific guidance are listed below.
The prime contractor shall be responsible for compliance to the below guidance of all sub-contractors and/or employees supporting the C2F FFO. The Government may require any of the below forms to be submitted by major sub-contractors.
2.9.1 Certificate Pertaining to Foreign Interests: Standard Form (SF) 328, in-cluded in Attachment 1, must be completed and submitted prior to obtaining FOUO documents. The form shall be signed by the company president or general manager on behalf of the company and employees. Companies will require approval from
Government security representatives prior to obtaining FOUO documents. The Gov-ernment reserves the right to deny a bidder FOUO documents, establishing the bid-der as unqualified to perform the scope of this contract.
2.9.2 Nondisclosure Agreement: Included in Attachment 1, must be completed and submitted prior to obtaining FOUO documents. This nondisclosure agreement (NDA) was developed for any contractor working with information pertaining to the B1000 complex. The NDA will also apply to the B500 complex information for the purposes of this contract. The form shall be signed by the company president or general manager on behalf of the company and employees.
2.9.3 DOD Guidance: Two DOD publications outline specific measures concerning the handling, transmittal, and disposal of information/material not intended for pub-lic release. The contractor shall comply with and actively engage in all measures outlined in the below publications. Failure to do so shall be considered a breach of the nondisclosure agreement, see section 2.9.2.
C2F FFO PWS USSTRATCOM C2F - J43 Support 4 June 2015 14
2.9.3.1 DODI 8582.01: The contractor shall reference Enclosure 3 of title document included in Attachment 1 for handling soft copy materials.
2.9.3.2 DODM 5200.1, Volume 4: The contractor shall reference Enclosure 3, paragraph 2.e of title document included in Attachment 1 for handling hard copy materials.
2.9.4 Contractor Validation Data: The winning bidder shall be required to complete data entry pertaining to their own company, any subcontractors, and any subcon-tractors to each subcontractor, and major suppliers of materials and services to each. Failure to complete the form in good faith to represent the total contractor’s team shall be considered a breach of the NDA, see section 2.9.2. The Contractor shall use the formatting provided in Attachment 1.
2.9.5. Products may not be labeled in a way that refers to sensitive missions or equipment, special access controls, or similar designations. Generally this require-ment is to interpreted as only labeling products with room number only.
2.9.6. The Project Manager, see Section 7.2, shall have and maintain a Secret clearance to support interactions with the rest of the program team, see Section 2.5.
