Clarifications QJVF 07-6017, Install MAF Cable Fence

Q: First of all, do you accept suggestions for improving possible weak links in the design?
A: Answered previously.
Q: Are there any better drawings? Mainly of the gate modifications? I do recall you saying theres more pictures coming out.
A: Revised drawings and pictures have been distributed.
Q: It sounds like its calling for one end of each 3/4" cable to be swagged and the other end terminated with 4 clamps?
A: Answered previously.
Q: Its unclear as to how one dead man ends and the next begins, meaning, do the cables angle off the same post or is there an overlap and how much of an overlap?
A: Cables angle off single post.
Q: It appears on the drawing that the angle of the cable to the dead man is 45 degrees but I dont see that actual spec anywhere.
A: Sheet C-4, note 3 states that deadmans shall be offset from fenceline to avoid conflict with existing fence, there is no angle specification.
Q: I was unable to make the site visit to inquire about payment scheduling. What would be possible, after each site completion, every 3, every 5 sites?
A: In accordance with clause 52.232-5, payment will be made monthly.
Q: Who does the underground locating as I dont imagine the 811 call before you dig service will work for secure sites as these?
A: Answered previously.
Q: Lastly for now, how solid is the March 7 response deadline as there seems to be a fair amount of incomplete info yet.
A: The bid due date has been extended to 14:00, 15 March.
Q: In regards to the question number five. Does the crash rating need to be engineered or tested?
A: No.
Q: In regards to my earlier question about the crash rating. There is not a crash tested cable barrier with an M30 P2 system. Would you accept an engineered M30 P2 cable barrier or an alternate engineered barrier?
A: Deviations from design are not acceptable.
Q: Question 5.) The design as provided meets K4P2 correct? We do not have to have the design (as per provided) certified that it meets this K4P2?
A: Correct
Q: Question 30.) After measuring sites on Google earth, sites C1 and D1 have significant differences in length noted on sheet C-1.. If when these sites are installed will a change order be allowed for additional quantities installed? Or as noted in answer to questions 30.) (...listed is the minimum length...) and everything in addition would be contractors responsibility to be aware of conditions?
A: The linear feet noted for C-01 and D-01 is shorter than what the drawings depict and scale to – the drawn distance, not the listed distance is the correct quantity.
Q: Questions 76.) Need clarification on post size - 4" - OD or Nominal? Standard fence pipe is measured in 4" OD. A 4" nominal actually measures 4-1/2" OD. What now exists at the main gate is 4" OD, there is NOT any 4" nominal existing on sites.
A: 4” OD
Q: By changing new posts to 4" nominal this will change all new fittings to special order, future repair of this fence in an emergency condition may cause delays for non stock items. If 4" OD is used this will not be a problem as all material will be standard stock.
A: Posts shall be 4” OD.
Q: Question 90.) Answer conflicts with revised drawings - Answer-Corner, Pull, Brace and Anchor posts shall be 4". However the drawings sheet 4R, Detail 1 and 2 notes "new pull post" but does NOT indicate new corner post.
A: Vendor is correct, corner posts are currently not 4” posts and will need to be removed and replaced.
Q: Detail 5 notes existing 4" corner post, but does NOT note remove and replace. I ask for clarification because all existing corner posts are 2-7/8" OD, If all corners need to be replaced this will be a significant cost.

Q: Are the location drawings correct in the 1 inch to 50 feet? Are the approximate Lf correct. When We measure there seems to be somewhat of a difference. For material take offs are you suggesting Minot AF procurement furnish the contractor with an escort so approximate measurements can be verified?
