Questions & Answers MAF Elevator Upgrades

1. A17.1-2007 requires that we add Firefighter’s Service Operation when we alter the controller. The code requires that the elevator has smoke detector initiating devices that are monitored. Should we include the cost of a subcontractor to install the heat detectors in each elevator lobby, in the machine room and in the overhead and include the necessary relays and monitoring panel?

· Firefighter’s Service Operation is not needed for this project.

1. A17.1-2007 requires that a heat detector be mounted within 24” of all sprinkler heads in the machine room, hoistway or pit. Should we include the cost of subcontractor to furnish and install the devices?

· Heat detectors are not needed for this project.

1. A17.1-2007 requires that a shunt trip device be installed and initiated by the heat detectors to shut off main power to the elevator if a sprinkler head goes off. Should we include the price of a shunt trip disconnect for each elevator?

· A shunt trip device is not needed for this project.

1. Can Microprocessor controls be used in lieu of relay logic?

· No.

1. C.J. Anderson tells me that the use a small microprocessor of Firefighter’s Service Operation. Is that OK?

· Firefighter’s Service Operation is not needed for this project.

1. A17.1-2007 does not allow any pipes or other equipment in the hoistways or machine room that are not needed to operate the elevator. It also does not allow access to other equipment through the hoistway or machine room. Will it be OK to keep any water pipes, electrical piping and wiring and access hatches in their existing locations?

· Repositioning of these items is outside the scope of this contract.

1. The hoistways and machine rooms do not have fire rated enclosures per A17.1-2007 Elevator Code. Is it OK to reuse the enclosures as they are currently installed?

· The current enclosures can remain.

1. Does the Elevator Contractor need to provide test weights or will the QEI Certified Elevator Inspector provide them?

· See PWS paragraph 1, Contractor shall provide all labor, materials, tools, supplies, equipment, parts, vehicles, supervision, transportation, and other items necessary to repair, upgrade, and test the 15 elevators. Also see PWS paragraph 1.4 – 1.4.1, the contractor shall conduct the elevator testing/full-load safety tests.

1. PWS, Item 5.1 states that the normal work hours will be ten (10) hour per day, from 7:30 AM until 6:00 PM, four (4) days per week. Will the escort be on site at 7:30 AM until 6:00 PM each work day?

· Per PWS paragraph 5.1 work hours will be from 7:30am – 6:00pm Mondays – Thursdays, excluding federal holidays. Per PWS paragraph 5.1.2, the Contractor shall corrdinate with the Government escort/inspector, each afternoon, the proposed work relative to the next day’s services. Per PWS paragraph 5.2.1, the Contractor will be responsible for rescheduling services for the first work day after the holiday observance.

1. Would it be possible for the Elevator Contractor to reimburse the Government for the overtime portion of all escort work over forty (40) hours per week? This will reduce the amount of time each elevator is out of service and, even with the additional cost for the escort, will reduce the daily expenses considerably.

· It may be a consideration after award, if approved and accepted; however do not rely on utilizing this for your proposal preparation and timeline to complete work within the year required in PWS paragraph 5.1.

1. PWS, Item 1.1.1 States that the Elevator Code shall meet the A17.1-2007 Code. Is that the correct code year or should it be the most current adopted code which is A17.1-2013?

· Code shall be A17.1-2013 or applicable code for year VTE was put into service unless otherwise excluded in the PWS.

1. Will the Government provide a dedicated phone line in the elevator machine room for connection to the emergency elevator phone that will be located on the car?

· No. An emergency phone is not needed for this project.

1. Will the escort be available on Federal Holidays that are not paid holidays for Elevator Constructors, specifically, Martin Luther King Day, Washington’s Birthday and Columbus Day?

· See PWS paragraphs 5.1 – 5.2.1, work will not take place during the listed observed federal holidays.

1. Please clarify the non-productive time each day concerning security procedures getting in and out of each site on a daily basis and any lost time for shift changes, etc.

· See PWS paragraph 5.5.6 for possible delays. Site arrival and departure delay times are used to verify identities of personnel entering and leaving site, vehicle searches, and validating equipment being brought on and off site. Delay hours during the week for shift changes are for possible stoppage of work while new military crews replace on-site crews.

1. We do not anticipate any welding, cutting or brazing during the progress of the job but, if it necessary, can we get a hot work permit per PWS, Item 5.12.1.2?

· In accordance with PWS paragraph 5.12.1.2, the contractor can process an AF Form 592 prior to welding as stated to obtain a welding permit, and the contractor shall re-accomplish every 30 days.

16. We will have two (2) Elevator Constructor Mechanics on each job site, if needed to meet the schedule. Will up to three (3) escorts be provided so we can work on three (3) job sites simultaneously? It will most probably be no more than two (2) job sites.

· Per PWS paragraph 5.1, work can take place at up to three sites at a time with prior approval from the Missile Engineering Inspector.

17. Does the escort have to in visual contact with both mechanics all the same time. For instance, if one (1) mechanic needs to go to the men’s room, does the other mechanic have to go with and include the escort?

· Yes, if one of the contractor’s personnel leaves the work area both must leave with the escort.

18. Can one (1) mechanic be in the machine room upstairs and the other mechanic in the pit with only one (1) escort?

· Yes this is acceptable.

19. Is is permissible to reuse existing conduit?

· As each site could potentially be different, the inspector on site will make a separate determination for each case.
