1.GENERAL:
1.1 LOCATION OF WORK: The work is located in aircraft maintenance hangars (Building No. 836 and 863) at Minot Air Force Base (MAFB). The location map attached to the end of this section shows the location of the hangars. The work is in a controlled area.
1.2 SPECIAL PROVISION ATTACHMENTS: Attachments for this section are as follows:
1.2.1 Contract Progress Schedule (AF IMT 3064) and Contract Progress
Report (AF IMT 3065) are included in Attachment No. 01.
1.2.2 Work locations and floor plans for the hangars are included in Attachment No. 02.
1.3 DESCRIPTION OF WORK: The project involves providing approximately
14,300 square feet at building 836 and approximately 28,000 square feet at building 863 of new resinous flooring at the hangar. Contractor shall verify
ALL square footages to ensure the proper amounts of material are being ordered/used for the job. Project work includes, but is not limited, to the following:
floor.
1.3.1 Remove existing joint material and degrease entire hangar
1.3.2 Remove existing hanger floor coating system and prepare surface to include minor spall and surface deterioration and crack repair, not to exceed (NTE) 200 square feet for surface/crack repair as determined by the Contracting Officer.
1.3.3 Remove Hexavalent Chromium VI from existing hanger work area surfaces in building 836 and 863 as specified in section 01431, Environmental Protection.
1.3.4 Seal joints.
1.3.5 Apply and cure new 3-coat fuel resistive resinous flooring.
1.3.6 Apply new hangar floor striping and markings to replace existing markings. All paint striping will be enamel paint, or approved equal that is compatible with the floor coating as indicated by the product manufacturer, and painted on top of the final sealant coat, to include the
01000-2 crush zone and danger sign markings. Drawings showing the schematic layout of the hangar striping and markings are attached at the end of section 09900, Paint and Coatings.
1.4 SITE INVESTIGATION:
1.4.1 Bidders are urged to visit the site and by their own
investigation satisfy themselves as to the existing conditions. Bidders will identify discrepancies or omissions in the specifications and immediately notify the Contracting Officer in order to obtain clarification prior to submitting their bid. If the bidder chooses not to visit the site, he/she will nevertheless be charged with the knowledge of the conditions that a reasonable inspection would have disclosed. Contractors shall assume all responsibility for deductions and conclusions as to the difficulties in performing the work. The Contracting Officer will arrange for a site visit and will require Contractors to notify him/her 24 hours in advance of intended visit.
1.5 USE OF PREMISES:
1.5.1 The site is located within a controlled area that is adjacent to a restricted area involving flightline operations. Areas adjacent to the site will remain occupied by the Government for the duration of the contract.
The contractor shall limit the use of premises for work and construction operations to allow for Government occupancy.
1.5.2 Coordinate use of premises under the direction of the
Contracting Officer and the using agency.
1.6 EQUIPMENT PARKING: Space for the contractor's equipment will be allotted on MAFB. The exact location will be chosen during the preconstruction conference and shall be approved by the Contracting Officer at that time. It will be the contractor’s responsibility to secure his/her own equipment using his/her own resources to do so at all times. The
Government shall not be liable for the security of any of the contractor's equipment or material while on MAFB.
1.7 WORK SCHEDULE: Working hours for the contractor will normally be 10-hour days between the hours of 7:00 a.m. and 5:00 p.m., excluding Saturdays, Sundays, and federal holidays. If the contractor desires to work during periods other than the above mentioned, the Government will also consider other work hour proposals to meet the contractor’s needs depending on the availability of the facility and additional Government inspection forces.
The contractor shall make his/her request to the Contracting Officer three days in advance of his/her intention to work during other periods to allow coordination with the using agency and the assignment of additional inspection forces. If such force is reasonably available, the Contracting
Officer may authorize the contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform
01000-3 in excess of their normal duty hours/days solely for the benefit of the contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the Contracting Officer.
1.8 CONSTRUCTION PROGRESS SCHEDULE: The contractor shall prepare and submit to the Contracting Officer for approval prior to commencing construction a Construction Progress Schedule (AF IMT 3064, see Attachment
No. 01) showing the order in which the contractor proposes to perform the work. The schedule shall separate the work into phases developed in cooperation with the Government. The schedule shall include the dates on which the contractor contemplates starting and completing the salient elements of the work. The contractor shall also specifically identify on each Contractor Progress Report (AF IMT 3065, see Attachment No. 01), any apparent, anticipated, or proposed deviation from the previously approved schedule.

(MAFBI) 32-2001, Responsibilities of Base Personnel to Eliminate or Control
Fire Hazards.
1.11 TRAFFIC CONTROL: The contractor shall provide all traffic control devices for pedestrian, vehicular and aircraft traffic and will be responsible for maintaining these devices until notified by the Contracting
Officer. The contractor’s traffic control devices shall comply with MAFB airfield and safety requirements.
1.12 HAULING MATERIALS: The use of base streets for hauling materials will be permitted if the vehicles are equipped with pneumatic tires. The haul route the contractor will take will be determined at the pre-construction conference.
1.13 DRAWINGS AND SPECIFICATIONS: At least one set of specifications and drawings shall be kept at the job site by the contractor's job supervisor or foreman.
01000-4
1.14 WORK CONDUCT, CORRELATION, EXECUTION, ETC.:
1.14.1 Work Performance: Contractor shall conduct all work, including materials distribution in an orderly manner, and shall notify
Contracting Officer within two (2) workdays of mobilizing at the job site.
Contractor shall confine and limit his personnel to only those areas required for work performance. All work shall be performed in a neat, orderly fashion, with extreme care exercised to avoid damage to all property in and around project areas. Any damage caused by the contractor shall be replaced, repaired, or restored to the Contracting Officer's satisfaction at no cost to the Government. Upon completion, all work and storage areas shall be cleaned of all evidence of contractor's debris accumulations. Contractor's proposed work schedule shall be coordinated with the Contracting Officer or his/her designated representative two (2) weeks prior to the start of any work. All work areas shall be barricaded properly for day and nighttime safety warning.
1.14.2 Storage: At close of each day's operations, all materials and equipment shall be moved to the storage area designated by Contracting
Officer or his/her designated representative. If the contractor should have a storage structure or equipment located on base, it shall be removed, and storage area restored to its original condition within seven days after final acceptance of this project.
1.15 QUALITY CONTROL: The contractor shall provide a quality control inspector who is familiar with all phases of operation. This individual may be the same person as the job supervisor or foreman. 1.16 UTILITIES: Water and electricity required will be furnished by the
Government.
1.17 PERMITS:
1.17.1 Clearance Work Request:
1.17.1.1 Contractor shall coordinate with appropriate utility locating agencies, including base communications cable maintenance (Item 1 through 15) of AF Form 103, Base Civil Engineering Work Clearance Request.
AF Form 103 will be given to the contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on AF Form
103 before start of work on base. A copy of AF Form 103 instructions will be available to the contractor during the pre-construction meeting.
1.17.1.2 Before any excavation, alteration, or other
construction work is begun, the contractor shall obtain and fully process an
AF Form 103, Base Civil Engineering Work Clearance Request. The form requires extensive coordination with several base agencies, including
01000-5 furnishing all locations, detailed information, and sketches regarding any proposed excavation(s). Processing a separate request for each planned excavation is required; each phase of processing the form and its attachments shall be completed prior to commencing work involving that phase. The AF
Form 103 shall be prominently displayed on the job site at all times for review by the Contracting Officer and/or his or her designated representative.
A copy of the signed form shall be submitted to the Contracting Officer and a copy to the project inspector.
1.17.1.3 Contractor shall schedule a meeting time to meet
with each utility agency at the work site to locate affected utilities.
1.17.1.4 Contractor shall maintain all marked utilities in
the field once they are initially marked by each utility agency. If markings are damaged, contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates. Expenses for time and materials to perform repeat locates shall be borne by the contractor, unless otherwise approved by the Approving Officer. Cost to do the repeat locates will be deducted from the final invoice. Cost will be calculated using the average shop rate of each agency. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no additional cost to him. Off-base utility locates agencies might request additional cost for repeat locates.
1.17.1.5 Clearance request is not valid until signed by the
Approving Officer, block 17 of the AF Form 103. Approving Officer will not sign until all locates are marked and all utility locating agencies signatures are on the form. Excavation work shall commence within 30 days after the Approving Officer's signature; otherwise, clearance request is invalid and a new request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.
1.17.1.6 Protection of Existing Utilities: The contractor
shall safeguard and protect from damage all utilities encountered or uncovered during digging, excavation, and backfilling.
1.18 GOVERNMENT-CAUSED DELAYS:
1.18.1 Scheduled Work Delays: The contractor shall allow a total of 30 minutes processing time to enter or leave MAFB or controlled/restricted areas. This cost shall have been factored into the contractor's bid price.
1.18.2 Unscheduled Work Delays: In the event of a military
exercise, inspection, or event, the contractor may be required to vacate the area of all personnel, equipment, and materials for an indefinite period. The
01000-6 on-site supervisor shall notify the Contracting Officer within two (2) days of the delay.
1.18.3 Unscheduled Work Delay Unit Price: The contractor shall bid an hourly rate for unscheduled work delays caused by the Government as shown in the Bid Schedule. This hourly rate shall include all contractor costs
(labor, equipment, materials, etc.) attributed to an unscheduled work delay.
1.19 SECURITY REQUIREMENTS:
1.19.1 Base Regulations: All activities of the contractor and his employees shall be conducted in strict accordance with Minot Air Force Base
Security Regulations. Copies of these regulations will be furnished to the contractor upon request.

CES/CEAN.
3.5.1.4.2 The Contractor shall be responsible for
providing erosion and sediment control measures in accordance with Federal, State and local laws. This applies in all cases, even for construction activity that disturbs less than an acre of soil. The erosion and sediment controls selected and maintained by the Contractor shall be such that water quality standards are not violated as a result of the Contractor’s construction activities. The area of bare soil exposed at any one time by construction operations should be kept to a minimum. The Contractor shall construct or install temporary and permanent erosion and sediment control best management practices (BMPs). BMPs may include, but not be limited to, vegetation cover, stream bank stabilization, slope stabilization, silt fences, construction of terraces, interceptor channels, sediment traps, inlet and outfall protection, diversion channels, and sedimentation basins. The
Contractor’s best management practices shall also be in accordance with the
Base National Pollutant Discharge Elimination System (NPDES) Storm Water
Pollution Prevention Plan (SWPPP) which may be reviewed at the Minot AFB
Environmental Management Office. Any temporary measures shall be removed after the area has been stabilized.
