SECTION 01000 – ADMINISTRATIVE PROVISIONS
1. GENERAL
1.1. DESCRIPTION
1.1.1. Work Included: Work of this Contract Install Overhead Door – Bldg 899, QJVF 08-0145, comprises general and electrical construction at the Helicopter Hangar - Building #899, 314 Flightline Drive located at Minot Air Force Base, North Dakota.
1.2. SUMMARY OF WORK
1.2.1. Demolition of existing exterior concrete stoop and interior floor slab as described on the drawings.
1.2.2. Remove and salvage for reuse the exterior pre-engineered wall system for reinstallation.
1.2.3. Remove and salvage for reuse and reinstallation the existing hollow metal door frame and hardware as shown on the Drawings.
1.2.4. Remove and relocate downspout.
1.2.5. Modify opening for installation of new overhead door and electric operator.
1.2.6. Miscellaneous electrical switches and related wiring.
1.3. WORK SEQUENCE
1.3.1. Construct Work in stages to accommodate Using Agency occupancy requirements during the construction period; coordinate construction schedule and operations with the Contracting Officer or Technical Representative.
1.4. USE OF PREMISES
1.4.1. Limit use of premises for Work and for construction operations, to allow for Using Agency Occupancy.
1.4.2. Coordinate use of premises under direction of the Contracting Officer.
1.4.3. Using Agency will occupy premises during entire period of construction. Cooperate with Contracting Officer to minimize conflict and to facilitate Using Agency operations.
1.4.4. Contractor shall limit down time of lighting and power.
1.5. COORDINATION
1.5.1. Coordinate work of the various Sections of Specifications to assure efficient and orderly sequence of installation of construction elements, with provisions for accommodating items installed later.
1.5.2. Verify characteristics of elements of interrelated operating equipment are compatible;
coordinate work of various Sections having interdependent responsibilities for installing, connecting to, and placing in service, such equipment.

1.5.3. Coordinate space requirements and installation of mechanical and electrical work which are indicated diagramatically on Drawings. Follow routing shown for pipes and conduits as closely as practicable; make runs parallel with lines of building. Utilize spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs.
1.5.4. In finished areas, except as otherwise shown, conceal pipes, ducts, and wiring in the construction. Coordinate locations of fixtures and outlets with finish elements.
1.5.5. Execute cutting and patching to integrate elements of Work, uncover ill-timed, defective, and non-conforming work, provide openings for penetrations of existing surfaces and provide samples for testing. Seal penetrations through floors, walls, and ceilings.
1.6. CONTRACTOR’S WORK HOURS
1.6.1. Working hours for the Contractor will normally be between the hours of 7:30 a.m. and 4:00 p.m., excluding Saturdays, Sundays, and federal holidays. If the Contractor desires to work during periods other than above, additional Government inspection forces may be required. The Contractor must make his/her request to the Contracting Officer three days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These adjustments to the Contract price may be made periodically as directed by the Contracting Officer.
1.7. FIELD ENGINEERING
1.7.1. Provide field engineering services; establish grades, lines, and levels, by use of recognized engineering survey practices.
1.8. REFERENCE STANDARDS
1.8.1. For products specified by association or trade standards, comply with requirements of the standard.
1.8.2. The date of the standard is that in effect as of the Invitation for Bid Date.
1.9. SAFETY
1.9.1. Contractor to comply with all IBC/OSHA/NEC/AF/DOD Regulations.
1.9.2. Contractor to comply with MAFBI 32-2001, Responsibilities of Base Personnel to Eliminate or Control Fire Hazards.
1.10. PERMITS AND CLEARANCES
1.10.1. Welding:
1.10.1.1. When any welding, cutting, brazing, or use of any open flame device is to be used, an AF Form 592 permit must be obtained from the Base Fire Department, 320 Flightline Drive, prior to beginning such work.

1.10.1.2. During such work, a fully charged and operable fire extinguisher, appropriate for the task, shall be provided by the Contractor.
1.10.2. Clearance Work Request:
1.10.2.1. Contractor shall coordinate with appropriate utility locating agencies, including base communications cable maintenance (Item 1 through 15) of AF Form 103, Base Civil Engineering Work Clearance Request. AF Form 103 will be given to the Contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on AF Form 103 before start of work on base. A copy of AF Form 103 instructions will be available to the Contractor during the pre-construction meeting.
1.10.2.2. Before any alteration or other construction work is begun, the Contractor shall obtain and fully process an AF Form 103, Base Civil Engineering Work Clearance Request. The form requires extensive coordination with several base agencies, including furnishing all locations, detailed information, and sketches regarding any proposed excavations.
Processing a separate request for each planned excavation is required; each phase of processing the form and its attachments shall be completed prior to commencing work involving that phase. The AF Form 103 shall be prominently displayed on the job site at all times for review by the Contracting Officer and/or his or her designated representative. A copy of the signed form shall be submitted to the Contracting Officer and a copy to the project inspector. Completion of the AF Form 103 includes certifying compliance with institutional controls indicated by CEV, coordination in getting the form coordinated, and returning the form to the Environmental office when the project has been completed.
1.10.2.3. Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities.
1.10.2.4. Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, Contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates. Expenses for time and materials to perform repeat locates shall be borne by the Contractor, unless otherwise approved by the Approving Officer. Cost to do the repeat locates will be deducted from the final invoice. Cost will be calculated using the average shop rate of each agency. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the Contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, Contractor shall re-mark the site and may request verification of utility locations at no additional cost to him.
Off-base utility locates agencies might request additional cost for repeat locates.
1.10.2.5. Clearance request is not valid until signed by the Approving Officer, block 17 of the AF Form 103. Approving Officer will not sign until all locates are marked and all utility locating agencies signatures are on the form. Excavation work shall commence within 30 days after the Approving Officer's signature; otherwise, clearance request is invalid and a new request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.
1.10.2.6. Protection of Existing Utilities: The Contractor shall safeguard and protect from damage all utilities encountered or uncovered during digging, excavation, and backfilling.
1.10.3. Hazardous Waste Disposal:

1.10.3.1. Contact 5 CES/CEANP via the Contracting Officer at least 3 weeks prior to accumulating hazardous wastes on the work site to coordinate handling, storage, management, and disposal requirements.
1.10.3.2. The Contractor shall be responsible for proper characterization, handling, storage, labeling, and disposal of hazardous waste (HW) in accordance with federal and state regulations, and MAFB policies.
1.10.3.3. The Contractor may dispose of HW at the end of each work day, or may operate a Satellite Accumulation Point (SAP) in accordance with the MAFB Hazardous Waste Management Plan.
1.10.3.3.1. The SAP location shall be pre-approved by the base Fire Department and 5 CES/CEANP.
1.10.3.3.2. Hazardous wastes shall be removed from the SAP at least once per calendar month.
1.10.3.4. Waste generation:
1.10.3.4.1. Hazardous waste generated from hazardous materials abandoned by government personnel will be disposed by the government through the MAFB Central Accumulation Point (CAP).
1.10.3.4.2. Hazardous waste generated by the Contractors use of hazardous materials on this project shall remain the property of the Contractor and be disposed off-base by the Contractor.
1.10.3.4.3. The Contractor shall clearly label and segregate Contractor generated HW, government HW, and other wastes at all times.
1.10.3.5. State-regulated and non-hazardous wastes:
1.10.3.5.1. State regulated and non-hazardous wastes do not exhibit the characteristics of HW but still contain contaminants that are not allowed to be disposed in municipal landfills.
1.10.3.5.2. The Contractor shall be responsible for properly characterizing, handling, storing, and disposing of these wastes in accordance with federal, state, and MAFB environmental regulations.
1.10.3.5.3. No liquid wastes are allowed in the dumpsters; products with free liquids must be solidified prior to disposal.
1.10.3.6. Empty Containers:
1.10.3.6.1. Empty containers are usually exempt from HW regulations.
1.10.3.6.2. Any hazardous material container not meeting the definition of empty is managed as a material.
1.10.3.6.3. MAFB policy considers a container empty if all material has been removed that can be removed.
1.10.3.6.4. If additional product can be removed from the container, it is not empty.
1.10.3.6.5. Empty metal containers, excluding gas cylinders, are collected at the CAP for scrap metal recycling.

1.10.3.6.6. Empty gas cylinders, and empty drums of any kind, shall be removed from MAFB by the Contractor and properly disposed by the Contractor.
1.10.3.7. Waste Minimization:
1.10.3.7.1. MAFB is a Small Quantity Generator and must closely monitor the generation of hazardous wastes. Significant generation of hazardous wastes from projects and Contractor spills can easily change MAFBs generator status. The goal is to minimize the use of hazardous and toxic chemicals to curtail hazardous waste generation.
1.10.3.7.2. The Contractor shall:
1.10.3.7.3. Make every effort to minimize waste by utilizing appropriate work practices.
1.10.3.7.4. Purchase only what is needed for the job.
1.10.3.7.5. Choose environmentally friendly products whenever possible. If products with hazardous chemicals must be purchased, choose products with the lowest concentration possible.
1.10.3.7.6. Mix or pour only the amount of material needed for the task.
1.10.3.7.7. Ensure cans/cartridges are properly closed to prevent drying of paints, adhesives, and sealants.
1.10.3.7.8. Clean equipment using rags first, then using solvent sparingly and only when needed.
1.10.3.7.9. Use drip pans under equipment and secondary containment under liquid materials/wastes.
1.10.3.7.10. Recycle hazardous and state-regulated wastes as allowed by law, and re-use excess hazardous materials on other jobs.
1.10.3.8. Waste Reporting:
1.10.3.8.1. The Contractor shall provide waste shipping documents for hazardous (RCRA) and non-hazardous wastes, including refuse removed from MAFB.
1.10.3.8.2. The Contractor shall provide a readable copy of the hazardous waste manifest to 5 CES/CEANP via the Contracting Officer no later than 2 business days after any shipment of hazardous waste leaves MAFB.
1.10.3.8.3. The Contractor shall provide a readable copy of the shipping papers for non-hazardous wastes and refuse to 5 CES/CEANP via the Contracting Officer no later than 1 week after the waste leaves MAFB. Shipping papers must include the weight, date of removal, and address of waste disposal facility.
1.10.3.8.4. If the Contractor chooses to recycle hazardous and non-hazardous wastes, the Contractor shall:
1.10.3.8.4.1. Track by calendar month the pounds of wastes that are recycled and the facilities it goes to.
1.10.3.8.4.2. Report the data quarterly to 5 CES/CEANP via the Contracting Officer no later than 1 week after the end of the reporting quarter. The report shall be on company letterhead paper

QJVF 08-0145 Section 01000 - 6 and show the type of waste, monthly weight, and recycling facility name and address. The report shall be signed by the project manager or other authorized company representative.
1.10.3.8.4.3. The Contractor shall report recycled hazardous and non-hazardous wastes for all subcontractors.
1.10.3.8.4.4. Reporting may be delegated to subcontractors in writing at least 1 week before the subcontractor begins work on MAFB.
1.10.3.8.4.5. The delegation letter shall be sent to 5 CES/CEANP via the Contracting Officer and specify the subcontractor name, and person responsible for reporting the data.
1.10.4. 1.10.4 HAZARDOUS MATERIALS (HAZMAT) CONTRACTOR AUTHORIZATION
PROCEDURES
1.10.4.1. Contractors must obtain an authorization prior to bringing any hazardous materials (Federal Standard 313) on Air Force installations. The hazardous materials shall be properly identified and include any applicable identification number, such as National Stock Number or Special Item Number. Contractors must submit all required documentation including appropriate Material Safety Data Sheet (MSDS) and projected usage information to 5 CES/CEAN through the Contracting Officer at least 15 days before the HAZMAT is brought onto Minot AFB. This review is to ensure that no Air Force restricted hazardous materials are being proposed for use.
1.10.4.2. Following contract award, the contractor shall provide the name and an initial volume of each hazardous material being used on Minot AFB and its storage location.
1.10.4.3. Contractors shall provide 5 CES/CEAN with specific usage data on quarterly basis as determined by the Installation Hazardous Materials Management Process (IHMMP) team.
Reports must include: name of material, manufacturer, volume of material used in reporting period, container size, and storage location if it’s changed since initial reporting, and the name and phone number of the reporting official. Reports shall be on letterhead paper, dated, and signed by the reporting official. Prime contractors shall be responsible for reporting hazardous material used by subcontractors.
1.10.4.4. The contractor shall maintain MSDSs for all hazardous materials used on base and the MSDSs shall be on file on site at the construction site office at all times. The contractor shall send 5 CES/CEAN via the Contracting Officer a MSDS for any new material not initially identified, the volume being brought on base, and the hazardous material storage location. The MSDS shall be submitted to 5 CES/CEAN in accordance with paragraph
1.10.4.1 and 1.10.4.3.
1.10.4.5. Prior to completion of the contract, the contractor shall provide a finalized report of the actual quantities used during the contract, and remove all excess materials. Contractors may use excess materials on other projects and shall be responsible for proper disposal of any materials removed from Minot AFB.
1.10.4.6. The Contractor shall submit all of the above data as a formal contract submittal.
1.10.5. EMERGENCY PLANNING AND COMMUNITY RIGHT-TO-KNOW ACT (EPCRA).
Contractors shall comply with the reporting provisions of EPCRA Sections 311, 312 and 313 during the life of the contract. Contractors shall provide a list of all hazardous materials procured, used and stored along with a current MSDS for each item, an initial inventory

At the end of the project, the contractor shall provide an inventory of the total volume of each chemical product used, the largest one-day volume of the product on hand, the product’s manufacturer, and applicable product identification number. Contractors shall provide the information to 5 CES/CEAN through the Contracting Officer.
1.10.6. STORAGE OF HAZARDOUS MATERIALS
1.10.6.1. All hazardous materials used by the contractor on Minot AFB property shall be stored properly in segregated areas in accordance with all regulatory and MAFB Fire Department requirements. Storage requirements shall include, but not be limited to:
A. Containers must be securely closed when not in use B. Containers must be labeled with appropriate warning labels C. Storage area must be posted with hazardous signs as required D. Storage must have secondary containment E. Contractor shall check at least weekly for leaks and spills and maintain a log of the inspections F. Materials shall be stored in one central location G. Flammable items must be stored in an approved flammable storage locker and grounded as needed H. All fuel storage tanks and containers must have secondary containment
1.10.7. Scheduling:
1.10.7.1. The Contractor shall schedule work to minimize the amount of disturbance and disruption to the Using Agency. The Contractor shall coordinate the work schedule with the Contracting Officer.
1.10.8. Construction and Demolition (C&D) Wastes:
1.10.8.1. The Contractor shall recycle C&D debris and excess materials to the greatest extent possible. This contract calls for the re-use of existing materials.
1.10.8.2. The Contractor shall report the weight of C&D on a regular basis. Weight shall be reported in pounds or tons.
1.10.8.2.1. Data will be collected by calendar month, and reported by calendar quarter.
1.10.8.2.2. Data will be separated into two categories:
1.10.8.2.3. C&D debris disposed
1.10.8.2.4. C&D debris recycled/re-used
1.10.8.3. The Contractor shall:
1.10.8.3.1. Report each type of waste separately (tonnage disposed and tonnage recycled/re-used) on a memo signed by the project manager or other authorized company representative.
1.10.8.3.2. Submit the report to 5 CES/CEAN through the Contracting Officer by the 7th of each month following the reporting quarter.

1.10.8.3.3. Report the tonnage of each type of waste broken out by calendar month, and include the facility name and address for each type of waste.
1.10.8.4. The primary Contractor shall be responsible for reporting C&D wastes generated by all subcontractors.
1.10.8.4.1. Reporting may be delegated to subcontractors in writing at least 1 week before the subcontractor begins work on MAFB.
1.10.8.4.2. The delegation letter shall be sent to 5 CES/CEANP via the Contracting Officer and specify the subcontractor name, and person responsible for reporting the data.
1.10.9. Materials Containing Recycled Content:
1.10.9.1. New materials used for the construction often contain recycled or bio-based content.
Examples include: steel studs containing post-consumer recycled steel, gypsum board faced with recycled paper, orange-oil cleaners, or re-processed latex paint.
1.10.9.2. The Contractor shall collect and report the use of materials containing recycled and bio-based content. The Contractor shall:
1.10.9.2.1. Track by calendar month the amount of materials used that contain recycled/bio-based content and the amount of recycled/bio-based content for each material (e.g. 2500 feet copper wire, 20% post-consumer content).
1.10.9.2.2. Report the data quarterly to 5 CES/CEANP via the Contracting Officer no later than 1 week after the end of the reporting quarter. The report shall be on company letterhead paper, and show the type of material, manufacturer, monthly amount used, weight conversion (if needed), and recycled content of each material. The report shall be signed by the project manager or other authorized company representative. If no recycled-content and bio-based materials are used, the Contractor shall report the monthly data as “zero” and provide a statement why (e.g. ‘no work done’, ‘cost prohibitive’, ‘doesn’t meet specs’, or ‘not available in time’ are acceptable statements).
1.10.9.2.3. The Contractor shall report recycled-content materials for all subcontractors in accordance with the guidance in this paragraph.
1.10.9.2.3.1.1. Reporting may be delegated to subcontractors in writing at least 1 week before the subcontractor begins work on MAFB.

A copy of this report has been inserted at the end of this Section as a reference only. No asbestos-containing material is suspected in this project's work area.
However, some building materials that may be encountered could contain asbestos. If asbestos materials are encountered or suspected, immediately stop work and notify the Asbestos Shop at 723-2072 or Environmental Engineering at 723-4825.

SECTION 01070 - CUTTING AND PATCHING
1.1. DESCRIPTION
1.1.1. Work Included: This Section establishes general requirements pertaining to cutting
(including excavating), fitting, and patching of the work required to:
(1) Make the several parts fit properly.
(2) Uncover Work to provide for installation, inspection, or both, of ill-timed Work.
(3) Remove and replace Work not conforming to requirements of the Contract
Documents.
(4) Remove and replace defective Work.
1.1.2. Related work described elsewhere:
1.1.2.1. In addition to other requirements specified, upon the Contracting Officer's request, uncover Work to provide for inspection by the Architect of covered Work, and remove samples of installed materials for testing.
1.1.2.2. Do not cut or alter work performed under separate contract without the Contracting Officer's written permission.
1.2. QUALITY ASSURANCE
1.2.1. Perform all cutting and patching in strict accordance with pertinent requirements of these Specifications and, in the event no such requirements are determined, in conformance with the Contracting Officer 's written direction.
1.3. SUBMITTALS
1.3.1. Request for the Contracting Officer 's consent:
1.3.1.1. Prior to cutting which affects structural safety, submit written request to the Contracting Officer for permission to proceed with cutting.
1.3.1.2. Should conditions of the Work, or schedule, indicate a required change of materials or methods for cutting and patching, so notify the Contracting Officer and secure his written permission prior to proceeding.
1.3.2. Notices to the Contracting Officer
1.3.2.1. Prior to cutting and patching performed pursuant to the Contracting Officer 's instructions, submit cost estimate to the Contracting Officer. Secure the Contracting Officer 's approval of cost estimates and type of cost reimbursement before proceeding with cutting and patching.
1.3.2.2. Submit written notice to the Contracting Officer designating time the Work will be uncovered, to provide for the Contracting Officer 's observation.

2. PRODUCTS
2.1. MATERIALS
2.1.1. For replacement of Work removed, use materials that comply with the pertinent Sections of these Specifications.
2.2. PAYMENT FOR COSTS
2.2.1. The Government will reimburse the Contractor for cutting and patching performed pursuant to the Contracting Officer 's written request after the claim for such reimbursement is submitted by the Contractor. Perform all other cutting and patching needed to comply with the Contract Documents at no additional cost to the Government.
3. EXECUTION
3.1. CONDITIONS
3.1.1. Inspections:
3.1.1.1. Inspect existing conditions, including elements subject to movement or damage during cutting, excavating, backfilling, and patching.
3.1.1.2. After uncovering the Work, inspect conditions affecting installation of new Work.
3.1.2. Discrepancies
3.1.2.1. If uncovered conditions are not as anticipated, immediately notify the Contracting Officer and secure needed directions.
3.1.2.2. Do not proceed in areas of discrepancy until all such discrepancies have been fully resolved.
3.2. PREPARATION PRIOR TO CUTTING
3.2.1. Provide all required protection including, but not necessarily limited to, shoring, bracing, and support to maintain structural integrity of the Work.
3.3. PERFORMANCE
3.3.1. Perform all required excavating and backfilling as required under pertinent Sections of these Specifications. Perform cutting and demolition by methods that will prevent damage to other portions of the Work and will provide proper surfaces to receive installation of repair and new work. Perform fitting and adjustment of products to provide finished installation complying with the specified tolerances and finishes.

SECTION 01085 - APPLICABLE STANDARDS
1.1. DESCRIPTION
1.1.1. Work Included:
1.1.1.1. Throughout the Contract Documents, reference is made to codes and standards which establish qualities and types of workmanship and materials, and which establish methods for testing and reporting on the pertinent characteristics.
1.1.1.2. Where materials or workmanship are required by these Contract Documents to meet or exceed the specifically named code of standard, it is the Contractor’s responsibility to provide materials and workmanship, which meet or exceed the specifically named code of standard.
1.1.1.3. It is also the Contractor's responsibility, when so required by the Contract Documents or by written request from the Contracting Officer, to deliver to the Contracting Officer all required proof that the materials or workmanship, or both, meet or exceed the requirements of the specifically named code or standard. Such proof shall be in the form requested in writing by the Contracting Officer, and generally will be required to be copies of a certified report of tests conducted by a testing agency approved for that purpose by the Contracting Officer.
1.1.2. Related work described elsewhere: Specific naming of codes or standards occurs on the Drawings and in other Sections of these Specifications.
1.2. QUALITY ASSURANCE
1.2.1. Familiarity with pertinent codes and standards: In procuring all items used in this work, it is the Contractor's responsibility to verify the detailed requirements of the specifically named codes and standards and to verify that the items procured for use in this Work meet or exceed the specified requirements.
1.2.2. Rejection of non-complying items: The Contracting Officer reserves the right to reject items incorporated into the Work, which fail to meet the specified minimum requirements. The Contracting Officer further reserves the right, and without prejudice to other recourse the Contracting Officer may take, to accept non-complying items subject to an adjustment in the Contract Amount as approved by the Contracting Officer.

SECTION 01200 - PROJECT MEETINGS
1.1. DESCRIPTION
1.1.1. Work included: To enable orderly review during progress of the Work, and to provide for systematic discussion of problems, the Contracting Officer will conduct project meetings throughout the construction period.
1.1.2. Related work described elsewhere: The Contractor's relations with his subcontractors and materials suppliers, and discussions relative thereto, are the Contractor's responsibility and are not part of project meetings content.
1.2. QUALITY ASSURANCE
1.2.1. Persons designated by the Contractor to attend and participants in the project meetings shall have all required authority to commit the Contractor to solutions agreed upon in the project meetings.
1.3. SUBMITTALS
1.3.1. Agenda items: To the maximum extent practicable, advise the Contracting Officer at least 24 hours in advance of project meetings regarding all items to be added to the agenda.
1.3.2. Minutes: The Contracting Officer will compile minutes of each project meeting and will furnish copies to the Contractor. The Contractor may make and distribute such other copies as he wishes.

3. EXECUTION
3.1. MEETING SCHEDULE
3.1.1. Except as noted below for Preconstruction Meeting, a project meeting will be held for final inspection. Coordinate as necessary to establish mutually acceptable schedule for meeting.
3.2. MEETING LOCATION
3.2.1. To the maximum extent practicable, meetings will be held at the job site.
3.3. PRECONSTRUCTION MEETING
3.3.1. Preconstruction meeting will be scheduled within ten (10) days after the Contracting Officer has issued Notice to Proceed. Provide attendance by authorized representatives of the Contractor and all major subcontractors. The Contracting Officer will advise other interested parties and request their attendance.
3.3.2 Minimum agenda: Distribute data on, and discuss:

(5) Processing of Shop Drawings and other data submitted to the Architect for review.
(6) Processing of field decisions and Change Orders.
(7) Rules and regulations governing performance of the Work.
(8) Procedures for safety and first aid, security, quality control, housekeeping, and other related matters.
3.4 PROJECT MEETINGS
3.4.1 Attendance: To the maximum extent practicable, assign the same person or persons to represent the Contractor at project meetings throughout progress of the Work.
Subcontractors, materials suppliers, and others may be invited to attend those project meetings in which their aspects of the Work are involved.
3.4.2 Minimum agenda:
(1) Review, revise as necessary, and approve minutes of previous meeting.
(2) Review progress of the Work since last meeting, including status of submittals for approval.
(3) Identify problems, which impede planned progress.
(4) Develop corrective measures and procedures to regain planned schedule.
(5) Complete other current business.

SECTION 01310 - CONSTRUCTION SCHEDULE
1.1. DESCRIPTION
1.1.1. Work included: To assure adequate planning and execution of the Work so that the Work is completed within the number of calendar days allowed in the Contract, and to assist the Contracting Officer in appraising the reasonableness of the proposed schedule and in evaluating progress of the Work, prepare and maintain the schedules and reports described in this Section.
1.1.2. Definitions:
(1) “Day” used throughout the Contract, unless otherwise stated, means "calendar day".
1.2. QUALITY ASSURANCE
1.2.1. Qualifications of scheduling personnel: Employ a scheduler who is thoroughly trained and experienced in compiling construction schedule data, in analyzing by use of Critical Path Method or PERT, and in preparation and issue of periodic reports as required below.
1.2.2. Reference standards: Perform all data preparation, analysis, charting, and updating in accordance with all recommendations contained in the current edition of "CPM In Construction" manual of Associated General Contractors, or in accordance with other standards approved by the Contracting Officer.
1.2.3. Reliance upon approved schedule:
1.2.3.1. The construction schedule as approved by the Contracting Officer will be an integral part of the contract, and will establish interim Contract completion dates for the various activities.
1.2.3.2. Should any activity not be completed within l5 days after the stated schedule date, the Contracting Officer shall have the right to order the Contractor to expedite completion of the activity by whatever means the Contracting Officer deems appropriate and necessary, without additional compensation to the Contractor.
1.2.3.3. Should any activity be 30 or more days behind schedule, the Contracting Officer shall have the right to perform the activity or have the activity performed by whatever method the Contracting Officer deems appropriate.
1.2.3.4. Costs incurred by the Contracting Officer in connection with expediting construction activity under this Article shall be reimbursed to the Contracting Officer by the Contractor.
1.2.3.5. It is expressly understood and agreed that failure by the Contracting Officer to exercise the option to either order the Contractor to expedite an activity by other means shall not be considered precedent setting for any other activities.
1.3.1. General: Comply with the provisions of Section 01300.

1.3.2. Preliminary analysis: Within ten days after receipt of Notice to Proceed, submit five copies of a preliminary construction schedule and five copies of proposed format for Materials Status Reports, prepared in accordance with Part Three of this Section.
1.3.3. Construction schedule: Within 30 days after receipt of Notice to Proceed, submit five copies of construction schedule prepared in accordance with Part Three of this Section.
1.3.4. Periodic reports:
1.3.4.1. On the first working day of each month following submittal described in Paragraph 1.3.3 above, submit five copies of the construction schedule updated as described in Part Three of this Section.
2. PRODUCTS
2.1. CONSTRUCTION ANALYSIS
2.1.1. Diagram (Bar Graph):
2.1.1.1. Graphically show the order and interdependence of all activities necessary to complete the Work, and the sequence in which each activity is to be accomplished, as planned by the Contractor and his project field superintendent in coordination with all subcontractors whose work is shown on the diagram. Activities shown on the diagram shall include, but are not necessarily limited to:
(1) Project mobilization;
(2) Submittals and approvals of Shop Drawings and Samples;
(3) Procurement of equipment and critical materials;
(4) Fabrication of special material and equipment, and their installation and testing;
(5) Final cleanup;
(6) Final inspection and testing;
(7) All activities by the Contracting Officer that affect progress, required dates for completion, or both, for all and for each part of the Work.
2.1.1.2. The detail of information shall be such that duration times of activities shall normally range from one to 15 days. The selection and number of activities shall be subject to the Contracting Officer’s approval.
2.1.1.3. Show on the diagram, as a minimum for each activity, preceding and following event numbers, description of each activity, cost, and activity duration in calendar days.
3. EXECUTION
3.1. PRELIMINARY ANALYSIS
3.1.1. Contents:
(1) Show all activities of the Contractor under this Work for the period between receipt of Notice to Proceed and submittal of construction schedule required under Paragraph
1.3.3 above.
(2) Show the Contractor’s general approach to remainder of the Work.
(3) Show cost of all activities scheduled for performance before submittal and approval of the construction schedule.

3.1.2. Submittal shall be in accordance with Paragraph 1.3.2 above.
