FA448618R0020 – Install Anti-Vehicle Cable System
Questions and Answers received by 13 August 2018, 02:00 PM
1. Question: According spec section 32 13 13.53 paragraph 1.3.B.1 it´s “Required Penetration Rating = P2”.
However drawing C-002, detail 1 is required “P-3 penetration rating”.
Please clarify.
Answer: There was a typo on the SOW and Drawings. The P-2 penetration rate applies to all, Crash-Arm and Anti-Ram (Cable) Barrier System.
2. Question: Concrete class for Bollards conflict.
Dwg C-002/Detail 3 – 20.5 Mpa @ 28 days / Also sends to Spec Section 32 31 13.53 Spec Section 32 31 13.53 /2.3 states that concrete should be in accordance with Section 03 30 53. Paragraph 2.2 B states that for direct buried concrete 4000psi (28 Mpa) @ 28 days applies.
For Bollards what compressive strength is required at 28 days?
Answer: As stated during the site visit, the drawings are a hypothetical solution. The Contractor shall present an alternative to the drawings by a DoD certified manufacturer that states that the system (bollards in this case) complies with the penetration rating “PU-50 criteria as tested in accordance with ASTM F2656-07”, that shall define the concrete's compressive strength.
If any doubts remain, the SOW shall apply as a minimum in terms of concrete compressive strength at 28 days.
3. Question: Required Penetration Rating: P3 or P2 according minimum distance.
Summary of work requires: “… PU50 P3 rating………….with a penetration into the existing perimeter fence of 23ft or less…”.
Dwg. C-002/Detail 1 at notes states: “….PU50 P3…penetration less than 7 m…”.
The Anti Ram Vehicle Barriers Spec Section 32 31 13.53 /Parag. 13. B. 1. Requires a PU50 P2 with a Penetration rating of 23ft/7m or less.
After researching: P2 is for distances between 3.3 to 23 ft; P3 is for distances between 23.1 to 98.4ft.
Where is read P3 should be read P2?
Answer: There was a typo on the SOW and Drawings. The P-2 penetration rate applies to all, Crash-Arm and Anti-Ram (Cable) Barrier System.
4. Question: Please confirm if the required Barrier rating is PU or M?
Answer: The barrier rating is PU 50.
5. Question: Removable Bollards at Gates. Summary of work (01 01 00) states that all bollards in front of gates shall be removable; Removable Bollards as per DOD certified system?
Answer: Yes.
6. Question: Replacement of Existing Bollards. Dwg. C-100 requires that several existing bollards are replaced by new ones, same as existing. In order to have complete certification of the facility, shouldn´t all bollards (fixed and removable) be supplied by a Certified DOD Supplier? If not, please provide detailed information on existing bollards (fixed or removable, diameter, wall thickness, material, finishing, construction method and dimensions, etc).
Are the bollards to meet same requirements as per anti-vehicle cable?
Answer: The new bollards (fixed and removable) shall be built as per certified DoD Supplier recommendations for rating “PU-50 criteria as tested in accordance with ASTM F2656-07”. So the new system shall have a minimum number of bollards as the ones existing, and according to the new system rating, as stated above.
