SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
SECTION M -EVALUATION FACTORS
SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION CRITERIA
1. BASIS FOR CONTRACT AWARD
1.1 This is a competitive best value source selection in which the government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and technical acceptability considered. The government intends to make the award to the lowest priced, technically acceptable offeror. The government intends to award without discussions with respective offerors. The government, however, reserves the right to conduct discussion if deemed in its best interest. The following list are evaluation factors that shall be used in the evaluation process:
a. Price
b. Technical Acceptability
1.2 First, offers shall be ranked according to price. The offers will be evaluated based on completeness and reasonableness of the overall proposed price. All offerors must therefore propose on all line items in Section “B” of the SF Form 1442. The government intends that only one contract will be awarded as a result of this solicitation. The government shall evaluate the Technical Proposal Information submitted only from the lowest priced offeror under this acquisition. If the lowest priced offeror meets the government’s technical standards of acceptability as defined under Section M, it will be awarded the contract. If the lowest priced offeror fails to meet the government’s technical standards acceptability as defined under Section M, that offeror will be eliminated from consideration for award. The government will then evaluate the next lowest priced offeror’s technical acceptability in the same manner. This process will continue until an offeror is found to meet the government’s technical standards of Offeror’s Technical Proposal that is evaluated will be rated as Acceptable or Unacceptable.
1.3 Offerors are cautioned to submit sufficient information and in the format specified in Section L. Offeror’s may be asked to clarify certain aspects of their proposal. Communications conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
2. PRICE PROPOSAL EVALUATION
Price proposals will be evaluated based on completeness and reasonableness of the overall proposed price. All offerors must therefore propose on all line items in Section “B” of the standard Form 1442. The lowest complete and reasonable price proposal will be ranked highest.
Price analysis will be used to determine the total evaluated price to support the selection of the lowest priced, technically acceptable offeror. Although when the determination of fair and reasonable price requires additional information, cost analysis may be conducted to support the determination of whether the proposed price is fair and reasonable.
3. TECHNICAL PROPOSAL EVALUATION
3.1 Technical Acceptability. The offeror’s technical capability will be evaluated against the Government’s requirement to determine whether the proposal is technicallly acceptable or unacceptable.
Technical capability will be considered acceptable if both sub factors listed below receive an acceptable rating.
Sub factor 1 - Alvara Certification: Offeror’s provided one (1) current copy, in Portuguese, and one (1) officially translated English copy of the Alvara Certification for their company, and if necessary or applicable, offeror provides a valid Alvara Certification for any sub-contractors.
Alvara Certification shall prove that they are certified to conduct business in the country of Portugal within the scope and magnitude of this requirement. If the Alvara Certification is invalid or not provided, the technical capability will be considered unacceptable.
Sub factor 2 – Staffing Plan: is sub-factor shows the offeror’s proposed methodology to meet the unique staffing and manning requirements for roofing projects as described in the attached specifications (Attachment 1), to include organization structure, and recruitment and coverage of key positions. The offeror’s proposal shall include, at a minimum, the following positions:
Project Manager Site Superintendent Quality Control Manager
3.2 Technical Factor: The Government’s technical evaluation team shall evaluate the proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, ineligible for award. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award.
However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.
TABLE 1 - TECHNICAL RATINGS
Rating Description
Acceptable Proposal meets the requirements of the solicitation per DoD Source Selection Guide April 2016.
Unacceptable Proposal does not meet the requirements of the solicitation per DoD Source Selection Guide April 2016.
3.3 The proposals shall be evaluated against the following technical sub factors:
Subfactor 1: Alvara Certification
Description: This subfactor evaluates if the offeror is certified to conduct business in the country of Portugal using the trades and magnitude of this requirement.
Measure of Merit: This requirement is met when the offeror’s proposal provides one (1) current copy, in Portuguese and one (1) officially translated English copy of the Alvara Certification. If offeror proposes to use a sub-contractor, they must provide the Alvara Certification of this company with the sub-contractor’s consent in accordance.
Subfactor 2: Staffing Plan
Description: This subfactor evaluates the offeror’s proposed methodology to meet unique staffing and manning requirement for roofing projects as described in the attached specifications (Attachment 1), to include organization structure, and recruitment and coverage of key positions.
Measure of Merit: An acceptable rating is met when the plan demonstrates an appropriate staffing and manning requirement capable of completing roofing projects satisfactorily and includes, at a minimum, the following key personnel:
Project Manager Site Superintendent Quality Control Manager
