LAJES FIELD
CONSTRUCTION SITE
STANDARDS

CONSTRUCTION SITE STANDARDS:
1.1 GENERAL: Construction site shall be operated and maintained according to these specifications and is subject to inspection and enforcement according to all national, Host Nation and local codes/regulations. Contractors must submit a detailed site plan showing location of project fencing, conex box locations and construction sign location for Headquarters, Azores Air Zone approval before commencement of work.
1.1.1 Construction Area Fencing: All project staging areas, construction sites, and storage areas shall be securely fenced around the entire perimeter of the project site in accordance with the contract and EM 385-1-1 (US Army Corp of Engineers Safety and Health manual). Fencing shall be completely secured at top and bottom to prevent pedestrian access. Fences shall be adequately staked and/or anchored with braces angled from top of post to ground toward interior of contractor area as needed to prevent blowing over during high wind conditions. A warning sign shall be fastened to the construction fence every fifty feet or on all sides of the fence where the fence is less than 50’ indicating construction area authorized entry only and hard hats required. Fencing will be one of three types based on duration, location and nature of the project.
Type 1 fence (fig. 1) will be used for projects of 30 days or less in duration unless dictated by the contracting officer (CO). This type fence will be kept in good repair at all times and replaced if it has been identified by the contracting officer (CO). This fence will be securely fastened to #6 rebar at the top and bottom. Rebar will have safety caps attached to all exposed tops. Type 2 fence will be used for all projects in duration of more than 30 days and/or identified as needing fencing by the CO. Examples of projects that may be in duration of less than 30 days but require type 2 fence are: demolition projects, projects in military family housing areas, projects in public access areas, etc. The type of fence used will be at the direction of the CO and will meet the following guidelines. Type 2 fence (fig. 2 and 2a) shall be wire frame galvanized 6’ high (or metric equivalent). During the months of April through September all contractors will be required to screen the fence with approved screening material as shown in fig 2a. The contractor is responsible to maintain the screening in good repair during these months. If the screening material becomes unrepairable, after 1 October the contractor may remove it without replacement. Screening for fencing during the months of October through April will be at the discretion of the CO. The type of fence to be used will be identified in the Statement of Work as well as a local contractual clause.

1.1.2 Preservation of Existing Conditions: The contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under the contract. The contractor shall only remove trees when specifically authorized by the BCE to do so, and shall avoid damaging vegetation that will remain in place. The contractor shall make every attempt to relocate trees to an area designated by the CO. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The contractor shall return all areas disturbed during construction to their original condition.
1.1.3 Project Sign: The contractor shall furnish a project sign on site for all projects exceeding a performance period of 120 days and/or those projects identified by the CO. The project sign shall be erected before commencement of work in accordance with the attached drawing on pg 7 of 7. Sign shall be a four-feet tall by eight-feet wide by three-quarter-inch thick (or metric equivalent) grade A-C sheet of exterior-type plywood or sheet metal. The sign shall be con-structed of good sound materials suitable for the purpose. Lumber shall be salt treated softwood of No. 2 grade or better. Sizes shown are nominal. Fasteners shall be of commercial quality, galvanized and of sizes shown. The sign and posts shall be given one prime coat and two finish coats of gloss exterior-type enamel paint. Lettering is to be as shown on the attachment and is to be white gloss, exterior-type enamel U.S. Federal Standard 595a, color # 278575 Semigloss, # 17875 gloss, ink: PMS white. All signs and posts should be Pittsburgh Paints color Sudan Brown Y7603 or approved equal. Sign posts shall be two and one-half-inch in diameter placed in holes in the ground not less than eight inches in diameter with concrete footing at base of post at a depth of 18” to withstand high wind conditions. The sign shall be erected at the designated location and be maintained by the contractor in a presentable appearance throughout the life of the project. The sign shall remain the property of the Contractor and shall be removed from the site upon final inspection and acceptance of the facility. The contractor will return the grounds surrounding the sign to their original condition. Contractor identification and logo shall be allowed only on this sign and no where else on the exterior of the job site. This means that no signs can hang from fencing or other structures.
2.2 OFFICE TRAILERS AND STORAGE UNITS:
2.2.1 Office Trailer: The Contractor shall request CO approval for siting and placing an office trailer at the project location. Any office trailer shall be no more than 10’ x 32’ in size, provided with a skirt on all sides painted Pittsburgh Paints color Cream Beige P2491 or approved equal by the CO and maintained to meet Lajes Field Facility Excellence Standards. Office trailers in need of painting and / or repairs or that are in an unsightly condition will not be allowed at the project site. A 2’ x 2’ nameplate (painted IAW para 1.1.3) shall be displayed on the exterior of all trailers which lists the name of the contractor’s company, contractor’s point(s) of contact (POC) and telephone number where the POC can be reached 24 hours a day/7 days a week, contract number, project number and title, and the date trailer was placed at the project site.
2.2.2 Storage Units: The Contractor shall not bring any storage units, CONEX boxes, or dumpsters to the job site without CO approval. Contractor shall display a 2’ x 2’nameplate (painted IAW para 1.1.3) on the exterior of all storage units with the name of the contractor’s company, the contractor’s point(s) of contact (POC) and telephone number where the POC can be reached, contract number, project number and title, and the date the unit was placed on site. All storage units shall be painted Pittsburgh Paints color Cream Beige P2491 or approved equal by the CO and maintained to meet Lajes Field Facility Excellence Standards.

2.3 ON-SITE STORAGE: Storage of materials at the work site is at the contractor’s risk. All fencing or utility hookups required are the responsibility of the contractor. Contractor fencing shall be neat, plumb, level, and tightly constructed. The storage and work areas shall be kept orderly and the grass within the fenced area or adjacent to the buildings, and ten meters beyond either or both, shall never exceed 10 cm in height. Any building or storage sheds brought on base shall be maintained to meet Lajes Field Facility Excellence Standards. Contractor shall vacate and restore to original condition storage areas at individual construction sites prior to final inspection. Availability and size of material lay down area shall be restricted as noted on the contract documents or as approved by the CO. The Contractor shall consolidate all bulk and/or large quantities of materials at the construction site in area(s) approved by the CO. All such items shall be stored neatly and grouped together. Bulky or unsightly construction materials, construction equipment, and tanks shall not be delivered to or stored on the construction site for any period longer than seven calendar days prior to installation or use.
The Contractor shall store all supplies and equipment on the project site so as to preclude theft or damage. Protection and security for materials and equipment on site is the sole responsibility of the Contractor. The Contractor shall not use any area(s) for material or equipment storage that has not been approved by the CO.
2.4 PARKING: Contractor or Contractor’s employees, including subcontractors, shall obey all traffic laws on installation. The contractor shall park all vehicles only in legally designated locations, or within the fenceline of the construction site.
2.5 HOUSEKEEPING AND SITE CLEANUP: The Contractor shall perform normal daily housekeeping functions inside and outside contractor facilities. Such functions include grounds maintenance, sweeping, mopping, dusting, disposal of accumulated waste materials and rubbish and other operations necessary to present a neat appearance at all times and shall be accomplished at the end of each work day as a minimum. All rubbish and waste materials shall be removed daily and shall be placed in contractor furnished containers. During construction, the Contractor shall maintain all areas in a neat and orderly manner. Contractor shall clean the construction site and/or structure of all construction debris, trash generated by employees, demolished building materials, combustible waste material, and/or dust daily or more frequently as necessary for safe operations. During placement of asphalt or concrete streets, parking surfaces and all other areas soiled by residual asphalt or cement shall be cleaned daily.
The Contractor shall treat with lime entrances and exits to asphalt work site at their own expense. Contractor shall ensure all light or moderate weight debris at the construction site is properly secured in waste receptacles so that it does not blow to another area or onto the airfield.
2.6 ACCESS ROUTES: The contractor shall provide a haul route plan for approval by the CO.
2.7 TRUCKING AND ROADS: Trucks loaded with loose material that can create a dust, debris or falling hazard shall be secured and covered. Fasten suitable cover, such as tarpaulin, over the load before entering surrounding streets. The Contractor is solely responsible for spillage from vehicles and such spillage shall be cleaned up immediately. For the duration of the contract and on a daily basis, the Contractor shall remove from all base roads and/or streets asphalt, mud, soil, rocks, trash, and debris that result from construction operation on base. All roads and/or streets affected shall be cleaned before close of business on the particular day affected. In the case of asphalt, roads will be cleaned and/or treated with lime immediately.
2.8 NOISE CONTROL: The Contractor shall comply with all applicable country, local, and installation laws, ordinances, and regulations relative to noise control, to include applicable quiet hours exclusive to Lajes Field.
2.9 EXCAVATIONS: Every trench/excavation shall be returned to its original condition within five (5) days of the original excavation. Contractor shall phase trenching and excavation operations in order to comply. At minimum, Contractor shall restore the site to pre-excavation conditions. Trench and excavation sites shall be secured and protected with construction safety fence (orange, plastic mesh fence).

2.10 LAWN MAINTENANCE: Grassy areas disturbed by any type of construction work including storage, equipment staging, and material delivery areas shall be leveled and seeded to match previous and surrounding site conditions. Contractor shall be responsible for the successful growth and maintenance of all seeded areas for a period of thirty (30) days or three mowings after final acceptance of the work. All grass, shrubbery, and ornamental plants fenced by the construction site shall be maintained to base standards by the contractor.
3.1 PERMITS: The contractor shall ensure that an approved AF Form 103 Work Clearance Request is processed before any work commences at the job location. Approval of the AFF 103 will be by either 65 CES/CEO (Operations Flight Commander) or 65 CES/CEC (Engineering Flight Commander) or designated representative.
3.2 SAFETY BARRIERS AND SIGNS: The government shall provide Jersey-type concrete barriers painted cream beige with reflective beads and/or tape for placement by the contractor.
Contractor shall provide, traffic control signs and construction safety signs that meet installation standards and comply with Portuguese and US traffic laws. Actual location, size and final arrangement of these items shall be discussed and approved by the CO prior to installation. Such approved items shall be of uniform size, design and color as applicable to local traffic and sign regulations. All cones, barricades, warning lights, temporary signs and protective devices shall conform to the requirements of the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD) and the US Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1.
4.1 LAWN ESTABLISHMENT: Within seven (7) workdays of actual completion of work at contract site, the Contractor shall prepare the surrounding site for seeding as provided in contract specifications. Contractor shall restore the site to a condition and appearance equal to or better than existing before the work occurred. Such restoration work will not be considered complete until approved by the CO.
4.2 CONSTRUCTION SITE RESTORATION: All Contractor owned items such as, but not limited to stakes, traffic/safety cones, barriers, warning tape, erosion control fences, that are erected during construction, shall be removed entirely after completion of project and within five
(5) days of Government acceptance of the project site. The contractor, at own expense, shall return to the site to remove any items left at or near the project site after this time period. All trailers, equipment/storage units and residual construction materials shall also be removed within five (5) days of Government acceptance of the project site.
