TRANSIENT ALERT/AIRCRAFT WASH SERVICES

SIX MONTH INTERIM

PRE-PROPOSAL CONFERENCE/SITE VISIT

30 Apr 15

1. A pre-proposal conference/site visit for Solicitation FA4484-15-R-0001 was held on 30 Apr

15 for Transient Alert/Aircraft Wash Services and the following people were in attendance.

2. My name is Karin Bogner and I am the Contract Specialist assigned to this requirement and

Ms. Womack is the Contracting Officer. ***NOTE: Remarks and explanations at this conference will not qualify the terms and conditions of the solicitation; and solicitation terms and specifications will not change unless the solicitation is amended in writing.

3. The purpose of this pre-proposal conference/site visit is to:

A. Familiarize yourself with the current operation

B. Answer any questions that are not complex and technical in nature

C. If questions are technical and complex, they should be submitted in writing and answers will be answered via Federal Business Opportunities Website.

4. Description of services:

The contractor shall perform Transient/Alert (T/A) Services and Aircraft Wash Services at the

McGuire Area of Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ, as defined in this

Performance Work Statement (PWS) and as specified in all appendices. The contractor shall provide all qualified personnel, equipment, tools, materials, supervision, and other items necessary to perform contracted services, unless specified as being provided by the government.

5. Solicitation Package: Pay special attention to the different sections in the solicitation before submitting your package. There is information throughout the solicitation package which requires the offeror to respond and submit information.

Representations and Certifications (FAR Clause 52.212-3) need to be completed and submitted.

Make sure prices are filled out and are correct. Please verify that unit price times quantity equal total and yearly total match. If at all possible, submit all pages of the solicitation package. If there are any amendments to the solicitation, please acknowledge and submit along with your proposal, as they are also a part of your proposal package.

Please read the entire PWS and address all elements. Even though the sections are spelled out, it is important that entire PWS should be looked at and addressed so that we can better evaluate whether or not you understand the scope of work that is outlined in the PWS.

6. We will be visiting the flight line to observe the current operation. Please stay with the group.

Do not wander off. Questions and answers that are submitted during the pre-proposal phase will be posted to the Federal Business Opportunities Website, along with any necessary amendments and the minutes to this conference/site visit. All questions must be submitted by 4:00 p.m. on 4

May 2015.

Upon the completion of the briefing Ms. Bogner opened it up for questions. There were no questions.

7. At approximately 9:05 a.m. all attendees got into the van and headed to the wash rack

(building 1837) to observe the current operation. The group toured the hangar along with the inside facilities located at the wash rack. A question was raised regarding available parking and changing facilities for employees. SSgt Brown escorted the group to the changing facilities and showed all attendees the location for parking. Attendees departed at 9:16 a.m. and headed toward the outdoor wash pad at building 1824 and observed the wash pad from the van, which is operational during the spring and summer months. The group then departed at 9:20 a.m. and headed to Transient Alert building 1819 to observe the dispatch office. All attendees departed building 1819 at 9:25 a.m. heading back to building 2401.

8. At the conclusion of the tour Ms. Bogner thanked everyone for attending the pre-proposal conference/site visit and reminded everyone that any questions would need to be submitted by

4:00 p.m. on 4 May 15.

9. The pre-proposal conference/site visit concluded at approximately 9:30 a.m.
