QUESTIONS FOR FA4460-20-Q-0213 AALZ FORESTRY MOWING 28 April 2020
1. According to Attachment three with the red outlined lines, the job scope is only going to the approximately 2600ft mark, correct?
Approximate 2600 ft from the threshold. The east and west side extend slightly different amounts. The provided map should be more specific.
2. Is there any information on the average tree diameter in the tree removal acreage?
Merchantable timber will be removed prior to the forestry mowing but some larger diameter trees will still need to be removed. Doug Ernst at Camp Robinson has a forestry person who could possibly provide more detail on size type, density, etc.
3. Are the trees mature timber that’s large in diameter or young saplings like pictured?
It varies greatly but most of the acreage is smaller. The further away from the landing zone threshold the bigger the trees tend to be
4. Do you estimate that the largest diameter tree identified in your map (1A thru 1J) to be greater than 6in or less? If Greater than do you estimate any of the trees identified in your map (1A thru 1J) to be greater than 12in?
As you get further away from the threshold the trees get bigger. Some trees will be greater than 12 inches but it is a relatively small number of trees
5. Is there any information in regards to the types of species, size (d.b.h.), and quantities i.e. like a "timber cruise" of trees inside project area?
Mix of hardwood and pine but otherwise no
6. Do the large logs have to be mulched and left also? Or can large logs be "felled" and left to decay?
Need to be mulched or removed so land is easier to maintain in the future.
7. What is the access to and from the project area consist of i.e. paved, graveled, off road?
8. Once on Camp Robinson site can be accessed via maintained gravel road
9. Is there a Topo available or some other reference to the way the land lays i.e. ditches, swells, low areas, drop offs? See attached contour maps
10. Will there be any ongoing operations or exercises happening on the flight line during time of performance?
Yes, landing zone will remain open and only closed during clearing near the threshold. Jonah Wood can provide line of demarcation where Ops will need to be suspended.
11. Will the project area be marked? Yes
12. Will any adjacent tree limbs intruding over into the project area have to be highlined or trimmed off?
No
THE FOLLOWING ARE AFTER THE SITE VISIT:
13. Are all of the mentioned acreage to be treated or is it just the 15.3 acres shown on appendix A? All 46.2 Acres are to be mowed/mulched to the stump height in the PWS.
14. What is the authorized disposal method for trees that exceed the capacity of mulching equipment? Can they be cut to length and removed from Camp Robinson? Yes, the timber in the designated mulching area that is marketable can be removed from the area as long as the contractor mulches the limbs and tops and all the logging debris. The Camp Robinson Forester has determined there is not enough volume in the project area for our timber operations. Under no circumstances can they remove timber outside of the designated operational area.
15. Are there limitations to the size and depth of mulch or locations where mulch cannot accumulate? No limitations. Cannot accumulate within 100 feet of the active runway or taxiways. No accumulations on the existing roads within the cutting area or in the streams.
16. Is there a maximum quantity of fuel that can be kept, stored, used on the jobsite? Is there a mandatory storage method or can we use a trailer mounted bulk tank? No limit on the fuel, however, it must have secondary containment (plastic lined berm, etc,) and all fuel spills and trash must be cleaned up by contractor or designee.
17. Is there an expectation that trash and debris uncovered by the clearing process will be removed by the contractor? Any loose trash, paper cardboard cans etc. Need to be bagged up if possible. Any large debris such as concrete culverts leave in place. Tires need to be picked up and piled in one area for disposal by the Government.
18. Can equipment be left on the jobsite when not being operated – evenings, weekends? Yes at the contractors risk. The Government assumes no liability to any vandalism or damage due to Acts of God.
19. Can operations be conducted 7 days per week? Federal holidays? Is there a limitation to the length of work days? Work shall be completed during daylight hours when the flying mission is not operating. If the CO approves the contractor may work weekends. Must ask permission in writing after award.
20. Can work be conducted without a COR or designated person present? Yes.
21. Can work continue if training operations are ongoing? Are there days on the training calendar (barring Covid-19 interference) during which access to the site will be prevented? As long as it’s approved by the training group and the COR. There will be times and areas you cannot work when the flying mission is operating for safety purposes. We will know in advance which days and the contractor will have to provide a location where they are working at that day to see if it’s allowable or not.
22. Can ruts made by equipment be left or must they be smoothed/filled? All shall be filled if possible mainly if you make a large mess due to being stuck.
23. Can we access the site via the gate on Kaplan Road? If not, what is the preferred entry route to the jobsite? LTC Page and MSG Smith (212-5292) in post operations have granted the use of that gate in the past for forestry operations. However, the use of the gate and contractor lock are contingent on the contractor unlocking and the locking the gate each time they use the gate. This will be monitored closely by post operations for physical security purposes. If this procedure is not strictly followed they will deny the use of this gate and have the contractor remove the lock. In addition, Range Control has separate requirements to check into range operations when they arrive and leave for the day. They must also attend the deflection meeting every Thursday at 0900 so that aware of adjacent training and potential issues. The AF has a representative at the meeting so they will understand Air Operations in the area also. MAJ Leimberg asked-Who will be the AF Point of Contact he can call for any issues?
24. Given the weather patterns of the last two years, is there an absolute must-finish date or can the completion date be extended due to inclement weather? Weather days will be allowed. How many will be up to the CO. Extensions must be requested in writing and approved by the CO.
25. Can we log/remove any marketable timber from clearing site? Same as question 13.
26. Can we access the clearing site from western road for logging purposes? Same as questions 13 & 22.
27. Are you to provide the performance period? Yes
28. Is there a specification for mulched debris size (e.g. no longer than 6" and no wider than 2") Did not put a limitation on size in the PWS, however request they be kept small if possible.
29. Are there any restrictions to equipment ground pressure? None, however know that there are low areas within the section to be mowed and with rain they are soft and holding water.
30. Are there any restrictions for types of mulching heads (e.g. drum, flail, rotary etc)? None
31. Is there a staging area where the contractor can park equipment when not in use? Having to daily remove heavy equipment would add significantly to the cost. See Question 17.
32. Can the contractor get easier access via the rear gate off Kaplan Road? See Question 22.
33. Would you verify that the contractor does not need to high-line perimeter trees with over-reaching limbs? No high-lining needed.
34. Would you verify that all vegetation in the job site area must be mulched? See question 13
35. Was a consulting Registered Forester contacted to determine how to save the government money while efficiently mulching the vegetation? The Camp Robinson Forester Mr. Bill Grymes made the determination on the timber and values.
36. What is the expected start date after a contractor is chosen? As soon as possible. Hopefully no later than 10-14 days weather permitting.
37. The PWS, para 3.3, indicates a schedule of intended work and completion date is required. Are waivers allowed for unexpected conditions, i.e., bad weather, excessively wet terrain, lack of fuel deliveries due to COVID-19, etc? If so, how must the Contractor go about requesting waivers? Request them through the CO at 19 CONS.
38. Are you aware that the standard skidsteer-forestry mulcher unit is limited to trees under about 8 inches in diameter? Yes but there are also equipment that will do 14 inches too.
39. What specific criteria are being used to determine the height of trees to be removed, i.e., FAA, military regulations, etc? See attachment in the PWS.
40. What is the AALZ's airport classification, i.e., Class I, Class II, etc? Not classified as an airport. It is designated as Drop Zone / Landing Zone.
41. Do potential bidders have access to the detailed GIS mapping survey that was done of the job site area? It is permissible for the AF to provide the GIS maps of the area
42. Has a forest management plan been prepared by a Registered Forester to determine the best approach for this project? See question 34.
