Questions and Answers, Solicitation #FA4452-13-R-0001 C-32 Pilot Training (as of 6 Jun 13) Q1: Section 1.3 Specific Support Services, 1.3.1 C-32 (B-757-200) Initial Qualification Pilot Training, makes the following request: “The contractor shall provide each initial pilot training student with a copy of their most current CD-ROM CBT systems courseware, and access to their distance based learning courseware." Would a flash drive, internet, or iPad application be acceptable as an alternative or is the CD ROM a must?
A1: Section 4.12.6 has been amended to include CD not required but electronic copies are required. Examples of electronic copies include CD, online delivery, or other electronic media. Flash drives would pose a problem on a Government system and would not be allowable.
Q2: The previous contract included a one day tactics class for the initial pilot training course. Should the tactics class be included in this solicitation’s initial pilot training course?
A2: Section 1.3.1 has been amended to include that the one day tactics course should be included at the end of the initial pilot training course.
Q3: The current generation simulators contain a field of view of 150-180 degrees. The older simulators have a field of view of 75-80 degrees. Both versions are FAA certified Level D as required by the PWS. Using the simulators with 75-80 degree field of view would lower the cost of the class. Since the contract will be awarded to the bidder with the technically acceptable lowest price it would mean using the 75-80 degree field of view simulators. Would the squadron have preference for a wider field of view?
A3: Section 4.12.1 has been amended to include a Level D (CAT IIIB capable) flight simulator with at least a 150 degree field of vision.
Q4: We are wondering if the aircraft are equipped with IS&S (flat panels or round dials)?
A4: The C-32 fleet is configured with the non-IS&S instrumentation.
