1.0. DESCRIPTION OF SERVICES

1.1. BACKGROUND. The contractor shall provide academic and simulator training supporting USAF Active Duty C-32 (B-757-200) flight crews. When requested, the contractor will provide simulator time on an hourly basis.

1.2. SCOPE. Required training includes academic and simulator training for the following courses: Initial Qualification Pilot Training, Refresher Pilot Training, Pilot Recurring Evaluation Training, and Pilot Senior Officer Training. Training shall be conducted at the contractor’s facility in a Federal Aviation Administration (FAA) approved training center by FAA approved instructors. To be considered qualified, each contractor must possess an applicable training program approved under FAA Federal Aviation Regulation (FAR) Part 121, or a training course approved under FAR Part 142. USAF cockpit procedures and checklists shall be used in all courses.

1.3. SPECIFIC SUPPORT SERVICES.

1.3.1. C-32 (B-757-200) Initial Qualification Pilot Training. The contractor shall conduct C-32 (B-757-200) Initial Qualification Pilot Training. Initial qualification training shall be to the standard that all pilots meeting the FAA prerequisites shall be offered the opportunity to receive an Airline Transport Pilot (ATP) Rating/Type Certification (as applicable). The individual student pilot is responsible for FAA prerequisites. Initial ATP/Type Certification shall be accomplished by each pilot in the left seat. The contractor shall provide an FAA examiner (or designee) to administer the ATP Rating/Type Certification, and the Air Force (AF) will provide an examiner pilot to administer the AF requirements evaluation. If the ATP option is not utilized, simulator time scheduled for FAA evaluation shall be devoted to proficiency maneuvers. Training shall be accomplished using Pratt and Whitney 2040 or 2037 engines, dual cue flight directors and the Pegasus Flight Management Computer (FMC).

A normal training class shall consist of two pilots (in a rare circumstance, one pilot) per class, with an estimated four classes required each year. The contractor shall provide a syllabus in contractor format to each student at the beginning of each class identifying the curriculum and the plan that will be used to enable the pilots to obtain an ATP Rating or Type Certification. On the ATP/Type check ride, each pilot will perform all required ATP/Type check maneuvers independently in the left seat. Also, three additional instrument patterns will be flown per pilot during their check ride to satisfy AF Evaluation requirements. The contractor shall conduct Pilot Tactics S-1 maneuver training following C-32 Initial Pilot Training. S-1 is conducted by contractor instructors in accordance with the USAF training guide, Chapter 3, Section C, Simulator Flight Training, S-1 Tactical Procedures Flight and Attachment 3, Instructor Pilot Training Guide. Tactics maneuver training is UNCLASSIFIED. At the beginning of each class, the contractor instructor will remind students that while the maneuvers and content contained in the Tactics Training Guide are UNCLASSIFIED - - the reasons for the maneuvers and technical capabilities of the aircraft/potential threats are CLASSIFIED and cannot be discussed during training. The contractor instructor shall remind the students that he/she does not have a security clearance and that classified information cannot be discussed by USAF students in the simulator or in the briefing rooms when the civilian instructor is present.

Initial Pilot Training shall be completed within a total number of 26-business-days. This training consists of 16-days of classroom, Computer Based Training (CBT), and fixed base simulator instruction and nine full flight simulator periods (including the evaluation). Simulator training will include a two hour pre-briefing, a four hour simulator training period, and up to one hour of post-simulator debriefing. The contractor shall provide each initial pilot training student with a copy of their most current CBT systems courseware via electronic media, and allow online access to their distance based learning courseware. Crew Resource Management (CRM) skills will be integrated into the training IAW para 1.3.7.

1.3.2. C-32 (B-757-200) Refresher Pilot Training (two day). The contractor shall conduct C-32 (B-757-200) Pilot Refresher classroom and simulator training. The training class shall consist of two pilots (in a rare circumstance, one pilot) per class, with an estimated 26 classes per quarter, equaling 104 classes needed per year.

The contractor shall provide a syllabus in contractor format at the beginning of each class identifying the curriculum and the plan that will be used for the pilots to receive Single Visit Training (SVT) equivalent training. In order to satisfy AF training and currency requirements, this SVT equivalent training shall include at least eight hours of simulator time over the two day period. Contractor will provide one hour of Pegasus difference training review IAW para 4.12.2. Simulator training will include a two hour pre-briefing, a four hour simulator training period, and up to one hour of post-simulator debriefing. Pilot Refresher Simulator Training shall be completed within a total number of two consecutive calendar days. CRM skills will be integrated into the training IAW para 1.3.7.

1.3.3. C-32 (B-757-200) Pilot Recurring Evaluation Training (three day). The contractor shall conduct C-32 (B-757-200) Pilot Recurring Evaluation Training. The training class shall normally consist of two pilots (in a rare circumstance, one pilot) per class. With an estimated three evaluation classes per quarter, equaling 12 evaluation classes needed per year. The contractor shall provide a syllabus in contractor format at the beginning of each class identifying the curriculum and the plan that will be used for the pilots to receive SVT equivalent training, as well as AF supervised recurring evaluations. Contractor will provide one hour of Pegasus difference training review IAW para 4.12.2. AF requirements will be to conduct refresher training on day one, evaluation on day two, then Mission Oriented Simulator Training (MOST) training on day three. Per AF recurring evaluation criteria (which consists of the standard ATP/Type check ride maneuvers plus three additional instrument patterns) each pilot will independently perform all required maneuvers. These maneuvers have historically taken three hours of simulator time per pilot. The contractor shall provide an instructor to run the simulator, and the AF will provide an examiner pilot to administer the AF requirements evaluation. Pilot Recurring Evaluation Training shall be completed within a total number of three consecutive calendar days. CRM skills will be integrated into the training IAW para 1.3.7.

1.3.4. C-32 (B-757-200) Pilot Senior Officer Training (six day). The contractor shall conduct C-32 (B-757-200) Senior Officer Pilot Training. The training class will normally consist of one Senior Officer Pilot, and one AF Instructor Pilot per class, with an estimated one class required each year. The contractor shall provide a syllabus in contractor format to each student at the beginning of each class identifying the curriculum and plan that will be used for the pilot to receive SVT equivalent training. Total number of simulator sessions will be six with the last simulator session an evaluation for the senior officer. During this session, the contractor shall provide an instructor to run the simulator, and the AF will provide an examiner pilot to administer the AF requirements evaluation.
