13. SECURITY GUIDANCE. The security classification guidance needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes: to challenge the guidance or classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any document/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.

1a/b – (1) The contractor shall not be authorized to receive, handle, store any classified material, e.g., data (hardcopy or electronic) at any contractor owned or leased facilities or produce/manufacture any classified hardware at any contractor owned/leased facility under this contract. Work with any classified material or hardware will take place only at Government facilities or where directed by the PMO.

(2) The contractor shall provide individuals with the appropriate level of security clearances and within the limitations cited in the DD Form 254, to perform the services required by the contract.

(3) The contractor, within the confines of federal government facilities, shall provide the necessary policies, procedures and oversight to comply with the security requirements of this contract.

(4) Contractor employees, cleared at the appropriate levels, may require access to secure areas, as well as, secure networks on US Government installations. Need-to-know will be required at all times. Safeguarding of materials will be secured only at US Government installations. Access will be authorized to personnel who possess the clearance and need-to-know requirement. Under this contract, no safeguarding will take place at the contractor’s facilities. On Scott AFB, contractor personnel will be under the security policies and procedures of the US Government installation cognizant security office.

8c – Oversight on Scott AFB will be conducted by HQ AMC/IP (618) 256-4955. HQ AMC/IPP will retain a copy of the DD254 in their files.

10j – Safeguarding “FOR OFFICIAL USE ONLY” (FOUO) applies. Reference DoD 5200.1-R, Appendix 3 for specific guidance for FOUO information. Reference DoD 5400.7-R DoD Freedom of Information Act program for additional guidance in controlling Government information.

11a – Releasing contractor or Government activity will furnish complete classification guidance for the service to be performed or information provided.

11b – Selected contractor personnel performing services in support of the contract will be required to have SECRET clearance for building access requirements and may be receiving classified documents at work locations other than the contractor’s facility. 11b applies only to work done at Scott AFB or where directed by the ACFP PMO other than the contractor’s facilities.

11g – Technical information on file at the Defense Information Technical Center (DTIC) will be made available to the contractor if the contractor requires such information. DD Form 1540 and DD Form 2345 must be completed by the contractor and forward to the Contracting Officer (KO) for registration with DTIC. NISPOM Chapter 11, Section 2 provides additional information.

11j – OPSEC is an analytic process that identifies, and mitigates indicators of U.S. intentions, capabilities, operations, and activities. In compliance with DoD Operations Security Program Directive (DoD Directive 5205.02 and DoDM 5205.02-M), DoD OPSEC requirements; OPSEC measures shall be employed to deny indicators to adversaries that reveal critical, or classified information about DoD missions and functions. At a minimum, within 90 days of employment, then annually thereafter, personnel with access to Government networks under this contract shall receive recurring DoD ADLS Information Protection training (ZZ1330078 - incorporates and replaces OPSEC course ZZ133086) and Information Assurance Awareness training (ZZ133098). To augment provided training, at initial employment and annually thereafter, the company shall provide a briefing, oral or written summarizing contract specific OPSEC awareness information.

11l – (1) Classified Defense Information may be encountered during normal conduct of the contract and will be protected using policy and guidance of DoD 5220.22M, the National Industrial Security Program Operating Manual (NISPOM), Chapter 5, and the NISPOM Supplement. The contractor will enter into a Visitor Group Security Agreement (VGSA) and fall under the information security program of the using organization at Scott AFB.

14. ADDITIONAL SECURITY REQUIREMENTS. Requirements, in addition to ISM requirements, are established for this contract. (If Yes, identify the pertinent contractual clauses in the contract document itself, or provide an appropriate statement which identifies the additional requirements. Provide a copy of the requirements to the cognizant security office. Use Item 13 if additional space is needed.)
