About this file
This document contains pre-bid questions and answers (RFIs) for a solicitation to repair a Combat Arms Training and Marksmanship facility at Travis Air Force Base in California. The solicitation seeks a HUBZone small business contractor to remove exterior walls, construct a new control booth and low wall at the ready line perimeter, replace an electrical panel and lighting, and address any contaminated soils in accordance with environmental specifications. The RFIs provide clarification on page limits, licensing requirements, use of past performance evaluations, as-built drawings, demolition details, structural and welding specifications, asbestos and lead abatement requirements, and disposal of contaminated soils.

RFI 001) For PPQ submissions, does the Contracting Officer Letter count towards the 4 page limit?
No, the CO letter is not included into the per PPQ page count limit. Please encourage your customers to maximize the project description section of the PPQ template while staying with the 4 page count limitations required in Section L of the solicitation.
RFI 002) What construction license is required for the CATM project?
General construction license will suffice.
RFI 003) Can CPARs reports be submitted instead of PPQs?
PPQs are required when feedback is sought outside of the CPARS system. The GOVCON office internally queries CPARS and FAPIIS performance reports to include other validations independently. It is up to the bidding firm to utilize every credible source possible to provide the government the most holistic performance assessment that potentially stands out amongst the competition. If the bidding firm believes that performance data is substantial enough in the CPARS system, capturing the most recent and relevant work with consistently high ratings, then that discretion solely rests with that bidding firm.
RFI 004) Wanted to confirm that the prime contractor must be registered in Beta SAM as a Small Business HUBZONE firm?
Confirmed, the prime contractor must be registered as a HUBZONE business.
RFI 005) Has this project been out to bid prior to this solicitation? If so, could you please provide the bid results?
No prior solicitation was issued other than Beta SAM Notice ID: FA4427-20-R-0014.
RFI 006) Will permits be required at the prime contractor’s expense?
Travis AFB dig permit/hot work permit required as necessary. Traditional county/city building permits not necessary.
RFI 007) Drawing sheet G1.2 note 6.1 and Final Design Analysis page 14 of 104 both state “soil immediately beneath the Firing Range/ project location are contaminated with heavy metals.”
Drawing sheet A1.0 calls for demolition of the concrete and asphalt at the front of the range. Will an abatement contractor be required for the removal and if contaminated what would be the intended process for removal?
Refer to Section 3.9 of General Environmental Requirements Specification (01 56 00).
RFI 008) What is the thickness of the concrete slab and asphalt?
Refer to as-built drawings (Contracting Office to provide) and will be posted to the Beta SAM website.
RFI 009) At the job walk verbal instruction was to leave the “columns;” however drawing sheet A1.0 note 9 says to demolish (E) furring and columns. We will plan to demo the entire wall due to it being challenging to remove the concrete and replace. As such, will the existing roof framing be able to carry the cantilever needed for the temporary roof support, which would be about a 5ft cantilever to the undisturbed slab for shoring.
The existing roof trusses are supported at each timber column and consist of a sloped 6x6 with horizontal coped 1.75”x14” microlams at each side of the 6x6 which intersect at the column. The existing L3x3x1/4 x 0’-9” angle at the column is critical for the support of the 3 truss elements. If shoring is placed away from the column, the shoring must simultaneously support the (2) horizontal 1.75”x14” microlams and the elevated sloped 6x6.
RFI 010) In the Final Design Analysis page 41 of 104, indicates the lead dust being greater than the acceptable amount. Will this require an abatement contractor to clean the facility prior to demo/ construction?
Abatement as necessary to accomplish scope of demolition/construction as stated in project documents.
RFI 011) See drawing A4.0; detail 4, Please clarify the Nelson stud and “through bolt” bolt type and placement
For the clarification of the Nelson stud, refer to Structural sheet S5.0 detail 1.
For the clarification of the “through bolts” provide – 3/8” Diameter bolts @ 24” STGR and 6” from ends.
RFI 012) Can you provide additional information for the wide flange beam? Details R01 and R02 on Drawing S5.0 don’t provide much detail.
See the Roof Framing Plan (Detail 1/S3.1). The steel wide flange beams are called out as W8x18 or W10x30 as indicated on the plan.
RFI 013) Will there be any additional welding requirement beside what is listed in Division 5?
With reference to section 051200.2.4.1 the welding electrodes and rods shall be in accordance with AWS D1.1/D1.1M and D1.8/D1.8M. With reference to section 051200.3.4, the welding for the project shall be in accordance with AWS D1.1/D1.1M and AWS D1.8/D1.8m.
RFI 014) Please reference Attachment 2, TAFB Repair CATM B1370 Final Design Analysis, of the proposal contains the asbestos and lead survey results for this project. In this document, it is noted there are no measurable amounts of asbestos at this facility (there are measurable amounts of lead). The design drawings, sheet G1.2, sheet 3, note 7 says asbestos is located at this facility and an abatement plan must be submitted and abatement accomplished. What is correct? Is an abatement plan required for this location? Does abatement need to be accomplished? Please provide direction on asbestos abatement and abatement plans. If asbestos is located at the facility, provide the appropriate documentation so that we can determined proper abatement costs.
Refer to the Ninyo & Moore survey report dated 05Apr19 for detailed information regarding amount and location of known asbestos and lead. For abatement requirements refer to Sections 3.15 and 3.16 of General Environmental Requirements Specification (01 56 00).
RFI 015) Please see Attachment 2, TAFB Repair CATM B1370 Final Design Analysis 35% design meeting minutes, note 1 comment by Angel Santiago Jr notes soil beneath the firing range is contaminated with heavy metals. It also notes any soils removed will have to be tested and characterized. Contaminated soils must be profiled and disposed of at an approved facility in coordination with TAFB Environmental Office at a prearranged repository/landfill permitted to accept contaminated soil. Please provide contractors with approved process to dispose of contaminated soils and appropriate locations to include address. Also request Government note if moving existing soils (but not removing) will require any type of abatement procedures or processes.
Refer to Section 3.9 of General Environmental Requirements Specification (01 56 00).
